1 Singapore Cycling Federation OCBC Cycle National Road Championship 2016 Overarching Event Rules and Regulations Individual Time Trial and Criterium (22 and 29 May 2016) NOTE: Standard UCI rules apply with adaptation in this document 1. General 1.1 No gear ratio lockout for all categories. This pertains particularly to Juniors A and B category 1.2 No blinker light / tri bottles / saddle bag / frame bag / fuel bag or any other frame attached bags 1.3 No Road Disc brake is allowed for Road events 1.4 No feeding is allowed for the Road events 1.5 Ensure handle bar plugs are intact 1.6 No weight limit on bicycle equipment 1.7 A cyclists must act in a sporting manner at all times and must not push or interfere with another cyclists by hand or by other means, displays indecent conduct or foul language or perform acts of violence 1.8 No use of radio links or other means of remote communication 2. Licence 2.1 Participants must hold a valid UCI or SCF National Licence. In accordance to Part 1, General Organisation of Cycling As A Sport, and Chapter 1 Licence Holders of the UCI Cycling Regulations, The licence is an identity document confirming that its holder undertakes to respect the (UCI) Constitution and regulations and which authorise him/her to participate in cycling events. A licence holder may participate in a cycling event organised or supervised by the UCI, the UCI continental confederations, the UCI member federations or their affiliates. A key consideration makes reference to Chapter 1, , UCI Cycling Regulations, Page 1 of 8
2 Before the licence is issued, the licence holder and the national federation (i.e. SCF) must ensure inter alia that the licence holder is adequately insured against accidents and civil Responsibility in every country where he practices competitive cycle sport or training throughout the year for which the licence is issued. In essence, the insurance is required to protect all competitive riders. 3. Equipment and Clothing 3.1 Equipment used or clothing worn by athletes and other participants at the event must comply with the UCI Constitution and Technical Rules, no sleeveless jerseys are allowed. Adapted from UCI Rules and Regulations Article Time Trial Bicycle Time Trial Bicycle must comply and subject to the time trial bicycle checks on the event day at least 15 minutes before the start time. a) The peak of the saddle shall be a minimum of 5 cm to the rear of a vertical plane passing through the bottom bracket spindle. In no circumstances shall the peak of the saddle extend in front of a vertical line passing through the bottom bracket spindle. The peak of the saddle can be move forward until the vertical line passing through the bottom bracket spindle where that is necessary for morphological reasons. By morphological reasons should be understood everything to do with the Page 2 of 8
3 size of limb length of the rider. Any rider who, for these reasons, considers that he needs to use a bicycle of lesser dimensions than those given shall inform the Commissaires panel to that effect at the time of the bike check. Only one exemption for morphological reasons may be requested; either the peak of the saddle can be moved forward or the handlebar extensions can be moved forwards Adapted from UCI Rules and Regulations Article b) For Road Time Trial competitions, controls or levers fixed to the handlebar extension may not extend beyond the 75cm limit measured from the vertical line passing through the bottom bracket axle to the extremity of the handlebar. The distance of 75cm may be increased to 80cm to the extent that this is required for morphological reasons (should be taken as meaning anything regarding the size or length of the rider s body parts). A rider who, for this reason, considers that he needs to make use of a distance between 75 and 80cm must inform the Commissaires panel at the time of the bike check. For riders that are 190cm tall or taller, the horizontal distance between the vertical lines passing through the bottom bracket axle and the extremity of the handlebar extensions including all accessories may be extended to 85cm. Only one exemption for morphological reasons may be requested; either the handlebar extension can be moved forward or the peak of the saddle can be moved forward. 4 c) Important note: A participant whose equipment do not meet the above 5cm and 75cm rules can still participate in the Individual Time Trial event. However, he/she will NOT be eligible for the Singapore National Champion Individual Time Trial title and will NOT be eligible for any ranking points. 