3 Oil refining sector, with power generation, are probably the largest emitters of air pollutants Unlike other sectors, there is a wide variety of pollutant sources : - Furnaces, boilers and turbines - Fluid Catalytic Cracking Regenerator - Sulphur Recovery units - Flare systems - Load/unload devices (absorbers/adsorbers) - Emissions in tank farms - Evaporation in WWP - Fugitive losses in singular elements (valves, flanges, etc) - Piles of bulk materials (as sulphur or coke) - etc. 3

7 All pollutant sources are included and classified according to the content of RD 100/2011, through a combination of 8 codes (based in a SNAP classification, as European pollutant inventories DIFFERENT LEGISLATION SETTING DIFFERENT LIMITS!! 1. RD 815/2013. INDUSTRIAL EMISSION DIRECTIVE. JANUARY IPPC DIRECTIVE. BREF CONCEPT. BAT CONCLUSIONS 3. Protocol to Abate Acidification, Eutrophication and Ground-level Ozone (Gothenburg ). Limits different from EU Directives. Does it apply? 4. Territorial Air Quality Programs (as in SC Tenerife) 5. National emission reduction plan Excluded non conventional fuels 7

Several Problems to solve: Insufficient and extremely flexible application of BAT Need to set more strict limits because IED cannot be harder than the BAT concept PERMITS must be based in BAT Exceptions due local characteristics (site or facility) must be justified and remitted to EU. 8
9 To solve problems seen before BEST AVAILABLE TECHNIQUES CONCLUSION Published in Official Journal of the European Union BUT WHEN DO THE NEW LIMITS APPLY? FOUR YEAR AFTER THE PUBLICATION, THE FACILITIES MUST BE ADAPTED TO NEW LIMITS (AND THE IEA MUST BE PREVIOUSLY REVISED) 2018? BUT FOR EXISTING FACILITIES, LIMITS IN RD 815/2013 (IED) APPLIES IN JANUARY 2016 AND BREF, AND BAT CONCLUSIONS, WILL BE REVISED EVERY 8 YEARS 9
10 CONCLUSIONS Emission Limits for Oil Refineries are becoming harder and harder They are changing continuously: First IEA IED BAT Conclusion New limits as consequence of substancial modifications Medium Combustion Plants Directive It s needed to know what limits are going g to be set, because BAT CONCLUSIONS HAVE IN SEVERAL SITUATIONS, WIDE RANGES 10
11 AND.ART IED: For the following combustion plants, on the basis of the best available techniques, the Commission shall review the need to establish Union-wide emission limit values and to amend the emission limit values set out in Annex V: (a) the combustion plants referred to in paragraph 8; (b) combustion plants within refineries firing the distillation and conversion residues from the refining of crude-oil for own consumption, alone or with other fuels, taking into account the specificity of the energy systems stems of refineries; (c)combustion plants firing gases other than natural gas; (d) combustion plants in chemical installations using liquid production residues as non-commercial fuel for own consumption. 11
