May 2-3, Dear Rick, Presidio Soccer League Managers and Coaches, September 19, 2014 Well we made it through the hot weekend and this weekend looks to be much better. In the last week I reminded everyone of some items we will be covering during the first few weeks which will be repetitive but must be..., due to their importance. Some of the key items are included again so please read carefully and follow the instructions as it will make things go much smoother. I'm not sure if it's the heat, but one thing we need to address is some terrible sideline activity by parents and siblings. No one is allowed onto the field of play for any reason unless invited by the center referee. We have suspended numerous parents and siblings for the entire season after only two weekends of play. Irresponsible behavior will not be tolerated. Presidio/SDDA Soccer League has adopted the new revision of the Cal South Rule effective September 17, Please read the rule below very carefully. Bob Turner President USD Toreros Youth Soccer Night Friday, Sept IMPORTANT POLICIES & PROCEDURES WELCOME TO PRESIDIO SOCCER LEAGUE 2014/2015 SEASON JERSEY NUMBERS Please input your player jersey numbers through the online system (both Home and Away). This must be done, we are receiving game sheets that have no numbers entered which makes us wonder how a game could be refereed with no numbers let alone checking a team in. HALF-TIME LENGTH IS 5 MINUTES The Referee Associations have asked us to remind coaches that the half time is 5 minutes and every minute beyond this has a direct impact every game that follows. The referees are being instructed to enforce this rule because so many teams and not complying. ASK REFEREES FOR THEIR CARDS Please make sure to ask for the referees for their cards prior to the game.

2 Page 2 of 7 PRESIDIO/SDDA ADOPTS NEW RULE REVISION Presidio/SDDA Soccer League has adopted this new revision of the Cal South Rule , effective immediately. Rule No team will play a game without the presence of a Program Administrator (as defined by Cal South) who holds a USSF/US Youth Soccer coaching license, which includes a coach who must hold at least a USSF/US Youth Soccer "E" license and or a team manager serving in an emergency capacity as a coach with a Cal South Administrator card with a current approved Risk Management designation. After January 2015 the team manager must hold at least a USSF/US Youth Soccer/Cal South "F" license. BAD BEHAVIOR BY PARENTS Please get the point across to your parents that bad behavior will not be tolerated. MANAGERS - SIGN GAME ROSTERS BEFORE GAMES Please remember that per our rules, you must sign your Game Roster BEFORE presenting it to the Referee. The rules are on the Official Match / Roster Game Report. MANAGERS - ALWAYS SEND US YOUR COMPLETED GAME ROSTERS Both "Home" and "Away" teams, please make sure you send in your completed "Game Roster" (make sure scores among other things are entered). Some have sent in "game stats" which does no good. If ing please send as a PDF (not jpg or gif) If faxing, make sure you send the front side not the blank side If taking a picture (please avoid sending as pictures) make sure the entire game roster is viewable and legible. GAME SCHEDULES (AND REFEREE'S) Club's and referee assignors should be in constant communication regarding their game schedule. You should update them each week to eliminate schedule change issues. It is not Presidio's responsibility to update the referee association Below and on our website at you will find important and useful information that will help make our season go smoothly. IMPORTANT TEAM CONTACT INFORMATION Please make sure that your registrar has updated your team contact information which is added and updated via the Cal South Admin login/website. This is critically important because you will receive s from Presidio during the year and from teams that you will

