2 NAME OF THE PLAN: Enhancement of Vocational Training Skills offered at National Vocational Rehabilitation Center

3 BACKGROUND Based on 2000 Census of Population and Housing there are 942,098 Persons With Disabilities (PWD) or about 1.23 % of the total population of the Philippines. Out of the total number of PWD, 0.16% are Persons with Intellectual disability. As one of the government agencies Department of Social Welfare and Development (DSWD) has four vocational centers nationwide including the National vocational centers

4 BACKGROUND CONT D nationwide including the National Vocational Rehabilitation Center (NVRC), a non residential facility that provides an integrated approach to physical, social, cultural, spiritual, educational and vocational measures for the PWD to attain the highest possible level of functional ability.

5 BACKGROUND CONT D The center has a capacity of one hundred (100) trainees a year. It accepts trainees anytime of the year. It provides one year training which includes three phases: 1. Social rehabilitation (value, orientation and mobility, braille simple reading, writing and arithmetic) for three months, 2. Vocational training for six months(massage, food management, garments trade, electronics repair, computer hardware servicing and personal computer operation, 3. On the job training for three months. A total of forty PWD(10% PWID) is targeted within Metro Manila and nearby provinces.

6 BACKGROUND CONT D Based on statistical data, of the forty graduates last year only 30% of the visually impaired and physically impaired are able to acquire job thru self, sheltered workshop and open employment. With the small number of employed graduates there is a need to evaluate existing vocational courses and come up with other vocational courses. After one year it is expected that 40% of the total target of forty will be employed.

7 Aim Social inclusion of PW(I)D through appropriate rehabilitation and vocational skills to enable PWD engage in livelihood activities and gainful employment.

8 Specific Objectives 1. To develop PW(I)D capacities/abilities thru provision of vocational training. 2. To assist PWD improve their social functioning. 3. To assist PWD develop their vocational skills.

12 Monitoring: Monthly monitoring will be conducted for the following reasons: know if activities are conducted and its progress. Determine issues and concerns that need to be responded

13 Documentation: The following documents/data are needed for the evaluation: Minutes of all activities conducted which includes pictures Progress report of each activity by concerned staff Records of Modules, accreditation papers Receipts of expenses

14 Evaluation: This activity will be done on the third quarter(september) of2013 thru consultation meeting giving emphasis on the number of trainees employed, progress/status of each activity and make improvement, enable workers in rehabilitation learn from their experience and assess if programs is consistent with established policy and determine cost effectiveness and if program can be replicated. It will be attended by the following:

15 EVALUATION Regional Director Division Chief PWD Specialist Representatives of Stakeholders All staff of NVRC and RSW Persons with Disabilities/trainees

16 Sustainable: 1. Courses offered in NVRC will respond to the employment needs. 2. Local Government Unit shall have the responsibility of sustaining the initiative done by the center.

17 Replicable: Opening of new courses will be informed to the Local Government Unit.
