2 WELCOME to CAMP OLJATO! W elcome to Camp Oljato, the High Sierra Camp of the Pacific Skyline Council, Boy Scouts of America. We are pleased to provide this information on Camp Oljato for your summer camp planning and experience this year. Camp Oljato is more than a beautiful location; Camp Oljato also offers a engaging Camp program and staff that emphasizes the aims and methods of Scouting. The goal of the Camp Oljato staff is to help youth build character, develop citizenship, and increase physical and mental fitness. At Camp Oljato we emphasize the Scout Oath and Law as well as the patrol method in all appropriate activities. We provide opportunities for youth to develop these skills in an authentic outdoor experience with positive adult role models. Scouts and leaders will encounter a variety of experiences that are fun, challenging, and designed to facilitate personal growth. At Camp Oljato we believe in a fine balance between merit badge work and fun in the wilderness. Whether you are here for our traditional program, Voyager Program, or both, all of us at Camp Oljato look forward to assisting you and your unit having the best summer camp experience possible. Please take time to read through this Leader's Guide and make sure you attend the pre-camp Meeting prior to your unit coming to camp. There have been significant changes and additions to our program and facility this year as part of Camp Oljato s 75th Anniversary celebration. 3 THE VISION OF CAMP OLJATO Is to give every Scout a truly memorable outdoor experience while building Scouting ideals through advancement and mentorship. GENERAL CAMP INFORMATION Camp Oljato (Ol-JAY toe) has been in existence since The name Oljato is Navajo meaning Star Light on the Waters. Oljato is a magical place! It is located at 7,000 feet in the Sierras (Kaiser Peak Range) on the shores of Huntington Lake. Access to the heavily wooded camp requires a one-mile boat trip across the picturesque lake (or short hike depending on lake level). From the moment of arrival to the last day of camp, Scouts are immersed in the outdoor Voyage of Scouting. Waterfront activities are a key element of the Camp Oljato experience. Huntington Lake is a well-known sailing lake and Oljato is fortunate to have one of the most sheltered coves on the lake. This location allows Scouts to learn and explore on comparatively calm waters. During a week at summer camp, virtually all camp participants engage in several waterfront activities. Additionally, the campsite has magnificent giant pines and plenty of wildflowers with a mountain stream and no poison oak. There are platform tents within the eleven troop campsites. Each site has running water, tables and fire rings. Restrooms & showers are located nearby. In the center of Camp Oljato the Trading Post and rustic Dining Hall can be found. Surrounding these buildings are our newly constructed premiere program structures and areas for Nature, Scoutcraft, Handicraft, and Waterfront that have all been completed in recent years. We hope that you will truly enjoy the benefits of these incredible program areas CAMP DATES First Session June 19 June 25 Second Session June 26 July 2 Third Session July 3 July 9 Fourth Session July 10 July 16 Fifth Session July 17 July 23 Sixth Session July 24 July 30 PREPARING FOR YOUR WEEK AT CAMP OLJATO Find out what your Scouts want to do. Share with them what is available at camp. Have your Patrol Leader Council develop a list of things their members want to do at camp as an individual, with a buddy, with the patrol, and with the troop. Determine the advancement needs. Have the Patrol Leader Council develop a chart showing the advancement status of each Scout showing at a glance the needs of each Scout. Include those merit badges needed for advancement. List the objectives desired by the Patrol Leader Council. Perhaps certain Scouts need additional leadership responsibility or maybe present a challenge to one patrol to get them working as a team. Discuss summer camp at each Patrol Leader Council. Combine the lists and then start to pick and choose the most important ones related to camp.

