22 Much successful work has been done, but in pockets, little change in society So, building on success We needed to work together for social change the Philippine National CBR Policy & Plan

23 Training & Development programme recognizes that Disability is an evolving concept; CBR CBR is an evolving concept

Partnership between Government-NGOs-academe to develop and implement CBR National plan, based on national policy Pioneer Local Government Units (LGUs) In partnership with DPOs NGOs as enablers Pioneers become CBR advocates 3. Growth Plans of CBR-NGOs and DPOs 4. Development of DPOs to partner with LGUs 5. Alliances 6. Influence academe and associations 7. Develop and manage training resources; 4. Monitor the quality and effectiveness of modules; benchmarking for quality 5. Provide an efficient supervision and monitoring system (post training); 6. Generate resources, build alliances and network for sustaining the change

33 Content Process Context Everyone is a CBR worker

34 Results Building on what is there already, on existing success: LISTEN Training and Development Committee formed and recognized as official wing of National Council; curriculum established Network of specialist resource persons and alliances Systems being established LGUs taking on CBR: Entry into 14 of first batch of 15 pioneers Training of Trainers Module finalized training for 6 regional teams in April Finalizing training modules: SHARING RESOURCES Training being provided on technical skills to the pioneers, through the Committee, alliance members, academe Another 70 + LGUs being enabled by NGOs Local government leaders advocating CBR with their peers Promoting enablement among NGOs Monitoring and mentoring, enhancing existing systems CBR Manual-Guidelines to be published in April

36 Concerns and Issues Additional 18 months needed to refine plans Revolving government personnel Need to get everyone on board & on same page Need for community organizers and mentors with disabilities to work with emerging DPOs Slow shift to enablement for some organizations Need to ensure regular supervision, mentoring and monitoring Alliances need constant nurturing Are we reaching more people? Are we making a difference to people s lives and the life of the community? ASK THEM!
