1 PROPOSED PLAN FOR INDIAN SMART CITIES Recently, the Indian Government has announced its plan to set up 100 smart cities across the country. This opens up a huge opportunity in each aspect of smart city planning, project execution and management. The government has allocated Rs 7,060 crore (approx. $1.2 billion) in the current year, but the overall investment needed for building smart cities will be much larger. PROPOSED SECTORS FOR SMART CITIES Which are the segments where technology can play a major role and how? 1) SMART GOVERNANCE Investments of about USD 1.2 trillion will be required over the next 20 years across areas like transportation, energy and public security to build smart cities in India Budget : USD 1.2 billion allocated for smart cities and FDI norms relaxed USD 83 million allocated for Digital India Initiative PPP Model to be used to upgrade infrastructure in 500 urban areas Delhi Mumbai Industrial Corridor Development Corporation Ltd (DMICDC) plans seven smart cities along the 1,500 km industrial corridor across six states with a total investment of USD 100 billion. 2) SMART GRID Electrification of all households with power available for at least 8 hours per day by 2017 Indigenous low cost smart meter by 2014 Establish smart grid test bed by 2014 and smart grid knowledge centre by 2015 Implementation of 8 smart grid pilot projects in India with an investment of USD 10 million Energy Storage Addition of 88,000 MW of power generation capacity in the 12th Five Year Plan ( ) India needs to add at least GW of new power generation capacity by 2030 The Power Grid Corporation of India Ltd has planned to invest USD 26 billion in the next few years India to install 130 million smart meters by Renewable Energy Ministry of New and Renewable Energy has plans to add capacity of 30,000 MW in the 12th Five Year Plan ( ). The Indian Ministry of Water Resources plans to invest USD 50 billion in the water sector in the coming years. The Yamuna Action Plan Phase III project for Delhi is approved at an estimated cost of USD 276 Million.

2 3) SMART TRANSPORTATION Green Transport The Government of India has approved a USD 4.13 billion plan to spur electric and hybrid vehicle production by setting an ambitious target of 6 million vehicles by Electric vehicle charging stations in all urban areas and along all state and national highways by ) SMART IT & COMMUNICATIONS Information and Communications Technology Cloud computing will evolve into a USD 4.5 billion market in India by 2016 Broadband connections to 175 million users by 2017 Security and Surveillance Under the flagship Safe City project, the Union Ministry proposes USD 333 million to make seven big cities (Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Bangalore and Hyderabad) to focus on technological advancement rather than manpower Disaster Management. Government of India and World Bank signed USD 236 million agreement for reducing disaster risks in coastal villages of Tamil Nadu and Puducherry. 5)SMART BUILDINGS India is expected to emerge as the world s 3rd largest construction market by 2020, by adding 11.5 million homes every year. The Intelligent Building Management Systems market is around USD 621 million and is expected to reach USD 1,891 million by Smart Buildings will save up to 30 per cent of water usage, 40 percent of energy usage and reduction of building maintenance costs by 10 to 30 per cent. Sanitation About 67 per cent of the rural population continues to defecate in the open, and India accounts for about 50 per cent of the world s open defecation. The Government of India and the World Bank have signed a USD 500 million credit for the Rural Water Supply and Sanitation (RWSS) project in the Indian states of Assam, Bihar, Jharkhand and Uttar Pradesh. How does India see the growth of smart cities and the opportunities to help in the development of smart cities? Smart cities are the need of the hour to enable an efſcient and sustainable solution for servicing urban growth. Geodesign will be the key framework for conceptualising and planning for smart cities; it will assist at every stage from project conceptualising to site-analysis, design speciſcations, stakeholder participation and collaboration, design creation, simulation and evaluation.

3 Government of India and organizations in India is are taking best practices, references, solution templates, frameworks and experiential learning that could be leveraged for driving similar initiatives in India. EXISTING SMART CITIES IN INDIA To name few existing smart cities are Kochi in Kerala, Ahmedabad in Gujarat, Aurangabad in Maharashtra, Manesar in Delhi NCR, Khushkera in Rajasthan, Krishnapatnam in Andhra Pradesh, Ponneri in Tamil Nadu and Tumkur in Karnataka. Many of these cities will include special investment regions or special economic zones with modified regulations and tax structures aimed at making is easier and more attractive for foreign companies to invest in them. SMARTCITY KOCHI PLANNED CORRIDOR PROJECTS IN INDIA SmartCity Kochi (SCK), a joint venture between SmartCity Dubai and the Kerala government, has approved the concept master plan of the project. The first phase of the project is expected to be operational within 18 months which includes a building spread over 3.5lakh sq.ft. The project will enjoy a single special economic zone (SEZ) status due to the revision of guidelines for SEZs being initiated by the Union government. The project will be considered single even though there is a water body seperating the land into two parts. With the notification of the revised guidelines, the entire 246 acres will recieve a single SEZ status. This stage includes final detailed master plan, environmental and sustainability study, urban design landscape guidelines, traffic impact study and plot development guidelines. The project, sprawling over 246 acres at Edachira, Kakkanad is expected to generate 90,000 direct jobs. HALDIA PROJECT The European Business and Technology Centre (EBTC) plans to initiate a pilotproject to demonstrate smart city concept at the industrial town of Haldia in West Bengal. The project would focus on lowering carbon footprint. The estimated investment in the pilot project would be close to 10 million, according to EBTC's Regional Manager. According to Mr Jensen, Denmark is a leader in clean technologies and through its arrangement with the Copenhagen Cleantech Cluster, will provide cleantech solutions to India. Copanhagen Cleantech Cluster and EBTC will together work to identify projects, undertake their execution, and facilitate research and innovation related to green technology initiatives in the energy and environment sectors.

4 GUJARAT INTERNATIONAL FINANCE TECH CITY (GIFT) Gujarat International Finance Tech-City or GIFT is an under-construction city in the Indian state of Gujarat which is about 12 kms from Ahmedabad International Airport. It will be built on 500 acres (2.0 km2) of land. Its main purpose is to provide high quality physical infrastructure (electricity, water, gas, district cooling, roads, telecoms and broadband), so that finance and tech firms can relocate their operations there from Mumbai, Bangalore, Gurgaon etc. where infrastructure is either inadequate or very expensive. This would be achieved by: 1. Using a multimodal mix of Transport systems (MRTS/LRTS/BRT, etc.) for both inter region (Ahmedabad, Airport, Gandhinagar and the City) and intra-city. 2. Using walk-to-work concept as part of urban planning with a nodal split of 10:90 between private and public transport. 3. Use of electric Personnel Rapid Transport systems within the City. In future, City will be linked with Ahmedabad BRTS, operated by Ahmedabad JanMarg Ltd Currently, two commercial towers, each of 29 floors each are under construction, while the work on a third residential tower of 33 floors will start soon. Tendering for the next bunch of towers is going on. 7 INTRODUCTION TO ITALIAN SMART CITIES Italy is one of the countries in Europe with highest number of absolute smart cities with above 30, which have been effectively tackling systems related to transportation, communication, water and energy underpinned by hard (and physically localized) infrastructure, issues affecting public services, business and social network. In this instance, Smart Governance and Smart Economy projects may be more likely to be pursued at a national level in Italy. Examples of Smart City initiatives at national level include Italy s project Burocrazia! Diamoci un taglio! (Let s cut the red tape!), 56 a national initiative aimed at encouraging citizens to use digital tools. According to a research by Technical university of Wien, Austria there is 7 absolute smart cities in Italy which rank in 77 best smart cities across Europe. The seven smart cities were critically numbered in a dedicated pointer scale which is present in the table below.
