1 S o c c e r To u r n a m e n t R u l e s TEAM & PLAYER REGISTRATION Unless otherwise approved by the Oak Ridges Soccer Club, all teams must register with the Tournament Committee at the Oak Ridges SC office (39 King Rd, 1st Floor Connor Room) on Friday, July 20, 2012 between the hours of 4:00pm 9:00pm. 1. All teams must be registered at least 90 minutes prior to their first game. Teams failing to register as required, may at the discretion of the Tournament Committee, be dismissed from the tournament, and forfeit their tournament entry fee. 2. Player s identification with a photograph of the player, authorized by their provincial/state district association shall be presented at the time of registration. 3. A copy of the team roster shall be validated at registration. This copy, along with the game sheet, must be presented to the referee before the start of each game. No alterations or additions to the original validated copy will be permitted. 4. Only players whose names appear on the validated and approved team roster are permitted to play in the tournament. All teams must be currently registered with their local or regional association and all player books must be furnished for each Tournament participant. 1. A maximum of three (3) guest players with current valid cards meeting age group restrictions may be added to the official league or association roster, prior to the commencement of the first tournament match, for a MAXIMUM of eighteen (18) players per U11 to U14 teams, or fourteen (14) players for U10 and under teams. 2. No player shall be allowed to register with more than one team or switch to another team during the Tournament. 3. Teams from outside the jurisdiction of the York Region Soccer Association ('YRSA') must have proof of permission to travel (Application to Travel), authorized by their governing association. 4. All teams shall identify themselves by providing Full Team Identification as defined by the OSA s published rules. 5. Guests must be registered with their District Association. 6. Players from the same club are not considered guest players, but if the players are not registered to the team, then they must be designated as Call-Up players and may not come from a team playing at a higher level of play. 7. Players may only play on ONE team in this tournament. 2 AGE GROUPS All teams will determine their specific division based on the current calendar, and subtracting the player's date-of-birth (year). Teams will be accepted in the following age groups: U09 - Born in 2003 U10 - Born in 2002 U11 - Born in 2001 U12 - Born in 2000 U13 - Born in 1999 U14 - Born in 1998 LAWS OF THE GAME All games shall be played in accordance with the Laws of the Game as observed by the OSA and the Canadian Soccer Association ('CSA'), with the following exceptions: 1. Substitutes must be at the mid-field line. 2. Free substitution is allowed for all age groups 3. Substitutes may be made at a stoppage of play with the consent of the referee: a) After a goal by either team b) Before any goal kick c) Before a throw-in (or kick-in), your favor ( piggy-back as agreed to) d) At the beginning of any period of play e) After an injury, by either team, when the referee stops play 4. No substitutions will be allowed for a dismissed player 5. Added 14-Mar-2011: U9 Divisions will comply with OSA/YRSA Kick-In requirements for Mini-soccer. U10 and above will continue with regular Throw-In procedures to restart play. 6. Added 1-Mar-2012: U11 Divisions will comply with OSA's 9v9 method of play. GAME FORMAT & DURATION 1. The plan is for each team to play 4 games (2 each day) as scheduled in the program, weather, field conditions and opponent availability permitting. Games or tournament play may be shortened or otherwise decreased by the Tournament Director in the event of inclement weather, unplayable fields or other situations beyond the control of the presenting organization. As per OSA Policy the following maximum daily playing times are observed. Teams may not exceed the permitted time limit per day: a) U10 and below 120 minutes per day b) U11 to U minutes per day 3. Teams shall be allowed a 10 minute grace period after the scheduled kick-off time before they are considered failure to show. 4. Duration times will be adjusted to accommodate for the delay, and to maintain timing of remaining scheduled tournament play. 5. The period of grace shall only be allowed if a team has less than the minimum number of players present. 6. Teams qualifying for the final game of a division shall report to the field convenor 30 minutes prior to the scheduled kick-off time. For all other games, teams are to have their entire team together at least 15 minutes prior to kick-off. Back to top Dated: 07/17/2012 2

3 7. All matches will use referees certified and registered with the Ontario Soccer Association. PLAYER'S EQUIPMENT 1. Shin guards are mandatory and must be completely covered by a sock. 2. Shirts/jerseys will be tucked into players' shorts at all times. 3. The shirt number of each player must be the same as the player's shirt number on the roster. If the numbers are not the same, the referee is not to allow the player to take part in the match until the numbers are the same (either the player changing his or her shirt, or the roster being changed). 4. If there is a shirt/jersey color conflict in the opinion of the referee, the HOME TEAM, (first listed on the schedule found in the program), will change color. 5. No hard surface either casts or braces are permitted this is a safety compliance issue in accordance with the OSA. The referee does not have any discretion with this issue. 6. Casts, baseball caps and jewelry is strictly prohibited. The referee does not have any discretion with this issue. NOTE: It is the responsibility of the teams to provide water for their players during the Tournament. SCORES & GAME SHEETS 1. Both Coaches or Team Managers must initial the referee's official game sheet at the conclusion of the game verifying that scores shown is correct. 