4 About National Law University, Assam T he North-Eastern region of India has traditionally been one of the underdeveloped and marginalized areas of the Indian nation. The scenario of legal education in the area remained far from the potential of possible proliferation of excellence in the realm of legal profession. Thus, to fulfill the aspirations of the people, the Government of Assam decided to initiate and facilitate the establishment of a National Law University in Assam. This led to the establishment of the National Law University, Assam (NLU, Assam) by the Government of Assam by way of passing the National Law School and Judicial Academy, Assam Act, 2009 (Act No. XXV of 2009). This Act was later amended as the National Law University and Judicial Academy, Assam (Amendment) Act, 2011 (Act II of 2012), wherein the word School was replaced by the word University. The Hon ble Chief Justice of Gauhati High Court is the Chancellor of the University. 1

5 About Centre for Child Rights, NLU, Assam In furtherance of the research objectives of NLU, Assam, the Executive Council of NLU, Assam in its meeting held on January 19, 2015 established several Specialised Centres of Excellence for promotion of advanced research, teaching and study of which the Centre for Child Rights (CCR), a specialised Centre to address issues relating to children is one of the prominent ones. The CCR was officially inaugurated through a national-level event organised by NLU, Assam on March 14, 2015 viz., the National Conference on Protection of Rights of Children: Issues and Challenges and Inauguration of CCR. 2

6 About NLU, Assam and United Nations Children s Fund (UNICEF) On the one hand, UNICEF, in accordance with its Charter and Mission Statement, works with the Government of India and various state Governments to ensure that each child born in this vast and complex country gets the best start in life, thrives and develops to his or her full potential. In its actions, it is guided by the United Nations Convention of the Rights of the Child. On the other, NLU, Assam s objective is to promote legal education and research facilities to students and scholars drawn from across the country, hailing from different socio-economic, ethnic, religious and cultural backgrounds and to be a flag-bearer in the field of legal education and research in the country as well as in the globe. 3

7 Hence, UNICEF and NLU, Assam have joined hands to promote, protect and fulfil the rights of children in the state of Assam and other parts of North East India. In furtherance of the same, they seek to create awareness among the masses and support the State in the implementation of the aims and objectives as specified in various international human rights instruments with a particular focus on children, and provisions as outlined in the Constitution of India and various legislations that are in force. 4

8 India, the largest democracy of the world, is also home to the largest number of children in the world. 39% of India s 1.21 billion strong population is constituted of its children. Although the Indian government Objectives of Centre for Child Rights has enacted several laws and undertaken other socioeconomic measures for the cause of its children, a lot still remains to be done, more so in the north eastern parts of its territory. In the light of the same, the purposes of CCR are as illustrated: Purposes of Centre for Child Rights Creation of a centre for excellence on child rights: to conduct doctrinal and empirical research with regard to children s rights From Preaching to Praxis: to ensure protection of the rights of children, with a focus on social justice and equity C a p a c i t y development of stakeholders and duty bearers engaged with the implementation of child rights 5

9 Activities of Centre for Child Rights 1. Develop specialised courses to be offered at the under graduate, graduate and post graduate levels, such as, Bachelors, Masters and Doctoral courses 2. Develop customised short term and long term courses to cater to specific learning requirements of child right sector for civil society and front line workers 3. Conduct research, studies, assessments, and reviews on issues relating to child rights in partnership with various agencies and stakeholders 4. Develop various Information- Education- Communication Materials (IEC) for awareness and capacity building on child rights issues 5. Involve students of the University as volunteers and interns 6. Undertake field level projects with children, their communities and duty bearers 7. Generate evidence on key child rights issues 8. Advocate with policy makers and policy influencers to realize the best interests of the child 9. Create awareness and sensitize the stake holders and duty bearers through conferences, seminars, workshops, lectures, performing arts, campaigns, IT/ social media, publications, courses etc. 10. Develop capacity of key stakeholders and duty bearers through training, orientation, workshops, exposure/ learning visits etc. 6

10 Partnership with UNICEF NLU, Assam and UNICEF have signed an MOU with effect from 1 st June, 2015 in order to strengthen their relationship and their shared commitment towards improving the lives and well-being of children and families across India.
