The Permanent Secretary within the Ministry for Home Affairs and National Security invites applications from Public Officers in the Malta Public Service, Public Sector employees performing duties in the Malta Public Service and RSSL employees for the position of Research Analyst in the Police Department within the Ministry for Home Affairs and National Security. Public Officers in the Malta Public Service who are on secondment/on loan/detailed with/deployed with/on attachment to Public Sector Organisations may also apply Duration of assignment and Conditions 2.1 A selected candidate will enter into a 36 months assignment as a Research Analyst in the Police Department, which may be renewed for further periods. 2.2 The position of Research Analyst is subject to a probationary period of one year. 2.3 The position of Research Analyst is classified as politically restricted. Salary pegged to the position 3. The salary attached to the position of Research Analyst is equivalent to the maximum point of Salary Scale 7, which in 2016 is 25,231 per annum. Duties 4. The duties of Research Analyst within the Police Department include:
2 a) Constant monitoring and analysis of EU Regulations in the field of Police Affairs; b) Drafting of Instruction Notes, Briefing Notes, Speaking Notes, etc. for delegates attending meetings on behalf of the Police Department; c) Preparing and attending meetings both locally and abroad regarding Police Affairs, such as EBF, ISF, RF, FRONTEX etc; d) Following up and coordinating replies for reports with other stakeholders; e) Completing a constant flow of questionnaires emanating from EU institutions, Police institutions in other Member States, and from the CoE; f) Conducting necessary research and analysis and providing comments on various EU documents and communications; g) Conducting appropriate research in areas relating to cross-border immigration aspects, analysing such research and preparing various memos on emerging EU issues which need to be brought to the attention of the Department s Senior Management; h) Researching the Police affairs systems of various countries and preparing recommendations to the Department s Senior Management on best practices observed which could be replicated in Malta; i) Preparing other annual reports in order to satisfy Malta s membership in various international and European institutions; j) Maintaining adequate statistics and completing a series of questionnaires emanating from the European Commission on a number of subjects, such as on posting of workers, new forms of mobility, etc; k) Following the necessary research, devise a plan for various projects such aimed at reducing bureaucracy, implementing measures announced in the budget and the electoral manifesto relating to the area of Police affairs; l) Continuously monitoring EU Regulations and Directives which are being discussed and issuing detailed Instruction Notes, and Briefing and Speaking Notes; m) Monitoring and preparing the necessary notes on other EU Directives; n) Preparing various internal memos on issues that require to be analyzed, such as on internal procedures which may not be in line with the EU Regulations; o) Taking a leading role in preparation for Malta s EU Presidency in 2017, and acting as a technical aid to the person/s who will be representing Malta as Chairperson/s in meetings and committees related to Police Affairs; p) Providing support by initiating and preparing for the Administrative Commission in Brussels any Maltese submissions (AC notes) concerning the EU Regulations;
3 q) Proposing changes to the law or procedures initiated by Malta (for example those concerning Annex entries, or arising from changes to Maltese legislation); r) Providing support by recommending Maltese intervention in cases before the European Court of Justice (ECJ) arising from other Member States; s) Providing support by providing briefings for Maltese officers (verbal and written) for any Maltese cases referred by the Court in Malta to the ECJ; t) Providing support in any work analogous to the above concerning the bilateral agreements with non-eu states; u) Maintaining effective relationships with Research Units in counterpart institutions in other Member States to ensure the efficient operation of liaison arrangements; v) Complying with any other duties consistent with the above, which arise from time to time; w) Keep records of developments of EU funded projects and their implementation; x) Any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary. Further details of the job description of the position may be obtained from HR Civilians Office, Police General Headquarters, Pjazza San Kalcidonju, Floriana, FRN Eligibility requirements 5.1 By the closing time and date of this call for applications, applicants must be Public Officers or Public Sector employees currently performing duties in the Public Service or RSSL employees: OR (a) A recognized qualification at MQF Level 7 (subject to a minimum of 90 ECTS/ECVETS or equivalent with regard to programmes commencing as from October 2008)in the field of European Studies, International Relations, Management, Social Policy, and Public Policy, or an appropriate, recognised, comparable qualification, plus one (1) year relevant work experience, OR (b) A recognized qualification at MQF Level 6 (subject to a minimum 180 ECTS/ECVETS or equivalent with regard to programmes commencing as from October 2003)in the field of European Studies, International Relations, Management, Social Policy, and Public Policy, or an appropriate, recognised, comparable qualification, plus three (3) years relevant work experience,
4 (c) in a Salary Scale not below Scale 10 in the Public Service, or in a comparable level of responsibility within RSSL or another Public Sector entity, and with six (6) years of relevant work experience. To determine the comparable level of responsibility of Public Sector employees currently performing duties in the Public Service and RSSL employees to the level of responsibility of the position advertised, the Selection Board should invariably and formally consult the Director/HR Manager responsible for the respective Public Sector entity. The current arrangement, whereby Public Sector employees performing duties in the Public Service remain on the books of the respective entity, shall continue to apply in the case of Public Sector employees who are selected for the position, subject to the consent of the entity. RSSL employees will remain on the books of the company. In the eventuality that RSSL employees attain indefinite status in the Public Service in terms of S.L , their employment with RSSL will ipso facto be terminated. Unless RSSL employees attain indefinite status with the Public Service after the lapse of the four year period in the position in terms of S.L , appointees will be entitled to revert to their previous position with RSSL with their previous remuneration package at RSSL. Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question by the closing time and date of the call for applications. 5.2 Due consideration will be given to applicants who, besides the requisites indicated in paragraph 5.1, have proven relevant work experience. 5.3 Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable, as per provisions applicable to this call for applications (see link below). Submission of supporting documentation 6.1 Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the application. Scanned copies sent electronically are acceptable. 6.2 Original certificates and/or testimonials are to be invariably produced for verification at the interview.
5 Selection procedure 7. Eligible applicants will be assessed by a Selection Board to determine their suitability for the position. The maximum mark for this selection process is 100 and the pass mark is 60. Submission of applications 8.
