1 POLICY It is the policy of the facility to provide equipment to insure a reasonable degree of protection for life and property from fire and to establish requirements for inspecting, testing and maintaining fire protection systems. 1. Deluge systems testing FREQUENCY: Annual A. Notify the Control Room of the test. Provide name and the location of the test. B. Trip the system. (1) Verify no alarms. (2) Trip sensors. (3) Check flow pressure. (4) Inspect nozzles for flow. (5) Repair/replace defective nozzles, systems, pipe etc., as needed. (6) Reset systems for normal service. C. Repeat this procedure (1A and 1B) with the remainder of the deluge system. D. Upon completing this test, notify the Control Room to instruct Water Treatment personnel to shut down the fire pump, if running. E. Complete the inspection forms/reports and return them to Central Files. 1. Fire pump testing FREQUENCY: Monthly (1) The pump will stop automatically when the system pressure returns to normal (plus or minus 145 psi). A. Diesel fire pump: (1) Slowly open the drain valve (on floor behind engine) and observe the psi gauge until the pump starts. (2) Close the drain valve and record the pressure reading. Page 1 of 8

2 (3) Throttle the engine to idle and allow it to cool for five minutes before stopping the engine. (4) Turn the ignition switch to Off, return the throttle to its original position and switch the ignition switch to Auto (throttle and ignition switches located between electric and diesel pump). 2. Fire extinguisher inspecting, tagging, and timing A. Fire extinguishers are inspected monthly by Getz. Defective extinguishers are replace and problems with fire hose cabinets are corrected. Inspection forms are returned to the Central Files. B. PSI gauges are visually checked to be sure they are within the green area (dry chemical and halon since CO 2 extinguishers do not have gauges). C. Pull pins are checked to insure that the safety seals are intact. D. Inspect for any visible damage. E. When the pressure gauge is not in the green area, a pull pin safety seal has been broken, or visible damage exists that could render the extinguisher unusable, the extinguisher is recharged or disposed of. F. Immediately replace any fire extinguisher removed from service. G. Check the appropriate month on the inspection tag and complete the inspection form. Return the form to the Central Files. H. Spare fire extinguishers will be kept on the generating floor across from the Unit 1 and 2 control room. 4. Fire hydrants and associated valves A. Will be inspected monthly. B. Maintenance and operational test annually. 1. Testing, inspection, and maintenance A. Certain parts of the Fire Protection Systems will be inspected and tested in accordance with applicable NFPA standards by Prevention Fire Protection Systems Company, which includes the annual test of Fire-Smoke detectors, Alarm Circuits and Manual Alarms. B. All other fire protection systems and equipment will be inspected and tested monthly according to the inspection forms for each area. Page 2 of 8

3 C. Testing, inspection and maintenance will be documented; results and follow-up actions recorded. All forms and reports will be maintained in the Central Files located in the Safety Coordinators Office. 6. Impairments A. When the protection system or equipment, including the detection system, is removed from service, either partially or completely the control room operator is responsible to immediately notify: Hartford Steam Boiler (HSB) Professional Loss Control Timber Hollis Fire Department Safety Coordinator ext B. Impairments to the Fire Protection System should be as short in duration as practical. When an impairment is planned, HSB, Timber Hollis Fire Department and the Safety Coordinator will be notified at a minimum forty-eight hours before the impairment. All necessary parts, materials and people should be assembled prior to removing the Protection System from service. When impairment is not planned, the repair work should be expedited until the repairs are completed. C. Control Room Operator to log the date and description of the impairment. D. Follow the SWP-20, Lockout/Tagout Procedure. E. Once repairs are complete, tests that will ensure proper operation and restoration of full Fire Protection equipment capabilities were made. Following restoration to service, the control room operator will notify the HSB, Timber Hollis Fire Department and the Safety Coordinator that the fire protection system has been restored to service. Inspection, Testing and Maintenance Schedule TYPE OF SYSTEM ACTIVITIES PERFORMED BY FACILITY PERFORMED BY CONTRACTOR Fire Pump Pump Suction Sources Valves Dry pipe Sprinkler Systems WEEKLY Fire pump churn test by automatic operation, usually drop in sensing line pressure (30 minutes for diesel) and associated engine inspections. Verify that pump running alarms are received in control room. Check intake level of river. Check and clean the suction screen after each operation. Inspect indicating sectional and system control valves to verify that they are in the open position (if they have neither locks nor tamper switches. It is recommended that all valves be locked in the fully open position). This should include special suppression systems. Inspect dry pipe sprinkler risers. MONTHLY Fire Pump Test battery system and main circuit. Fire Extinguishers Inspect each fire extinguisher and cart. Page 4 of 8

5 Fire Hoses Inspect each fire hose station/hydrant house. Hoses should be properly racked or rolled and the proper nozzles as well as hose wrenches and other hardware should be provided. Sprinkler Systems Inspect each sprinkler/water spray system riser. This should include water/air pressures and alarm valves. Special Suppression Inspect each system (agent level and pressures, panels, nozzles). Valves Inspect indicating sectional and system control valves (locks and/or tamper switches provided). This should include special suppression systems. Fire Pump Test battery system and main circuit. Fire Extinguishers Inspect each fire extinguisher and cart. Fire Hoses Inspect each fire hose station/hydrant house. Hoses should be properly racked or rolled and the proper nozzles as well as hose wrenches and other hardware should be provided. Sprinkler Systems Inspect each sprinkler/water spray system riser. This should include water/air pressures and alarm valves. Special Suppression Inspect each system (agent level and pressures, panels, nozzles). Page 5 of 8

6 Valves Inspect indicating sectional and system control valves (locks and/or tamper switches provided). This should include special suppression systems. QUARTERLY Sprinkler Systems Test water flow alarms and perform main drain test on sprinkler/water spray systems. Valves Test valve tamper switches by turning the supervised valves until an alarm is obtained at the alarm panel. Post Indicator Valves (PIV) Test by turning them through the full cycle and reopening them. Follow by a main drain test at the sprinkler riser controlled. SEMI-ANNUALLY Special Suppression Systems Weigh high-pressure cylinders (halon, CO 2, halon-alternatives). Cylinders should be refilled if a volume drop of more than 10 percent (CO 2 ) and 5 percent (halon) from the design requirements is observed. Test system actuators for proper operation. Page 6 of 8

7 ANNUALLY Emergency Lighting Ninety second functional test Sprinkler Systems Trip test of dry pipe, preaction and deluge sprinkler/water spray systems. A full discharge test should be conducted whenever possible to verify free flow through all piping nozzles. Fire Pump Fire pump performance test (usually done with insurance fire protection consultants). Hydrants Yard main flush/hydrant test (usually done with insurance fire protection consultants). Fire Detectors Test all heat and smoke detectors. Alarms Test alarm control equipment (batteries, lamps, power supplies, etc.) Manual Fire Alarms Test all manual fire alarm boxes. Fire Extinguishers Service each extinguisher and cart. Page 7 of 8

8 OTHER THAN ANNUALLY Fire Hoses Portable Extinguishers Halon Hydrostatic test at 150 psi for most hose, five years after installation, three years thereafter. Hydrostatic test, every twelve years for halon and dry chemical (steel, brass or aluminum shells). Every five years for all other extinguishers. Hydrostatic test of cylinders after discharge, if more than five years have elapsed since the last hydrostatic test. NOTES: 1 Facility people must be properly trained. 2 - Contractors must be a licensed and qualified fire protection contractor. Page 8 of 8
