2 Training: Need/Importance Human Resource Development: Backbone/thrust area. Skilled Personnel: Efficiency, Growth, improved quality - Greatest asset Training: Critical component of HRD New entrants and serving employees

3 NSSTA Mandate: Training on official statistics and related Disciplines to the Statistical Personnel of the Central Government/State Govt./PSUs and neighboring/friendly developing Countries Functions: Training activities are guided by the recommendations of the Committee, Training Programmes Approval Committee (TPAC) under the Chairmanship of DG, CSO, MOS&PI. 3

4 Main Functions of NSSTA Addresses need based (In-service and Induction) training for: Statistical personnel serving the Statistical System at National and State level inter-alia including - Indian Statistical Service (ISS) officers Subordinate Statistical Services (SSS) officials Statistical personnel from other Ministries and Departments and also those from states and UTs 4

Conduct a number of specialized Training of officials nominated by friendly/neighboring countries/international Agencies Internship programmes for Post Graduate students/ Research Scholars of various Universities Awareness programmes on Official Statistics for PG Students and Professors from Universities

15 Recommendations of Prof Rangarajan Committee Report A suitable Central Training Facility for Indian Statistical Service officers and senior statistical officers of State Governments, equipped with accommodation, arrangement for food, lecture rooms, computer laboratory, and library should be constructed for trainees and visiting teachers so as to eventually the Central Training Facility could be transformed into a Training Academy. 15

16 National Academy Of Statistical Administration (NSSTA) Based on the NSC s recommendations, the Ministry has set up a Central Training Facility National Academy Of Statistical Administration (NSSTA), at Greater NOIDA, UP Area 8 Acre. Total original approved cost: crores Foundation Stone laid in Jan Inaugurated : on 13 th February 2009 Functions under the overall supervision of the Training Division 16

17 NSSTA Vision To be a Centre of Excellence in imparting training and research on Official Statistics catering to the requirements of the entire nation and also at the International level. 17

18 NSSTA Aims & Objectives To create a pool of trained manpower in theoretical and applied statistics to manage emerging challenges To train statistical as well as non-statistical manpower through specialised short/medium training programmes To create a pool of trainers and develop training material so as to de-centralise training to the State and sub-district level To facilitate and organise International Training programmes sponsored by SIAP, ESCAP, UNSD, FAO and other multilateral and bilateral development agencies. 18

19 Contd To support Central and State Governments in matters relating to training of statistical personnel, designing and conducting surveys and research and for building capacity of their statistical institutes and entities. To establish specilised centres for Research and undertake projects To introduce in near future certificate/diploma courses duly recognised through distant cum in house efforts in the field of theoretical and official statistics

20 NSSTA State of the Art facilities Three blocks Academic, Hostel and Residential Block with following facilities: Academic Block Conference Hall (100 persons) 5 Lecture Halls, 2 Seminar Halls, each equipped with electronic/modern teaching equipments and computer facilities 4 Break out/tutorial rooms for discussions. E-enabled Library equipped with IT facilities. Common lounge Cafeteria, 24 hrs power back up. 20

21 Hostel Block: 40 single, 30 double bedded AC rooms, 6 VIPs suites Common Canteen, Air-conditioned Dinning Hall, Lounge with TV and other entertainment facilities Facilities for indoor and outdoor games, Yoga Centre, Gym Residential Block: 20 residential quarters including 2 type-v and 2 type-iv duplex. 21

22 Training Programme Approval Committee (TPAC) recommendations: 1. NSSTA to function as a teaching and academic Institute 2. Building Faculty for NSSTA: i. Training of officers posted to NSSTA/ Training Division as Trainers ii. iii. iv. Development of subject units and recruitment of subject specialist Engagement of Guest faculty/ consultants for short term period/ on deputation. Minimum fixed tenure for officers posted to NSSTA. v. Development/revision of course curriculum and preparation of requisite training material

23 3. Approval of various training programmes 4. Free travel and boarding/lodging facilities to North East and 8 weaker states. 5. Approval of Internship Programme 6. Build formal partnership with SIAP and other International Institutions: Exchange of faculty, development of course material, undertaking training of International participants, etc. 7. Functional autonomy of NSSTA: i. Delegation of administrative and financial power.

24 Issues for Immediate consideration: Short term: Manpower (Faculty Development and Supporting staff). Basic infrastructure: IT, E-enabled library, recreation facilities. Weak Public Transport System, erratic Power Supply and Office vehicle. Capacity Development of existing faculty: Special Training, Contractual/Subject Experts. E-Governance development of NSSTA s website: database for faculty, trainees, facilities and other related details and their availability online. 24

25 Medium term: Interaction with SSBs/DES for (Capacity Building) decentralised training/ strengthening of State level training facilities Establish centre for Research and for undertaking consultancy for projects/studies in the new emerging areas in official Statistics. Development of Partnership with National/ International Institutes for Capacity Development. E-training programmes : web based Distance Learning Programmes for participants in remote areas. 25

26 Long term: Upgrading NSSTA to a International Institute for training for catering training needs in all areas of official statistics and related disciplines of all developing Countries. Converting NSSTA to a Resource Centre for meeting all academic needs in the area of official statistics 26