4 PRE-CAMP LEADERS MEETING A leaders pre-camp orientation meeting is scheduled for Saturday, May 7, 2016 at 11am. It will be held at the Palo Alto Service Center, 1305 Middlefield Road, just north of Embarcadero Road in Palo Alto. The Palo Alto Service Center is in the Lucie Stern Center behind the Children s Museum and Zoo. The meeting will consist of program updates, and a review of the Camp Oljato Leader s Guide. We encourage unit leaders and the Senior Patrol Leader who will be at camp to be at this meeting. The meeting will last 1 1/2 to 2 hours. ADULT LEADERS IN CAMP Each troop is required to have at least 2 adults in camp at all times. The Guide to Safe Scouting states Two Registered adult leaders or one registered leader and a parent of a participant, one of whom must be 21 years of age or older, are required on all trips and outings. The unit is responsible for ensuring that sufficient leadership is provided for all activities. We recommend a minimum ratio of at least 1 leader for every 10 Scouts. National Standards for Boy Scout Resident Camps require that each unit in camp have at least one adult currently trained in Hazardous Weather Training. The Pacific Skyline Council requires every adult attending camp be Youth Protection trained, and registered in order to ensure a Criminal Background Check has been performed. If it is necessary for a changing of the guard among your adult unit leaders, we suggest that new leaders arrive at least a day early to assist in a smooth transition and to allow time for the new leader to acclimate to camp life. New leaders must report to the camp office upon arrival at camp. ADULT ACTIVITIES There will be times when adult leaders will be looking for a special activity to do at camp. Some BSA adult leader training courses will be available. Leaders who wish to assist with merit badge instruction or program activities should contact the Program Director. If any leader would like to help camp maintenance or conduct a service project, please let the Maintenance Director or Camp Commissioner know. UPON ARRIVAL AT CAMP OLJATO Don t forget your Tour Plan and Scoutnet generated Troop roster (3 copies)! The Scoutnet roster is from the Online Advancement or Scout Office. This is required for all units! Please do not show up before the scheduled arrival time on the first day of camp. Once there, a staff member will be waiting to assist you with equipment, the trip into camp, camp orientation, and getting settled into your troop site. Boat service across the lake on Sunday will begin at 3:00 PM. You will be assigned a time about ten days before your arrival. As you arrive at the Scout dock, you will be guided to camp and helped by your troop friend while you settle into your home for a week. Lunch is not served in camp on Sunday, please plan accordingly. BEAR PROOF your car. Please place your trash in the dumpster in the parking lot and leave no food-related items in your car. Parking at the Scout dock is extremely limited and is shared with Camp Kern by permit. Other than two Troop emergency vehicles all others will be requested to park in the overflow lots, attached at Rancheria, Lakeshore Public Dock, or by China Peak. Please do not block the dumpsters. Upon arrival in camp, your troop friend will lead your troop on an important orientation. Have your annual health forms (alphabetical order and separated by youth and adults) and medications (in the original containers) with you when reporting to the camp Office for check-in. All merit badge requests, medical screening and other check-in items will be taken care of at the same time during the check in process. Three copies of the printed roster of all who are attending camp must be turned in at this time. Show proof that at least one adult leader in your troop is currently trained in Hazardous Weather Training and that all adults have completed Youth Protection Training. Your troop friend will take you to your Troop site and help you set up camp for the week. The troop friend will also take Scouts on a camp tour prior to dinner (or just after dinner depending on when your troop arrives). Set up your campsite to your troop s delight, but please be careful not to damage natural surroundings. (If your Troop has more people than the stated capacity of your campsite, you will need to furnish your own additional tents.) If you have equipment problems, or any other needs at your campsite, please inform your Troop Friend or Commissioner. A Scoutmaster and SPL meeting will be held at the dining canopy at 7:00. Troops assemble at 6:00 pm for dinner. There will be an all denominational religious service at 8:00. The fire drill and flag ceremony will be at 8:20 followed immediately by the opening campfire program.

