3 1 Technology Plan Table of Contents A. Background Information Background Information A public library was established for residents in Center Township Indiana in the last quarter of the 19 th century. Over time that early start evolved into an ever larger presence in the community providing access to information, programs, classes and literature first as a one room operation and now through a network of access points both physical locations and virtual. Mission Statement The mission of the Library has remained fairly constant throughout the past 135 years although today the mission is stated as follows: The Muncie Public Library will provide accessible and innovative services responding to the reading, informational, educational, and enrichment needs of the community. Technology Team This Plan has been developed by the Director with support from the Technology Team: Marissa Coon, Dan Van Cleave, Beth Kroehler, and Drew Shermeta. The team will meet quarterly to evaluate and review the Plan and monitor the Library s progress toward achieving the goals and action steps. Vision Statement Our vision is to ensure our community has access to high speed internet service and to become familiar with new technology as well as opportunities to integrate technology into their daily lives. Current State of Technology The Library provides an Integrated Library System, network equipment, digital resources and archives, electronic calendar and room reservation system, a Centrex phone system, plus several local databases and other information resources that are made available through a series of virtual servers supported by an outside vendor, ekeeper, and through a high speed network provided by AT&T. In 2013 the Library opened its first all e Library and only carries electronic and digital resources.

4 2 The Library will continue to provide customers with access to our collections using an automated Integrated Library System (ILS). The ILS used will have the capability to catalog items following the nationally recognized cataloging standards using the Dewy Decimal system. ENA has just been selected to provide internet service effective July 2013 and Ad Tech facilitates the Library s bid process and e rate process so the Library can provide the most cost effective service. An inventory of servers, workstations, integrated library systems, network equipment and software (hubs, routers, etc.) telephone systems, closed circuit TV equipment, recording equipment, staff skills and competence levels are attached to the Plan. Needs Assessment The technology and literacy needs have been assessed by the Library, the Muncie Action Plan, Chamber of Commerce, United Way and many other organizations. Those needs are addressed in the Library s 3 year Plan and are incorporated into this Technology Plan. The Library will measure goal attainment through data/evaluations gathered at trainings, through computer and wireless use. Software and hardware are constantly evaluated for function, relevance and usefulness and we scan journals and the web for new technology and new applications to bring to our community. We follow a 4 year upgrade plan, replacing computers on a rotating basis so all public and most staff computers are new within the 4 year range. The Library webpage provides useful information about what resources are most valuable to the online public. Monitoring use and questions allows staff to evaluate services and web functionality. Links are checked every two weeks and new pages are added as needed while less used pages are retired. Technology Team and others scan for and evaluate the possible effectiveness of new technology and recommend its purchase, provide education on use and work with public to teach them the skills necessary to use and integrate new technology into their lives.

5 3 Goals Goal 1: Residents will have high speed access to digital content; the Library will provide opportunities that ensure they can take advantage of new technology and the ever growing resources, services and opportunities available through the internet and other digital formats. Actions Maintain 100 mbps speed to the Internet expandable to 150 mg Develop internal app to work with mobile devices Develop knowledge based database to share troubleshooting information and other technology information and/or problem sharing information Create instant messaging and text messaging process so customers can contact Information Services and other Library services Provide technology camps to youth during summer and school breaks Provide skill building classes for residents and staff on new technology hardware and software including Photoshop, Ipads, Basic Word, and video production etc. Develop and showcase use of surface technology, SMART boards, ipads and other technology Analyze options for making the webpage mobile friendly Actions Ensure frontline employees can operate all equipment and troubleshoot basic problems 1) Analyze competency needs by department 2) Develop competency matrix requirements for staff 3) Develop and implement training Evaluate ereaders services and equipment Create Tech Tips for bloggers and newsletters Identify options for ensuring ebooks are available in quantities to satisfy need Increase video and recording production opportunities Work with YS to produce video animated literacy information Actions Create classes on cloud applications Identify emerging technology that may be useful to the Library and/or community Develop and showcase use of new or emerging technology Identify options for hosting writers works