2. Referees will be responsible for reporting the match results, cautions, and dismissals to the tournament convenors. OSA-approved forms will be made available to all game officials. 3. The field marshals in <WHITE> jerseys may assist the referees in getting the game sheets/results to Tournament Headquarters. 4. Scores will be posted as quickly as possible at each field, as well as at Tournament Headquarters. 5. Game sheets, one per team, must be presented to the game officials prior to game start, and must be stamped as Approved by the Tournament Committee at registration time. 6. Team officials present on the bench must sign the game sheet before handing it over to the game officials. 7. Only players participating in the game are shown on the game sheet. 8. Each player on a team shall have a different number. GAME BALL All match balls will be provided by the Oak Ridges Soccer Club and must be returned to the referee at the conclusion of each match. STANDINGS/WINNER DETERMINATION 1. Each team will be awarded three (3) points for a win, one (1) point for a tie and zero (0) points for a loss. The following criteria, in hierarchical order, will determine the group winner: a) Most points b) Most wins c) Head-to-head (winner of the game between the two teams tied applies to 2-way ties only) d) Goal differential i.e. goals for minus goals against NOTE: In the true spirit of fair play the Tournament Committee will be enforcing a 'mercy rule' which caps a maximum of 5 goal differential in any single game or match. In other words, a score of 5 or more goals will be reported as usual, but recorded on the tournament board as a win of only 5 goals, i.e. 8-1 victory is recorded as 6-1. e) Most goals for f) Least goals against g) Coin toss 2. Extra Time In the event that a game is tied in a playoff round (semi or final), the following procedure will determine the winner by penalty kicks from the penalty mark as follows: a) Best of five penalty kicks by five players of each team. 4 FORFEITS b) If still tied, alternating penalty kicks by the balance of the team until an outcome is decided. NOTE: Only players on the field of play at the end of the game shall be eligible to take part in taking penalty kicks. 1. U9 - U10 teams must have at least 5 players ready to play at assigned game time. 2. U11 teams and above must have at least the minimum 6 (U11) or 7 (U12 and above) players ready to play at assigned game time. 3. Grace period will be allowed to a maximum of 10 minutes. See Game Duration above. 4. Any team that fails to complete a match or leaves the field during play shall be scored as having forfeited that match. 5. No team that has forfeited a match will be declared a group winner. 6. The opponents of a team, which has forfeited a preliminary game, shall be awarded a win and 3 points in the group standings. The number of goals for and against awarded to such a winning team shall be determined at the conclusion of the preliminary round by dividing the team s goals for and against by the number of games played, calculated to the nearest whole number (0.5 and above will be next whole number above, while less than 0.5 will be awarded the next whole number below). 7. Scoring will be as if the forfeiting team did not participate in the tournament. 8. The Tournament Director will decide if a team that forfeits a game will be allowed to play any remaining games. 9. The Tournament Officials reserve the right to decide all matters concerning a forfeit. 10. Furthermore, such action will be reported to the governing body of the team involved. ABANDONED GAMES The Tournament Committee will review the circumstances of any game abandoned by the referee. The finding of the Committee and subsequent decision shall be final and not subject to appeal. IN ACCORDANCE WITH OSA POLICY 1. There shall be no dissent between spectators, players, and/or coaches and the referees. Questioning a referee's call is considered dissent. All coaches are urged to solicit the support of their fans in monitoring, and enforcing, this policy 2. Any player or coach ejected from a match will be ineligible to participate in the next scheduled game. 3. No substitution will be allowed for the ejected player in the match in which he/she was ejected. 4. The Tournament Director may take additional disciplinary action against a team or individual for serious offenses, including suspension from the remainder of the tournament and non-eligibility for future Oak Ridges tournaments. 5. Coach and/or player suspensions/ejections will be reported to participant's respective associations. 6. The player's book for the player or coach are to be held by the Tournament Director until the suspensions are served. 7. Suspended coaches may be located on the spectator's side of the field but may not coach or communicate with the team in any manner. 8. Suspended players may not sit on the team bench. 9. Spectators, whether parents or other fans, that are ejected will be required to leave the immediate area for the remainder of the tournament. 10. A player who accumulates 3 yellow cards in different matches is suspended automatically for one match. PROTESTS/DISPUTES/DISCIPLINE 1. There will be NO protests or appeals of any Tournament matches or referee decisions allowed. Disputes for nonreferee decisions will be settled by the Tournament Committee and their word will be final (Example: Player eligibility issues or disputes over schedule) and may not be appealed. 2. Protests must be made in writing by the team manager or the coach and must be accompanied by a fee of $50.00 (cash only), presented to the Tournament Committee/Registration Central. 3. 5 conclusion of the game being protested. In the event that a protest is upheld, the protest fee shall be returned. No one may protest a game in which his/her team has not participated. 