9 Area of operation of Northern Ostrobothnia ELY Centre The main area of operation of the ELY Centre is Northern Ostrobothnia. It produces competence and cultural services to the Kainuu region, and the services of the transport and infrastructure area of responsibility. 11 Tasks of the Northern Ostrobothnia ELY Centre advisory, financial and development services to companies, employment-based aids and labour force training, agricultural and fisheries matters, immigration issues and the EU's structural fund projects environmental protection, land use and building control, nature protection, monitoring the state of the environment, use and management of water resources road maintenance, road projects, transport permit issues, traffic safety, public transport and archipelago transport vocational education, tasks connected with library, physical recreation, education and youth services the Centres for Economic Development, Transport and the Environment control and monitor the operation of the Employment and Economic Development Offices. 13 ELY Centres and EU funding ELY Centres play a key role in regional development and the granting of EU funding. The EU s Structural Funds grant supplementary funding for activities promoting Finnish knowhow, employment and competitiveness. EU s Rural Development and Fisheries Funds projects and investments are also financed by ELY Centres ELVI

18 ELY strategy for synergy between Funds Applicants are encouraged to apply for projects which receive funding from different sources. We would prefer more applications in this category, although some good synergy projects have been funded. The project selection process aims for synergy and co-operation between funds at unit, group, ELY Centre and regional level (eg.the regional strategic programme) and projects are expected to collaborate with each other. The funding source is carefully considered between Structural Funds and rural development funds
19 Alignment of funding at ELY Centre Main sources are combinations of the Structural Funds, however it is also possible to utilise the Tekes R&D funds and the rural development funds Typically one of the sub projects promotes knowledge and skills (usually ESF) and the other includes investments (usually ERDF) The aim is for added value and avoiding duplicate work ELY Centre staff represent a wide range of expertise in substance knowledge, which is utilized in planning We work together with the Regional Council promoting the regional strategy. The Regional Council and ELY Centre allocate funding for different types of projects and offer different forms of assistance

26 The INNOPI project consists of four subprojects Training environments exploiting simulation, information and communication techniques are built up for training clinical skills A learning health centre An action model is developed with clients and new technology for training in team work and interprofessional health promotion Interprofessional education for health care and medical students will be developed and existing collaboration will be strengthened between the two Universities of Oulu. Tutoring is improved and piloted in cooperation with Clinical Tutors.

28 Tulos Expertise for the Future The Association of the Ylivieska Region ESF project funded by the ELY Centre Budget of , EU/government funding Duration: Providing taylor-made training, workshops and other development forums for local SMEs based on their own needs entrepreneurs and employees involved 15 new jobs were created during the project
29 Tapke changing business focus from products to client orientated service culture The Association of the Ylivieska Region ERDF project funded by the Regional Council Budget: , EU/government funding Duration: Developing local SMEs business culture towards solution orientation and improving their products, operating systems etc. Also offered a chance for companies to attend international trade fairs or benchmarking trips abroad. 106 development projects in 101 companies Many companies have started development work which has been funded by other forms of assistance 27 new jobs were created during the project