4. Medical Code 4.1 Anti-Doping Rule violations as defined by the World Anti-Doping Code and Anti- Doping Singapore are forbidden. 4.2 All competitors may be subjected during the competition proper to Doping Controls initiated by Anti-Doping Singapore at any time or place, carried out in conformity with the Anti-Doping Code and its respective International Standards. 4.3 Any competitor refusing to submit to Doping Control or who is found guilty of an Anti-Doping Rule violation shall be sanctioned by Anti-Doping Singapore, Singapore Cycling Federation and the Union Cyclist Internationale including the requirement for presented medals to be returned. 5 5. Claims and Protests 5.1 Claims and protests made to the President of the Commissaires Panel and Commissaires on the grounds concerning matters of fact are decided by them without appeal. 5.2 For exceptional circumstances, any claim must be made within thirty (30) minutes of the decision given rise to the claim. The PCP and Commissaires after an investigation shall then give a decision and this decision shall be irrevocable. All claims and appeals must be made in writing with an accompanying non-refundable fee of $100.00, paid to the race secretariat in cash. Page 5 of 8

National Ranking for Road Cycling (points allocation) 6.1 Points acquired from the OCBC Cycle Road Series, held on 13 March 2016, and the upcoming OCBC Cycle National Road Championship to be held on 22 and 29 May 2016, and the OCBC Cycle Speedway Club & SEA Championships will count towards a National Ranking by the end of the local racing season. 6.2 The individual rankings will apply to the following categories Men s Junior B (13 to 16 years of age) and A (17 to 18 years of age) Men s and Women s Open Men s Master (35 to 44 years of age), Men s Super-Masters (45 years of age and above) Men s and Women s Sport 6.3 Do note that are NO points shall be allocated for the Youth Category (12 years old and below). 6.4 Age is determined by the present year minus the year of birth of the competitor (i.e minus 1999 is 17 years). 6.5 Riders may participate in multiple categories. However points received from one category is non-transferable to another category. 6.6 In the event where we have two, or more, riders vying for the same position with similar number of points, the eventual ranking will be based on the greatest number of 1 st places on the ranking. Should a tie still occur, it will be based on the greatest number of 2 nd places, then 3 rd places, etc. Only places for which SCF ranking points are allocated will be taken into consideration. 6.7 In the event of a tie in the final ranking, the rider with the greatest number of 1 st places on the ranking of races in the current year shall take precedence. If there is still a tie, it will be resolved by the greatest number of 2 nd places, then 3 rd places etc, whatever the rider s placing. Page 6 of 8

Points Leader Jersey requirements 7.1 The current highest ranked leader must wear his/her leader jersey during competition. Any highest ranked/lead points rider who refuses to wear the leader jersey will not be allowed to start the competition. 8 Frequently Asked Questions: 1. Question: Will the bicycle checks be applied to all categories? Answer: Yes, any rider who is not able to meet the 5cm and 75cm rule due to morphological reasons must make this known to the Commissaire at the time of the bicycle checks. This is typically conducted at least 15 minutes before your scheduled Time Trial start. 2. Question: Will a Time Trial Jig be made available during race kit collection on Saturday 21 May, 11am 3pm? Answer: Yes, cyclists are able to place his/her Time Trial bicycle against the Time Trial jig for a self-check. However, there will NOT be any Commissaire on duty to perform the inspection. The Commissaire will only perform official bicycle checks on the actual competition date on 22 May Please send in your bicycle for checks as early as possible (on the actual competition date) to avoid last minute adjustments. 3. Question: Can I wear my Points Leader Jersey in another category? Answer: No. Only one (1) points leader jersey is allowed, and must be worn by the current points leader for that particular category. 4. Question: Can I use a road bicycle for the Individual Time Trial event on the 22 May 2016? Answer: Yes, do ensure that the clip on aerobar extensions and saddle measurements are in accordance to Rules Paragraph 3.2 above. Document updated on 18 May 2016 Page 8 of 8
