1 BEAVER COUNTY FASTPITCH RULES FOR 2013 SEASON The League Website is this will be updated as league schedule of events are completed, team schedules and scores are submitted. Basic rules that apply to all age groups: Eligible players: 1) Rosters: A team roster will be submitted 2) Call up players: a. Regular Season: A call up player is one brought from a lower age group up to the next age group level (up to 4). If a team doesn t have enough players, and uses a call up, remember if a regular player shows up then the call up player must be removed from the game. A call up player cannot be used as a substitute player, unless the player they enter for is injured and the team needs the call up in order to continue the game. b. Playoffs: Call up players are not allowed. 3) League Equipment: The home team will be required to provide one new ball and one fairly new ball. 8 and 10 & Under will use 11 (yellow optic; red stitched; preferred.47 COR) 12 & up will use 12 yellow optic: (Wilson A9260ASA.47 COR or Dudley Equivalent) Pitching Mask will be required for all pitchers, for all age groups. We do encourage that Third and First basemen wear a mask as well. Bats will be in accordance with ASA certifications. No Travel Team equipment will be worn or used during a league game or playoffs. No Steal Cleats at any age group 1

2 4) Game requirements: Managers/Coaches: ACE certifications card. Asst. Coaches/Scorekeepers: NAYs card Players: Birth certificates (when requested by the League President) Proof Insurances Turned in at the scheduling meeting with roster Copy of League rules (Maximum of 3 coaches and 1 score keeper allowed in the dug out) 5) Protest: Only the Head Coach will address the umpire. Protest will be filed with the following individuals present umpire, the opposing coach and official score keeper. This must be done during or subsequently following the game. No one should take this personal, its part of the game. 6) Scheduling: Regular season games will be scheduled with the cooperation of the opposing coach you are scheduling with. Notifying the scheduling commissioner of updates. 7) Umpires: When cancelling a game, during weekdays the scheduled home team coach will notify the Head of Umpires regarding the cancellation at least 90 minutes prior to same time, if possible. If you feel that the weather might be bad think about calling the day/night before. 8) Eligible players: Player Eligibility: All participants within the league are to play within their school district. a. If their school district (community) does not have a team in their age division, they are permitted to play for a bordering school district that has a team in that division. If the bordering school district community does not have a team. Then they will need to contact the Beaver County Board for placement. b. Existing players that live in a school district that previously has not had a team in their age division and has already played in a neighboring school district, has the option of either staying in the neighboring school district or playing in their school district if a team is formed in their age division. The player is limited to one move. Ex. If a girl who lives in the Mercer School District has played for Grove City because Mercer did not have a team in her age division, she can stay in Grove City or play for 2

3 Mercer. However, if the player decides to play for Mercer, she can t go back to Grove City unless Mercer does not have a team in her division. c. If a team is caught using ineligible players the Head Coach will be suspended from the league for one year. 9) Playoffs/All Star players: to be eligible for the playoffs and All-Star participation coaches will provide a list of players present at each game to the Umpire. If you have an injured player and they are present you will add them to the list as well as call up players letting the umpire know, as well so they can receive credit for being present. Umpires will verify this list prior to the start of the game. Each player must be present for a minimum of 50 percent of the games. 10) All Star selections: Upon the completion of each game the All-Star selections will be forwarded to the appropriate age group commissioner. 11) Fees: Each Umpire will be paid $40.00 a game; each team pays $ If you play a double header then its $35.00 per game a forfeit will cost $10.00 per team. 12) COACHING/FAN CONDUCT: Zero Tolerance. Any coach or fan from either team who is ejected from the game, that coach or fan, and the head coach will be suspended for 1 game. If that fan, coach and/or head coach is on the bench for the next game and it is discovered, then that team will forfeit the game. If a coach is ejected for a second time they will be required to attend a hearing with the President of their perspective organization and the Beaver County League Board prior to being allowed to coach again. 3

4 BEAVER COUNTY GIRLS FASTPITCH LEAGUE RULES FOR 2013 SEASON 8 & Under League Rules: The following ASA 8 & Under rules with the following exceptions will be adherer to: 1) Pitching rules for 8U only: Each player will be afforded a maximum of 8 pitches. Each team should be working on developing pitchers at this age group. If a team elects to use a pitcher at this age group, they will be allowed 8 pitches as well. Coaches must pitch with one foot in the 35 ft circle. 2) May use 4 outfielders, however can play with 3. 8 players are needed to start game. 3) No infield fly rule. 4) Continuous batting and unlimited substitution. 5) Innings: 6 innings; no new inning will start if time has passed 1 hr and 40 mins. 6) ASA mercy rule is in effect for all games: After 3 up by 15 runs After 4 up by 12 runs After 5 up by 8 runs. Note: No tie breakers 7) Pitching distance 35 ft. Base to base will be 60 ft. 8) No Stealing. 9) The Home team will provide a monitor/umpire for each game. This can be a teenager or parent. 4

