1 Population Research Centre, Institute of Economic Growth, Delhi International conference on " Population and Sustainable Development 7-9 December, 2016 About Population Research Centre, IEG The Ministry of Health and Family Welfare has established a network of 18 Population Research Centres (PRCs) in India. Population Research Centre (PRC, previously known as Demographic Research Centre) at Institute of Economic Growth (IEG), Delhi is among the first PRCs and was set up in 1958 with a focus on policy research featuring issues relating to both qualitative and quantitative aspects of population. The Centre s research programme was tailored to specifically deal with important policy issues such as determinants and consequences of over-time changes in population structure and its inter or intra-regional variations. In more recent years, this Centre was engaged in concurrent evaluations of various national programmes. The PRC-IEG has conducted major field surveys like RCH/MCH/NFHS/DLHS, and studies on contemporary issues arising from various public policy documents including National Population Policy, National Health Policy, National Policy on Older persons, and policies envisaged under the National Rural Health Mission. Currently, PRC-IEG is engaged in quarterly Monitoring and Evaluation of Delhi, Uttar Pradesh, Haryana, Rajasthan, Madhya Pradesh and Sikkim State Programme Implementation Plans under NHM.

2 Background India is lagging behind the Millennium Development Goals in reducing maternal and child mortality and is still at a blurred position in order to attain Sustainable Development Goal because of high incidence of early marriage, lack of knowledge regarding contraceptives early pregnancy, and other socio-economic factors. Apart from that the problems of ageing population like burden of diseases, high prevalence of malnutrition, extensive migration and urbanization holds a great challenge to the development prospectus of India. Owing to the fact that India is in the phase of demographic transition where it possess a demographic divided in form of more working hands than dependants, it becomes even more important to ensure equitable access to the youth in all public goods including health, education. Hon l Prime Minister Shri Narendra Modi has recently introduced a similar programme focusing on the Skill Development in India. Such programs would ensure greater labour productivity when combined with various health programmes and schemes as listed under the Sustainable Development goals (SDGs). Sustainable Development implies economic and demographic progress not only for the current generation but for future generations as well. Sustainable Development Goals (SDGs) as a concept was introduced at the United Nations Conference on Sustainable development Rio+20 in the year The prime objective for introducing sustainable goal was to attain a balanced growth comprising of three broad dimensions including environmental, social and economic development and in other words achieve economic growth which is inclusive in nature. The concept of SDGs was introduced post the Millennium Development Goals (MDGs) in which a common 15-year agenda was set up to combat the common problems like poverty, health issues, education etc to ensure a balanced development focusing upon 8 goals and 21 targets. While some countries have achieved the MDGs targets successfully others are lagging behind, the idea behind SDGs was to ensure that the achieved growth rates sustain over the coming years. Sustainable Development Goals aims at achieving 17 goals comprising of poverty, hunger, good health and well-being, quality education, gender equality, clean water

3 and sanitation, affordable and clean energy, decent work and economic growth, industry, innovation and infrastructure, reduce inequalities, sustainable cities and communities, responsible consumption and production, climate action, life below water, life on land, peace, justice and strong institutions, and lastly partnership for the goals. India is on the path of achieving high economic growth rates but the growth was highly skewed towards the upper sections of the society leaving behind the lower strata of the country thus despite high economic growth rates poverty, inequality are persistent in India. Objectives of the Conference The prime objective of this conference is to encourage discussion on important issues of social sciences and increase the knowledge and skills of the people worldwide towards their reproductive health, family planning, nutrition and to review the impacts of various policies and provide an agenda for future policy research. The themes of the conference are designed to broaden the horizons of development to include various sub topics ranging from demographic parameters like sustainable development, ageing, reproductive and child health, nutrition, migration and urbanization to statistical parameters like analysis of Census and SRS data and statistical approaches to various models of policies. The year 2016 is the moment to reflect on the achievements, failures and lessons learnt from the MDG era. There are stark variations in the achievement status of Millennium Development Goals (MDGs) in various states. While some states have achieved the goals or are close to achieving it, others are lagging far behind. Now, an important issue to be raised here is that whether the achieved levels for India are sustainable in the upcoming years or not. Also, what are the probable significant changes to be made in future in order to achieve SDG targets? How faster is the progress needed to deliver the goals? These will be discussed in the conference. Thematic Areas

4 Amongst the above mentioned goals the Seminar will focus primarily upon the third and fifth goals of SDGs namely good health and well-being and gender equality. Since these do goals will have wide ranging repercussions on the broader macro goals in the era of demographic transition where India possess a demographic divided in form of more working hands than dependents. Thus the Seminar aims to bring together researchers and policymakers from various fields to share their opinions on not only the prospectus and challenges involved in achieving Sustainable Development Goals but also to explore and develop a new perspective in this area highlighting the following thematic areas: Themes 1 Population and Sustainable Development Initiatives 1.1 Inter linkages between Population dynamics and Sustainable Development 1.2 Status of MDGs and way forward for SDGs 1.3 Policies and Programmes towards achieving SDGs 1.4 Impact of development policies 2 Census and SRS data Analysis 2.1 Demographic dividend: Evidence from the Indian States 2.2 Population Projections for India and states 2.3 Indirect estimates of fertility and mortality based on Census and SRS data for different states and districts 2.4 Access to basic amenities including water and sanitation 3 Aging and Burden of Disease 3.1 Ageing and consequences 3.2 Feminisation of Aging population 3.3 Emerging Patterns of Morbidity in India 3.4 NCDs and health care delivery system 3.5 Gender and Ageing 4 Reproductive and Child Health, Nutrition and NHM 4.1 Fertility and recent FP trends 4.2 Reproductive Health issues 4.3 Adolescent reproductive health

Models and Innovations 6.1 Recent analytical approaches 6.2 Mathematical models for study of population dynamics 6.3 Challenges and Innovative approaches for Large Scale Surveys 6.4 Emerging issues in demographic Research Call for Papers PRC-IEG in collaboration with Indian Association for the Study of Population invites original research papers for the three-day Conference on Population and Sustainable Development. 6 Expected Output Research papers and policy reviews on Population and Sustainable Development would be invited from policymakers, researchers and other stakeholders. Selected young researchers would be also invited to participate in the Conference. It is expected that the deliberations will elicit the policy concerns pertaining to the progress of the Sustainable Development Goals. Since Population Research Centre, Institute of Economic Growth, Delhi is involved in monitoring and evaluation of NHM (in Delhi, Uttar Pradesh, Rajasthan, Haryana, Madhya Pradesh and Sikkim) this conference would strengthen policy interaction with Mission stakeholders from government, NGOs and academia. Technical and conceptual papers with immense policy relevance will be short-listed by conference coordinator and peer-reviewed for publishing in the form of a book from a leading publishing house. REVIEW process The manuscripts will be subjected to a critical review. The decision of the reviewers will be final and binding in all respects. Formatting, Publishing and Presentation of Final Papers The accepted final papers may be published as part of the proceedings of the Conference and shall be given to all delegates in electronic format, in addition to forwarding the same to policy-making agencies for their consideration.
