Catalyzing market transformation for industrial energy efficiency and accelerate investments in best available practices and technologies in the Former Yugoslav Republic of Macedonia Call for Applications for EXPERT level Training on Industrial Steam Systems Optimization Background of Project: The United Nations Industrial Development Organization (UNIDO) in collaboration with the Macedonian Ministry of Environment and Physical Planning, the Ministry of Economy, the Energy Agency and the Macedonian Bank for Development Promotion implements the project Catalyzing market transformation for industrial energy efficiency and accelerate investments in best available practices and technologies in the Former Yugoslav Republic of Macedonia. The project, largely funded by the Global Environmental Facility and executed through the REC Country Office Macedonia, seeks to address many of the existing barriers to energy efficiency in Macedonian industry through an integrated approach that combines capacity building with targeted technical assistance interventions at the policy, market and energy efficiency implementation level. The project aims to reduce greenhouse gas emissions in the Republic of Macedonia by accelerating the transformation of the Macedonian market for industrial energy efficiency towards increased use and demand for Industrial Energy Efficiency (IEE) best-available practices and technologies such as energy management systems and energy system optimization and greater offer of related consultancy and investment services. The project consists of three components: Policy, regulatory and institutional level Project Component 1 (PC1) Industrial energy efficiency market level Project Component 2 (PC2) Investments in industrial energy efficiency Project Component 3 (PC3) UNIDO INDUSTRIAL ENERGY EFFICIENCY CAPACITY BUILDING & IMPLEMENTATION PROGRAM In the scope of the Project Component 2 and 3 training programs for local EE consultants and experts are implemented in the following technical areas: 1. Energy Management Systems (EnMS) Implementation in Industry(in line with ISO 50001) 2. Steam Systems Optimization (SSO) in Industry 3. Compressed-air Systems Optimization (CASO) in Industry
The objective of the programs is to equip local energy consultants and professionals with expertise and tools required to carry out, on a commercial basis, the following activities: Providing technical assistance to enterprises and coaching facility personnel to implement energy management systems and to identify, develop and implement energy system optimization measures and projects; Conducting seminars and trainings for factory managers, engineers and other energy significant staff. In order to achieve greater knowledge and skills absorption impact, cost-effectiveness and to support sustainability of services, all training programs combine classroom teaching with on-the-job practice, tools, ongoing coaching and a final exam. The three programs are complementary. The EnMS training program consists of a USER Training (2 days) and an EXERT Training comprising three modules: (1) Planning - 4 days; (2) Implementation and Operation - 3 days; and (3) Checking and Review - 3 days. The calendar duration of the program is approximately one year (Figure 1). Figure 1 Overview of the UNIDO EnMS Capacity Building and Implementation Program The EnMS Capacity Building and Implementation Program in Macedonia started with the delivery of the USER Training in June 2015.
The SSO and CASO training programs will be scheduled to intertwine with the EnMS program between the EnMS EXPERT Module 1 (EnMS Planning and EnPIs) and the EnMS EXPERT Module 2 (EnMS Implementation and Operation). The EnMS EXPERT Module 1 will be conducted at the end of September The sequence of the EnMS and SSO/CASO trainings is provided in Figure 2. Figure 2 Sequence of the EnMS, SSO and CASO Training Programs / Modules UNIDO STEAM SYSTEM OPTIMIZATION CAPACITY BUILDING PROGRAM Project Component 2 focuses on the optimization of industry energy systems. The System Optimization approach promoted and supported by UNIDO aims to go beyond the simple energy efficient equipment approach to energy efficiency that is currently prevailing among policymakers and in the market; this is because evidence shows that in industry the positive impact of energy efficient equipment very much depends on overall system operations. The industrial EE best-available practices and technologies to be promoted, supported and demonstrated with the Macedonia project will focus specifically on Steam System Optimization (SSO) and Compressed-air System Optimization (CASO). The SSO programme will be the first to start. The UNIDO Capacity Building Programme on SSO consists of a USER Training (2-days) and an EXPERT Training (5 days) comprising two modules and a final exam. Figure 3 provides an overview of the whole programme. The SSO USER training is primarily targeted to facility engineers, boilers/steam systems operators and maintenance staff of enterprises.
The SSO EXPERT training is primarily targeted to national energy efficiency consultants, steam system equipment vendors and other providers of energy efficiency services to industry. It shall be noted that national energy efficiency consultants and professionals that will be selected as trainees of the EXPERT training will have to attend also the USER training. USER Training Figure 3 Overview of the SSO Training Programme Schedule and Venue of Training The SSO EXPERT training will be delivered at a classroom and at a host plant. These will be determined at least 2 weeks before the training. Table 1 shows the schedule of the USER and EXPERT trainings. Table 1Schedule of the SSO Training Date SSO Training Module Venue November 9th SSO USER Training Day 1 Classroom training November 10th SSO USER Training Day 2 Classroom training November 11th EXPERT Training Day 1 Classroom training November 12th EXPERT Training Day 2 On-site steam system energy performance assessment training (measurement practices) November 13 th EXPERT Training Day 3 Classroom training November 16 th EXPERT Training Day 4 - Optional Continuation of Steam assessment of host plant to be confirmed
Description of SSO USER and EXPERT training: The USER training begins by defining the Systems Approach and how it applies for optimizing an industrial and/or institutional steam system The training covers the operation of typical industrial systems that include Generation Distribution End-uses / Combined Heat & Power and Condensate recovery The training identifies performance improvement opportunities that lead to optimization of the overall steam system Figure 4 Example of Steam System The training discusses methods of system efficiency improvements, methodologies for quantifying energy and cost savings from these improvements, aspects of implementation and continuous improvement programs Demonstration and hands-on functionality and use of the US DOE s Steam Best Practices Program. These include: Steam System Scoping Tool (SSST) Steam System Assessment Tool (SSAT) 3E-Plus insulation appraisal software Figure 5 SSAT schematic
Software tools are free and available for download from the websites US DOE website - Field examples and applications of using these software tools in an industrial steam system energy assessment Figure 6 SSAT schematic The EXPERT training is aimed to further deepen and consolidate learning and provide an opportunity for a guided first hands-on experience in applying the steam system optimization approach and its related tools and measuring equipment. The training covers all elements of an industrial SSO assessment including: Planning; Implementation; Checking Performance; and Review (in line with the ASME Standard ASME-EA ) The training provides a working understanding of resource requirements and costs involved in the SSO implementation and assessment in industry Direct working with and hands-on experience of field data, measurement and verification of potential benefits, project complexities, technological barriers and operational risks that may exist for SSO in industry