4 Page 4 of 7 be playing that may need to contact you throughout the season. You or your Club registrar can update your contact information. ALL TEAMS MUST ENTER JERSEY NUMBERS BEFORE THEIR FIRST GAME This can be completed by the team Manager or Team Assistant via the Presidio website/admin login screen. To add player jersey numbers to the game rosters/sheets, please follow these instructions: Log-in with your user name and password. Please contact your Club Registrar for login information. Click on the "My Account" screen and scroll to the bottom where team Id # is listed and click on the "edit link". This brings you to the team roster page. Scroll to the bottom and click on "edit player info" put in jersey numbers and click on save changes. Both Home and Away columns should be completed even if both home and away jersey numbers are the same. Once you update the jersey number information, it will take the system approximately 20 minutes to update/refresh with the information. If you are still having issues, please feel free to contact Tech Support at PLAYER CARDS You must have your player and coaches cards at every game and they MUST BE LAMINATED. If they are not, it is an automatic forfeit for the offending team. Anyone receiving a red card automatically needs to sit out the next scheduled game. DO NOT wait to be notified by your Director. Once your Presidio Director receives the referee report and your game sheet they will assess the situation and let your team contacts know if there are any additional games that the player needs to sit out. If you are not sure of the suspension length, please the director for your circuit. GAME SHEETS/ROSTER Your Club should supply your team with a 3-part carbonless paper to print your game roster. If you register a player on Friday or Saturday, they will not be on the roster you printed earlier in the week. Please reprint the game sheet after the player has been added. You may also elect to hand write the added players' name and player ID number, and inform other team so they can hand write this information on their roster. Upon completion of the match and upon receipt of the game sheets/roster, your Flight Director will verify if the players' are properly registered. SCORES Both teams are required to input match scores along with YELLOW AND RED CARDS issued in the match for both teams within 48 hours of the completion of the game. IT IS MANDATORY THAT BOTH TEAMS INPUT ALL YELLOW AND RED CARDS THAT ARE RECEIVED FOR PLAYERS AND COACHES. If the referee for your match has inputted his or her information you will locked out but please check and make sure it is accurate. If you find a mistake your circuit director. Player Red Cards (Send Offs)

5 Page 5 of 7 It is the duty of the Team Coach and/or Team Manager to ensure that suspended players sit out any games for which they are suspended and also to document the sit out. This may be done by: Removing the player from the active player team list in the Presidio system. Removing the player from the game roster is the preferred method of proving that a suspended player did not participate in a game because if the player is not listed on the roster it is assumed the player did not participate. Remove the player by going to your player roster tab, uncheck the active box on the right side and then click on the set active player button. This will remove the check mark for the player which will remove their name from the roster. After the player has sat out the appropriate games you will need to go back into the system and reactivate the player. Crossing his/her name off the game sheet roster for the game (s) in which they are suspended and having the referee initial that the player did sit out. Please note that this is not the preferred method because it can lead to additional suspensions for both the player and the coach if the referee does not confirm that the player sat out. When scoring the game in the online system, document the players' names that served suspensions. In either case, proof must be submitted to the appropriate Presidio Director so the red card may be cleared in the system. Coaches Send Offs (Red Card) This is very important especially for coaches having more than one team. If a coach is sent off or receives a red card then he or she CANNOT COACH ANY OTHER TEAM UNTIL HAVING COMPLETELY SAT OUT THE ENTIRE SUSPENSION FOR THE TEAM IN WHICH THE SEND OFF WAS RECEIVED. Example: A coach has a Saturday 8:00 am game and gets sent off or red carded, but also has a Sat 1:00 game for another team. THE COACH CANNOT COACH THE 1:00 GAME. If the following week the coaches 2nd team has an 8:00 am game and the team that the coach was red carded for has a 1:00 game. THE COACH STILL CANNOT COACH THE 8:00 am GAME. If the coach does coach while suspended then the number of games that are suspended will be increased. IMPORTANT Only players are shown the red or yellow card. Coaches are not shown red or yellow cards. If a coach is sent off it is considered a red card. Coaches are responsible for the sideline behavior so if your parents get out of hand your coach may be sent off. Though our season hasn't officially started we have had several complaints about bad sideline behavior at tournaments. So please remind your parents that your teams coach is responsible for their sideline and can be removed. Bad sideline behavior won't be

6 Page 6 of 7 tolerated. Not only will the Coach be disciplined but the sideline can be disciplined to the point of having a parent or the entire sideline suspended. This can be for a game, multiple games or in some cases the entire season. Parents, grandparents, siblings, friends etc. need to remember what their position is at the game. Referees ref., coaches coach, players play, and parents and all other fans should be encouraging and cheering for their child and his or her team. Not only do the kids not want to hear or see the bad behavior but referees and coaches have a hard enough job without having to deal with the nonsense. If somebody has an issue with a referee or coach they should contact their club and the club will take the appropriate action. PARENTS CANNOT BE RED CARDED BUT THEY CAN BE SENT OFF AND REMOVED FROM SIGHT AND SOUND OF THE GAME. I will be sending out this type of blasts weekly or biweekly throughout the season.