4. The Kickin It On The Moraine has adopted the OSA Discipline by Review system. Any player ordered from the field of play by the referee for misconduct shall receive an automatic one-game suspension and shall sit out his/her next scheduled game. 5. In cases of violent conduct or misconduct against a game official, the offending player shall be dismissed from the tournament. Any team official ejected from a game must appear before the Kickin It On The Moraine Discipline Committee prior to his/her team s next scheduled game. 6. Anyone disputing his/her dismissal from a game may request a hearing. Such a request must be made in writing and accompanied by $50.00 (cash only) hearing fee. The person requesting a hearing must notify the field convenor of his/her intentions within 30 minutes of the conclusion of the said game where the dismissal occurred. 7. The decisions of the referee at the game regarding the application of the Laws of the Game, including time keeping are final and cannot be protested or disputed. EXTRAORDINARY WEATHER In the event of severe weather conditions i.e. continuous heavy rain, lightning, excessive heat, or poor field conditions, the Tournament Committee has the authority to change the duration of games or any other function of the tournament including the following: 1. Relocate and/or reschedule any game; 2. Reduce, by up to 50 percent, the schedule duration; 3. Cancel any preliminary game which has no bearing in determining group winners or wildcards; 4. In the event of ties in the team records, the criteria detailed in the STANDINGS section of the rules, in hierarchical order, will determine the winner. 5. A game is considered complete if 65% of the game, or more, has been played when abandoned by the referee; and 6. In the event that the tournament is cancelled no refunds will be issued. GENERAL As always, SAFETY first protect your children and families. 1. Registration will take place on Friday, July 20, 2012 from 4:00pm to 9:00pm at the Oak Ridges Soccer Club office located at 39 King Rd., 1st Floor (Connor Room). 2. Cost for the 2-day tournament event: $375 per registered team. 3. Either a coach or team representative MUST ATTEND THIS REGISTRATION. 4. The team representative must bring the following: the team's official roster, Travel permission (if team is from outside York Region), Guest player form (if needed), Player books/cards (we check player books only at registration) 5. Additionally teams from outside of Canada must supply proof of entry into Canada for each player and a completed form from its State or National Association approving the team's participation in the tournament. 6. Coaches/Managers are required to bring players books to every Tournament match. 7. If a match is temporarily suspended due to weather and/or field conditions, or other situations beyond the Tournament's control, each team involved must check with Tournament Headquarters or Field convenors for further instructions. 8. If a match cannot be started due to weather or field conditions, the general policy of the Tournament is to, if possible, reschedule these matches in a shortened format (e.g. two 10 minute halves) in order to complete the schedule. If, how and when the matches are rescheduled is entirely up to the discretion of the Tournament Director. 9. Parents and other fans conduct are the responsibility of the team coach. All parents and fans will be confined to the sideline opposite the team benches. No persons are permitted behind the goals. 10. Alcoholic beverages are not permitted at the tournament site or in the approximate area of the playing fields.6. Smoking is not permitted within 15 metres, or 50 feet, from the nearest line of any playing field. 11. The Tournament Director's interpretation of the foregoing rules/regulations shall be final. 7 FREQUENTLY ASKED QUESTIONS What are the numbers on the field for each age group. We will implement the small sided games provisions of the OSA/YRSA. So U8 - U10 teams will play 7v7, U11 and older will play 11v11. Cost? $375 per team for ALL age groups. What forms are needed at registration? Player books, coach cards, official roster (1 additional copy for us), Travel permission (if team is from outside York Region), and Guest player form (if needed). What is the deadline for submitting an application? We have set the deadline for submitting applications as 6PM on June 29th, What happens if we cancel our application? Any team withdrawing from the tournament after June 29th, 2012 will forfeit its entire entry fee of $375. How many games will my team play? Our plan is for each team to play 4 games against 4 different teams. The weather, field conditions, or forfeitures may require some creative adaptations. What age groups are playing? Both boys and girls teams in ages U8 through U14. Where will the tournament be held? All game fields are located within the community of Oak Ridges, at the very north end of the Municipality of Richmond Hill, Ontario. The soccer fields are reachable within 3 kilometres of the Oak Ridges Soccer Club's clubhouse. Who should attend? We are looking for teams who desire a minimum of 4 matches to compliment their team's overall development during the busy soccer summer. What amenities are available? Our club handbook, and tournament guide contains sponsors (some with discounts for participating teams and their families) and other places to eat, sleep and relax within the surrounding area of Oak Ridges. We're also halfway between the larger communities of Aurora (to the north) and Richmond Hill (southward) along Yonge Street. What is Full Team Identification? When applying to take part in a tournament, each team shall identify itself by providing Full Team Identification as defined in the OSA's published rules and must attach to the tournament application form written proof of permission from its Association to participate, in accordance with the following: Ontario teams -- District Association approval Other Canadian teams -- Provincial Association approval Why are we using kick-in to restart when the balls crosses the touch (side) lines? The YRSA has adopted the OSA published Mini rules, effective for the 2011 season. Primary changes from 2010 are: U8 and U9 divisions ONLY will play with kick-ins not throw-ins to restart play U10 will continue with throw-ins What is available in the Oak Ridges area in terms of food or accommodations?
