2 THE ESSENCE OF THE COURSE While governments have successfully implemented management improvements over the past decade, many still struggle with the issue of successful policy making and implementation. Common problems include: rushing to solutions without thorough analysis; elegantly written policy documents without adequate implementation arrangements; lack of integration of policy-making into annual and medium term budgeting leading to inadequate funding for new policies; lack of imagination in the choice of policy instruments and methods of implementation; formal evaluation processes than have no impact on policy on the ground. LEARNING OBJECTIVES At the end of this program, participants will be able to: understand and follow the stages in the policy-making, implementation and monitoring and evaluation processes; advise on most appropriate policy instruments to use for a policy objective; actively engage in the implementation process; selectively apply modern business strategy methods to public policy issues; contribute to the design and execution of monitoring and evaluation schemes; understand and practice key negotiation principles; and understand the main ethical concerns in policy making and implementation process. A strong emphasis is laid on policies concepts and practices that can really work in the public environment.

3 WHO WILL HOST THE COURSE? The course will be hosted by Strathmore University in collaboration with Danida Fellowship Centre. WHAT IS STRATHMORE UNIVERSITY? Strathmore University is a private university based in Nairobi, Kenya. It was started as an Advanced level college in 1961 by a group of professionals who formed a charitable educational trust (now the Strathmore Educational Trust). In August 2002 the Commission of Higher Education awarded Strathmore a Letter of Interim Authority to operate as a University with a Faculty of Commerce and a Faculty of Information Technology. The first undergraduate students to enroll in these faculties completed their 4-year degree course in December 2004 and graduated in August In June 2007, Kenya's Commission for Higher Education approved the award of a charter to Strathmore University. Currently, Strathmore University offers open programs in Accountancy, Administration, Finance, Management and Information Technology. It also prepares and delivers customized programs to various organisations in response to the needs of the market. WHAT IS DANIDA FELLOWSHIP CENTRE? Danida Fellowship Centre (DFC) manages and implements Danida Capacity Development Support Programme, which supports capacity development through organizational learning processes in Denmark s priority countries worldwide. WHO WILL BENEFIT FROM THE COURSE? This five days course targets public servants who work in sectors that are affiliated with a private sector development program or project supported by Denmark. COMMENTS FROM PARTICIPANTS: Learned many things that can improve my working capacity I have learnt a lot of theories and experiences from this course that I will use to improve upon my work. The facilitators are very experienced that they opened my mind in various domains. FACILITATORS The courses will be arranged and facilitated by Strathmore Universityin collaboration with DFC. The facilitators on this programme will have a diverse, strong and distinguished background thus enriching the participants learning experience. Dr. Monica Kerretts-Makau Course Leader Dr. Monica Kerretts is Senior Faculty at Strathmore Business School. She holds a PhD in Public and Regulation from the University of New South Wales Australia where she was also teaching. Dr. Kerretts has over the past 10 years been involved in advisory work for Governments in the Africa region on public policy and regulation and change management.her most recent work includes Technical advisory to Police Reforms under UNODC and Change Advisor to the Judiciary under GIZ and p She has also served on the board of the Communications Commission fo Kenya (CAK) as the Chair Audit Commitee and on the Board of Bank of Africa as chair Human Resource and chair Credit Commitee. She remains a consultant of the World Bank in ICT policy and reguation since 2007 and is currently servicing as the Advisory Board member of the World Development Report 2016 Digital Dividends chaired by the President of Estonia. Privy to her advisory and governance roles, Dr. Kerretts worked for KPMG as Regional Knowledge Management Manager and Institutional Manager Standard Chartered Bank,

4 Prof. Robert Mudida Prof. Mudida is the Director of Strathmore Institute of Public and Governance Strathmore University. He is also a senior lecturer at Strathmore Business School and has considerable lecturing experience in the areas of negotiation skills, economics, financial management, international finance and general management. He lectures on both the MBA Program and Executive Education. He is also currently the Academic Director for Masters in Public & Management. He holds a doctorate from the University of Nairobi. His doctoral thesis addresses the area of constitutional negotiations in the Kenya context. He also possesses an MSc in Financial Economics from the University of London, School of Oriental and African Studies and an MA in international studies from the University of Nairobi. He has also attended courses at the London School of Economics in the UK and IESE Business School in Spain. He has practical experience in international business having worked for several international organisations, including the Embassy of Chile in Kenya, the Embassy of Spain in Nairobi, the World Bank and Trust Africa. Dr. Mudida has published widely in his areas of research interest which include international economics, financial economics, institutional economics, the economics of development and the economics of conflict. Dr. Mudida is a member of the Royal Economics Society of the UK and the Society for Financial Econometrics of the US. Dr. Thomas Kibua Dr. Kibua is a renowned expert in development economics, governance and management (including public finance management and institution building). He has consulted for and worked with government, private sector, non-governmental organizations and international organizations working in economic management. Dr. Kibua was the Deputy Governor of the Central Bank of Kenya from and Executive Director of the Institute for Analysis and Research Currently he serves as a Senior Economist with African Development and Economic Consultants Ltd. Dr. Kibua has published extensively on public policy and public finance issues and lectures both at University of Nairobi and Strathmore University. Dr. Kibua has a PhD in Economics (University of Nairobi), M.A. in Economics (Yale University), M.A Economics (University of Nairobi) and a B.A. Economics (University of Nairobi). VENUE Strathmore University is a constantly growing campus with ultra-modern facilities. It has world-class facilities in the Green building in Strathmore Business School, the venue for the training. Accommodation will be at a conveniently located hotel.

5 HOW IS THE COURSE FUNDED? The Course is co-funded by Danida Capacity Development Support Programme. Programmes/Projects or organizations will be invoiced DKK 2,500 (Danish Kroner) per participant per course week. Total Course Cost: DKK 2,500 This fee covers accommodation, allowances and study fee for all participants. Furthermore, international travel and insurances will be covered for non-kenyan participants. HOW DO YOU APPLY? Application procedures must follow the procedures stipulated in Guidelines for Danida Fellowships. The guidelines are available at your local Danish Embassy or can be downloaded at DFC s website; The application form is electronic and the link to the application form will be sent to the Danish Embassies in Danida priority countries together with this course leaflet to ensure only people who are affiliated with Danida funded programmes/projects applies for the course. You have to contact your local Danish Embassy or your Danida Programme/Project to get the link for the application form. The application is filled in online and your Danida programme/project is to endorse the application by filling in the Programme/project Support form which is available at the online application step 4. After the deadline, the application will be forwarded to the Danish Embassy for their endorsement. The selection for the course participants will be carried out by DFC and the course management team based on incoming applications.