5 BEAVER COUNTY GIRLS FASTPITCH LEAGUE RULES FOR 2013 SEASON 10 & Under League Rule: The following ASA 10 & Under rules with the following exceptions will be adhered to: 1) Pitching distance 35 ft. Base to base will be 60 ft. 2) Pitcher: A pitcher that hits two batters in the same inning will be removed from the mound for that inning, but may return later in the game. However, if the same pitcher hits two more batters then they will be removed from pitching for the remainder of that game. 3) Pitcher can only pitch 3 innings a game (an inning is 3 outs 1 out is 1/3 of an inning, it s not the number of batters faced, however if the pitcher gives up 5 runs prior to obtaining 3 outs then that will constitute as an inning); these innings do not have to be in a row. Note: we have eliminated the resetting of the balls 4) May use 4 outfielders. 8 players are needed to start game. 5) No infield fly rule. 6) Continuous batting or ASA substitution must be declared prior to the start of the game and must remain in effect throughout the game, and unlimited defense substitution. 7) Winning team must call your assigned league commissioner with score within 3 days. 8) Innings: 6 innings; no new inning will start if time has passed 1 hr and 40 mins. 9) Tie breaker: There is no tie breaker during regular season 10) 5 Runs per inning max (including the last inning). 5 run rule eliminated for playoffs 11) ASA mercy rule is in effect for all games: After 3 up by 15 runs After 4 up by 12 runs After 5 up by 8 runs. 12) Illegal pitches: None at this age group. 5

6 13) Stealing: for 10 & Under ASA base stealing rules apply with the exception, that if the catcher or pitcher make a play on a girl at 3 rd base, then the player may steal home. Player cannot advance to 2 nd on a walk. 6

7 BEAVER COUNTY GIRLS FASTPITCH LEAGUE RULES FOR 2013 SEASON 12 & Under League Rule: The following ASA 12 & Under rules with the following exceptions will be adhered to: 1) 5 Runs per inning max (including the last inning). 5 run rule eliminated for playoffs 2) May use 4 outfielders, however can play with 3. 8 players are needed to start game. 3) Infield fly rule in effect. 4) Continuous batting or ASA substitution must be declared prior to the start of the game. This will remain in effect throughout the game, and unlimited defense substitution. 5) Winning team must call your assigned league commissioner with scores within 3 days. 6) Innings: 7 innings; no new inning will start if time has passed 1 hr and 40 mins. 7) Tie breaker: There is no tie breaker during regular season. 8) ASA mercy rule is in effect for all games: After 3 up by 15 runs After 4 up by 12 runs After 5 up by 8 runs. 9) Pitching distance 40 ft. Base to base will be 60 ft. Pitcher: A pitcher that hits two batters in the same inning will be removed from the mound for that inning, but may return later in the game. However, if the same pitcher hits two more batters then they will be removed from pitching for the remainder of that game. 10) Illegal pitches: will not be called during the regular season or playoffs. 11) Stealing in accordance with ASA rules. 8 BEAVER COUNTY GIRLS FASTPITCH LEAGUE RULES FOR 2013 SEASON 15 & Under League Rule: 1) ASA 9 players (3 outfielders). 8 players are needed to start game. 2) Infield fly rule in effect. 3) ASA substitution rules in effect. Curious runners will be used for catcher and pitchers to help in expediting the game. This will be who ever made the last out in that inning. 4) Winning team must call your assigned league commissioner with scores within 3 days. 5) Innings: 7 innings; no new inning will start if time has passed 1 hr and 40 mins. 6) Tie breaker: There is no tie breaker during the regular season. 7) ASA mercy rule is in effect for all games: After 3 up by 15 runs After 4 up by 12 runs After 5 up by 8 runs. 8) Pitching distance 43 ft. Base to base will be 60 ft. 9) Pitcher: A pitcher that hits two batters in the same inning will be removed from the mound for that inning, but may return later in the game. However, if the same pitcher hits two more batters then they will be removed from pitching for the remainder of that game. 10) Stealing in accordance with ASA rules. (Refer to rule book) 11) Rules not covered above will refer to the ASA rule book. 8