6 4 Inventory community technology resources/needs Implement strategy for mobile friendly information page Develop strategy to maximize social media promotion Goal 2: Residents will have services and resources to express themselves by creating original print, audio, visual or three dimensional content in a real world or online environment. Actions: 2014 Provide a multimedia production center with resources needed to create animated and live action digital content, record music and family/community stories. Provide classes to teach staff and public how to use media production equipment/tools Provide classes to teach people how to utilize blogging sites/software and publicize customers blogs Allow users to attach reviews to title records Make user contributed book reviews accessible Actions 2015 Ensure employees are knowledgeable about all the production equipment available at the Library and teach appropriate personnel how to utilize the equipment and software Ensure employees understand copyright and fair use Develop scanning schedule and timeline for Local History and Genealogy scanning projects in priority order Actions 2016 Provide new technology open house and show case technology to the community Identify social media that works best in the library environment and develop a marketing campaign utilizing social media outlets 1. Social Media Committee will develop the campaign and present to Administrative Council prior to implementation Identify and celebrate customers who are using technology resources in new /effective or interesting ways Goal 3: Maintain technologically competent employees. Actions

7 5 Technology Team will meet quarterly to review the Plan, the Library s Technology and competency needs of staff Core competency requirements listed in the Appendix will be reviewed annually Present Plan update annually to staff and Director Initiate video casting for instructing staff in use of new technology Continue LEU certification and accreditation as appropriate Goal 4: Provide a variety of public classes, demonstrations, fairs to introduce technology to the public and ensure appropriate skills Actions Public class needs will be analyzed yearly by the E&I Dept., and reviewed by Director Public classes will be developed based on the analysis with 1 2 new technologies offered Develop campaign to promote classes and technology resources Develop one technology fair per year showcasing Library technology Goal 5: Provide electronic and digital content Actions 2013 Continue to offer ebooks and electronic databases by investigating an ever growing array of vendors and options Investigate providing electronic/digital magazines Continue to provide Integrated catalog Actions 2014 Investigate and expand downloadable music and video options Develop apps for specific collections so customers can browse specific collections Provide user friendly mobile catalog and information Actions Investigate Integrated catalog options and opportunities Analyze Goal 6: Integrated Automation System Actions Investigate moving to a cloud based solution for the automated catalog and circulation system Continue to provide cataloging that conforms to national standards Investigate moving to Evergreen Research possibility of an active web server to facilitate customer presence so they can receive author alerts and other information based upon their preference modes Begin transition to new self checks and credit bill pay rather than coin ops

Apply for an Indiana Technology Grant for Public Libraries each funding year through the Plan cycle.

9 7 Disaster Recovery Plan The Disaster Recovery Plan for the Library catalog encompasses all servers, hardware, and software related to the Library automation component of the Library. The heart of the Library s automation system is located at Maring Hunt Library 2005 S. High St., Muncie, Indiana. The Recovery Plan contains sensitive information such as login ID s and passwords and is kept in a fireproof safe at the Maring Hunt garage and/or an offsite facility. Backup and Maintenance Backup of the servers is performed daily with full weekly backups. IT Staff or (Ekeeper) staff rotates tapes from the Backup servers each day. If they are unavailable they will contact the Administrative Office to develop alternate plans. A quarterly back up is being planned and a yearly dry run disaster with server meltdown will be held in the fall of 2013 and every year thereafter to determine how effective the back ups are in restoring the system. Security The Library uses Consumer Security to secure all branches in the system. There is also an onsite Security Dept. at Maring Hunt that handles the day to day security needs of that facility and the whole system. The computer / server room is protected by Consumer Security with only the IT staff and Director having access. There is a back up generator for power outages that allows the system to shut down safely. Ekeeper Services is responsible for removing viruses and returning computers and servers to proper operation. The system is always protected with antivirus software and IT is responsible for ensuring updates are performed on a regular basis. In the event of a disaster IT and Library employees will work with appropriate vendors and insurance company to get the Library up and running as soon as possible. Recovery plans will be reviewed and preventative measures updated yearly.

11 9 Current Technology Applications 1. The Library maintains a webpage, staff access to Internet and fully functional Intranet. The Library maintains a 100Mbps Internet Connection via ENA and a 100 mbps mpbs interbranch connection. 2. The Library s ILS system (TLC) includes remote circulation capabilities. 3. Library collections include downloadable music, audio and ebooks with other electronic resources added as appropriate 4. Upgraded two servers Servers are Hyper V virtualized servers 6. Imaging technology heavily utilized throughout the Library but especially at the Local History Genealogy Library 7. Maker bot, smart board and surface technology utilized at several locations 8. Laptops and ipads utilized throughout the system 9. In house productions displayed on television screens at various locations 10. Apps utilized for several applications
