1 CONFEDERATION OF AFRICAN ATHLETICS ATHLETICS COMPETITION RULES OF THE 2 nd YOUTH OLYMPIC GAMES GABORONE As part of the preparations of second edition of the Youth Olympic Games to be held in NANJING in 2014, the Association of National Olympic Committees of Africa (ANOCA) will organize the All Africa Youth Games from 22 to 31 May 2014 in Gaborone, Botswana. 2- This second All Africa Youth Games are qualifiers for the Youth Olympic Games. 3- Athletics Competitions are entrusted to the Confederation of African Athletics (CAA) and will be organized in compliance with IAAF rules. 4- The program which includes thirty seven (37) events, eighteen (18)at boys, eighteen (18)at girls and one mixed relay is as follows: Girls: 100 m- 200 m- 400 m- 800 m 1500 m 3000 m 2000 m steeple- 100 m Hurdles 400 m Hurdles -5,000 m race walking- High Jump- Pole Vault Long Jump - Triple Jump Shot Put Discus Hammer Javelin. Boys: 100 m- 200 m- 400 m- 800 m 1500 m 3000 m 2000 m steeple- 110 m Hurdles 400 m Hurdles -10,000 m race walking high Jump- Pole Vault Long Jump- Triple Jump Shot put Discus Hammer Javelin. 5- The athletics events will be organized from 28 to 31 May You will find in appendix the four days competitions program. 1

2 I- PARTICIPATION 6- All athletes must comply with the provisions of the Olympic charter in force and only athletes who will comply with the Olympic charter may take part in the all Africa youth Games. 7- To be eligible to participate in the Africa youth games, athletes must be born between 1st January 1997 and 31 st December On arrival, the team leaders must present athletes passports or other official documents indicating the date of birth so that organizers make a copy of them. 9- No entry performance shall be required and any federation may enter one male and one female per event. However, the maximum size per delegation shall not exceed 25 persons including the members of the staff. 10- Each athlete may participate in two individual events maximum plus one relay, however, if the two individual events are races, only one of these two individual races may be superior to 200 m. II- ENTRIES Preliminary Entries 11- Preliminary entry forms in standard format shall be properly filled in by the member country to confirm its agreement to participate in the athletics events of the All Africa youth Games. They shall indicate the following: The events in which the member federation will participate The number of accompanying officials - The deadline of preliminary entries is Friday 13 th February 2014 Final name entries 12- Final name entries must be made on the forms reserved for that purpose. They shall indicate: The event, name, surname, date of birth and performance of the athlete. Name, surname of accompanying officials. List of national records(youth boys and girls ), if existing The deadline of final name entries is Monday 4 May 2014 at midnight local time of Botswana All entry forms (preliminary: numbers and final: name) must be sent to the organizing committee the address of which shall be communicated to you and with a copy to the CAA. 2

3 Final Confirmation of entries 13- The heads of delegations or their representatives must confirm the name of athletes already entered and who will actually take part in the competition. This final confirmation of participation will be made during the technical meeting and shall take into account the daily confirmation of the first competition day. The daily confirmation of the second, third and fourth days shall be communicated on the eve of each event before 12 (midday) at the ITC. III- TECHNICAL INFORMATIONS Technical Information Centre (ITC) 14- An Information Technical Centre shall be placed somewhere in the stadium, its main role is to ensure a better link between each delegation, the technical secretariat, the organizing committee and the technical delegate. Besides, the ITC shall be responsible of the following items: Start lists notifications Registration of confirmations Protest at the Jury of appeal To Publish the results Urgent notifications Technical Meeting 15- A technical meeting will be held on Monday 25 May 2014, a meeting in which two representatives per delegation shall be admitted. The exact time and venue of this meeting shall be announced to delegations as soon as they arrive in Gaborone. Shall take part in the meeting: The ANOCA representative The CAA representative The representative of the host federation The representatives of the organizing committee Two representatives per delegation The Technical Delegate(s) The organizational Delegate(s) The Area Technical Officials The Medical Delegate The anti doping Delegate The members of the jury of appeal 3

4 The mains local technical Officials The agenda of the Technical meeting shall be the following: Welcome address by the main authorities Presentation of the various CAA delegates and local managers. Statement of final entries Final Time table Qualifications criteria in races and the raising of the bars Competition implements Call room procedure Protests and appeals Anti doping control Answers to questions - The technical meeting will end by a site visit by heads of delegations (main stadium, changing room, warm up zone, call room, ITC, etc.). A maximum of two Representatives per Delegation will participate in the site visit. IV- COMPETITION RULE Implements List of Implements The technical delegate will establish together with the Local organizing committee, an official list of implements that will be provided to athletes. These implements shall be in sufficient numbers in order to meet the needs the competition sites, warm up area and training area. Personal Implements Personal implements shall be allowed only if they have a ratification certificate, if they are not on the official list and if they had been verified in conformity with the technical delegate s directions. These personal implements, once they had been verified and authorized, shall be put at all athletes disposal until the end of the competition. 4

