3 Overview The Red Oak Fire Rescue Department desires to assist you in understanding our submittal policy, procedure, and application process. Following these guidelines will assist you in achieving first-submittal approvals. The guidelines included in this packet are intended to assist in the preparation and submittal of fire alarm and detection system and central station monitoring plans for installation in the City of Red Oak Texas. They contain pertinent information regarding codes and standards adopted by the City of Red Oak. The guidelines should not be interpreted as containing all information required for proper system design and/or approval. The System Designer is responsible for complying with all locally adopted codes including the International Building and Fire Codes and applicable NFPA Codes. These guidelines contain information related to: Permits Policies Codes Local Amendments Application for Plan Review 2

4 Permits A permit shall be obtained from the Office of the Fire Marshal before servicing, testing, or installing any fire related device. Once issued the permit must remain on site at all times, no exceptions. Policies The Red Oak Fire Rescue Fire Marshal s Office goal is to complete plan reviews promptly. We will strive to complete plan review requests within twenty (20) working days for first submittals, ten (10) working days for re-submittals. Also be advised the possibility of submitting plans to Reed Fire Protection Engineering in Dallas Texas. Per the International Fire Code 2003 this can be authorized by the Fire Marshal without charge to the jurisdiction, a technical opinion or report. Codes Plans are reviewed for compliance with locally adopted codes including the International Fire Codes (2003 ed.), and applicable NFPA codes. Fire Alarm and Detection Systems shall be installed in accordance with NFPA 72, latest edition. A set of prints stamped approved by the Fire Marshal shall be on site at all times. Local Code Amendments Local City amendments have been approved as well as the North Central Texas Council of Governments amendments. Minimum Fire Alarm System Requirements Title block that includes: Project Name Project Address Contractor Name, Address, and State License Number Drawn By Scale (1/8 = 1 ) Date The following notes shall be included on all drawings: Authority Having Jurisdiction Designed in Accordance with Code and Code Date 3

5 Additional Fire Alarms Requirements Plans drawn to an indicated scale of 1/8 = 1. At least one reference dimension for scale verification. North arrow. Legend (NFPA 170 for fire alarm devices). Site plan showing main entrance. Drawing size shall be no more than 36 inches high with no width restrictions. Provide a separate sheet showing circuit-wiring (not conduit) diagrams for both the initiating and notification circuits. Multiple circuit paths on the same wire run are not permitted. Additional drawings may be required for systems such as firefighter phones or evacuation speakers. Plans shall be submitted on clean and clear floor plans that identify the use of each room. Architectural or electrical plans will not be accepted. Circuit wiring shall be drawn on plans from device to device including end-of -line resistors. Addressable or analog systems shall show the address numbers and their location on the plans. Notification devices shall show their candela rating for strobes and the circuit number they are installed on. Wiring size and type. 120 VAC breaker source location. All duct smoke detectors shall comply with IFC Activated duct detectors should be indicated at the panel or by an LED indicator. Primary power to be 110 volt dedicated circuit. Supervision shall comply with NFPA Systems shall be restorable without the use of a code or any special knowledge. This can be accomplished through the use of buttons or switches located at the remote annunciator or main control panel. Fire alarm systems that monitor fire sprinkler systems shall be monitored by a U.L. approved central station. Local fire alarm systems (no outside agency system monitoring) shall have warning sign above each pull station (When Alarms Sounds--Call Fire Department). Where the fire alarm control panel is not visible from the main entrance, a remote annunciator shall be located within ten (10) feet of the main entrance and a sign provided to identify the main panel location. (Fire Panel Located ) Remote Annunciator and Local Fire Alarm Signs shall have a 4-inch minimum dimension. Sign letters shall be at least 1-inch high and of a color that contrasts with the sign background. Fire pumps shall be monitored at the Fire Alarm or Central Station Panel for pump running, Phase Reversal, and Power Available status. 4

6 Submittal Packet Requirements Brief description of the system design, operation, and reset functions Wire specifications Type of primary and secondary power When indicating the type of equipment used in the specification book, use method other than highlighting to indicate part specified List of materials and quantities Manufacturer s Product Information Sheets Addressable Device List with detailed message (e.g., Corridor Smoke Outside Room 212; Water Flow First Floor; Pump Churn; etc.) Copies of State of Texas Licenses required for Fire Alarm and Detection System Company Managers and Installation Technicians Verification of certification must be provided to the Office of the Fire Marshal prior to plan review. A copy of licenses must be on file with the Fire Marshal before installation work is performed. Central Station Monitoring (additional requirements) A new acceptance test is required when the provider for an existing building is changed. Plans shall be submitted on an 8.5-inch by 11- inch sheet (8 ½ x 11 ). Plans may be sent by facsimile. Plans shall be scale drawings or shall include building dimensions. The included application must accompany any submittal and be present before a review of plans to begin. Plans shall include: Pull station by riser. Smoke detector above panel (heat detector in unconditioned environment). Internal horns or strobes only when provided throughout facility. Exterior audio/visual devices. Identification of phone line service to building location to dialer. Provide: Dialer specifications. Service type (central station, remote, or proprietary). Phone service type. Identify runner services if required. Battery back up: 24 hours for central station and 60 hours for remote. 5

7 Elevator Recall Elevator recall and firefighter control shall be in accordance with the International Building Code (2003), International Fire Code (2003), and NFPA 72 (1999). The Red Oak Fire Rescue Fire Marshal s Office shall be notified and must witness acceptance testing of all elevators. Elevators shall be provided with a two-way communication system. This system must be constantly connected to an attended location or a U.L. listed monitoring station. Plan Review Application All plans shall be submitted only to the Red Oak Fire Rescue. Submittals require the completion of the Red Oak Fire Rescue Application for Plan Review. Plans will not be received without a completed form. No exceptions will be allowed. (NOTE: When using a courier or mail service, make sure the completed form is attached.) A minimum of three (3) drawings, 1/8 scale, and one (1) set of battery and line calculations and hardware specification sheets (cut sheets) shall be submitted for review. Plans shall be submitted as blue-line or black-line drawings. Plans are to be submitted in their entirety. 6