5 Call room - Athletes shall show up at the call room according to the time indicated in the table below : Events 1 st call Last call Entry Call room Exit Call room Entry Stadium Track events 45 mn before 35 mn before 30 mn before 15 mn before 10 mn before Relays/Hurdles 50 mn before 40 mn before 35 mn before 20 mn before 15 mn before Field events 65 mn before 55 mn before 50 mn before 35 mn before 30 mn before High jump 75 mn before 65 mn before 60 mn before 45 mn before 40 mn before Pole vault 95 mn before 85 mn before 80 mn before 65 mn before 60 mn before Please Note: these times shall be adapted according to the location of the call room with regard the competition sites. - Once in the call room, the athletes will be identified by means of their accreditation cards and by their bibs numbers. - After identification, the following verifications shall be made: Competition bib Competition Uniform Competition shoes Advertisement on uniform, bag, etc (according to IAAF advertisement rules). - It is also forbidden to bring any technical electronic device (radio, mobile phone, walkman, etc.) on the competition sites. - These ones shall be identified and kept at the call room and given back at the ITC after the event. - After verification by the officials, athletes shall head toward the waiting zone where they will receive the last instructions before being accompanied to the event place. - Access to the call room is forbidden to officials: VIP, coaches, Heads of delegations, medias etc. 5

6 BIBS - Two bibs shall be allocated to each athlete by the organizing committee. These bibs shall be worn in compliance with IAAF rules, one on the back and one on the chest. - For high jump and pole vault athletes are allowed to wear only one bib either on the back or on the chest. - For races, all competitors will receive two small additional bibs (identifying the lane or the athlete s position) which they shall put on each side of the thigh. - In relays, bibs with country code shall be given to athletes who shall fix them on the chest and the bib with the number on the back. - No athlete shall be authorized to participate in an event without his or her bib(s), it is also forbidden to cut, to perforate of to fold up bibs which shall be worn as they were received. Protests and appeal - Protests shall be made in accordance with 146 IAAF rule. - Protests regarding results or an event development shall be made within the thirty minutes following the official announcement of this event s results. - Any protest shall first be made orally by the concerning referee judge either by the athlete or by someone else on his behalf. The referee judge may take a decision or may refer the matter to the jury of appeal. If the referee judge makes a decision, there shall be a right of appeal to the jury of appeal. - An athlete may make a protest only if he competes in the event to which the protest is related. - Appeals to the jury of appeal shall be written on the appeal form available at the ITC, it must be signed by the official in charge on behalf of the athlete and must be submitted with a deposit of US $ 100 or its equivalent in local currency. - Appeals to the jury of appeal must be made within the thirty minutes following the decision of the referee judge. 7 V- QUESTIONS AND TECHNICAL SPECIFICATIONS Height of Hurdles They shall be in compliance with the rule of IAAF competitions: m hurdles: m m hurdles: m m hurdles Girls: m m Hurdles Boys: m Specification of implements - Specifications of implements shall be in accordance with the IAAF rules and 193 : Shot Put: Discus: Hammer: Javelin: Boys: 5 kg / Girls: 3kg Boys: 1.5 kg / Girls: 1 kg Boys: 5 kg / Girls: 3 kg Boys: 700 g / Girls: 500 g VI- QUALIFICATION CRITERIA FOR THE YOUTH OLYMPIC GAMES NANJING The selection of African Athletes shall be made during the All Africa Youth Games of Gaborone Athletes will be selected based on their performances in these All Africa youth games to participate in the Youth Olympic Games of NANJING Each National Olympic Committee will be allowed to participate only with one (01) Athlete per Event. - For each qualifying Event, the quota places obtained for the Youth Olympic Games will be allocated to National Olympic Committee. - Apart from the qualified according to the quota, Universalities places will be available in two genders and the criteria must be determined by the IAAF. 7

This number will take into account the results achieved by African Athletes during the last World Youth Championships. - A Race Relay Event of 8 X 100 m shall be organized at the Youth Olympic Games. The team will be composed by four Female Athletes and four Male Athletes who will be chosen among the individual qualified Athletes. 8