5 EARLY/LATE ARRIVALS & DEPARTURES Troops Who Want to Arrive Saturday - If your troop needs to arrive on Saturday, you are encouraged to camp at the various campgrounds that are in and around Huntington Lake. The phone number for the National Campground Service is or visit the website: Ask for the College or Rancheria Campground at Huntington Lake. Troops wishing to camp at Oljato on Saturday must make prior arrangements through the council office. A flat fee of $ will be charged for expenses related to the early arrival. In addition all troops planning to arrive on Saturday must call the camp office no later than Tuesday prior to arrival to arrange a boat pick up time at the boat dock. Saturday s scheduled morning runs are between 6 AM and 8:30 AM and a 7:30 PM run. Troops arriving on Saturday must remain in their own assigned campsites, bring their own food and cooking supplies, and wait for an assigned staff host to come to the campsite Sunday (around 3pm) for orientation. Saturday is staff s day off and all program areas are closed. Also, there is no Health Officer on duty. Come prepared! Any Scout arriving late to camp must report directly to the program office. IF DEPARTING EARLY FROM CAMP, SCOUTS MUST SIGN OUT AT THE PROGRAM OFFICE AND MUST HAVE AN EARLY RELEASE FORM ON FILE. THE ADULT INDICATED ON THE EARLY RELEASE MUST HAVE THEIR PHOTO ID AT THE TIME OF PICK UP. We are happy and ready to accommodate troops arriving on Monday, please let the council office know upon registration that you are planning on arriving on Monday. Monday arrivals should be to camp no later than noon in order to be able to participate in merit badge activities. SUMMER CAMP RESERVATION POLICY While still in camp, troops are allowed to sign up for the same week for the following year (or for an earlier week). The reservation sign-up fee is $150 along with an estimate of the total number of campers. Subsequent sign-ups, from close of camp until October 1, are for in-council troops. Reservation sign-up fee is $150 along with estimated number of campers. REFUND POLICY Fee is transferable to another Scout added to your roster but is non-refundable. Additional campers may be added to reservation upon approval of council if space is available. With a written request, full refunds of all but the $50 deposit may be given for payments made toward camp, up to one month prior to the event. After that, refunds are not given except in the case of a valid documented medical emergency. The participant count verified June 1 will be used for the unit balance and invoiced amount due. PAYMENT SCHEDULE AND POLICY Each camper will receive a free Camp Oljato patch With your reservation a $ non-refundable deposit is due that will be included as part of the total contingent fee. Deposit Due March 1, $50.00 deposit per camper due to hold each spot. For signing up as a Troop TWO leaders will attend at no charge FREE. We believe having positive adult role models is incredibly important. Consider this just another thank you for your valuable time that collectively allows us to develop the next generation of leaders! 6 SENDING MAIL TO CAMP If you are sending via US Postal Service, please be sure and include a CLEARLY WRITTEN return address on all letters and packages. If your troop has already departed, only letters with first class postage and packages with return postage will be returned to sender. All others will be destroyed. CALLING CAMP Unless there is an emergency, all incoming calls will be considered MESSAGES. Information will be passed on to the Scout or Troop Leader as soon as conveniently possible. Scouts are only allowed access to the phone with the permission of Camp Director or Program Director, and when accompanied by, an adult leader. The camp number is OUR PHILOSOPHY At Camp Oljato our customers are our primary concern. Your troop friend will be with your troop throughout the week and be a resource to you and your troop. The camp commissioners will meet with your Senior Patrol Leader daily and visit your campsite often. Daily Roundtables will also be held by the Camp and Program Director. These meetings will be informative, inspirational and entertaining. We believe in providing excellent service and entertainment throughout the week and will do all we can to make your experience one to remember. YOUR CAMP STAFF The Camp Oljato staff is composed of Scouts and Scouters from various councils around the West. Their main purpose in camp is to provide the program, instruction, guidance, entertainment and services to the troops in camp and in general share the wonderful experiences Scouting has provided to them over the years. The staff friend will be with you throughout the week by helping you prepare for inspections and teaching Scouts in the campsite. The staff has been carefully selected after comprehensive interviews with significant thought given to each individual and how they might benefit the camp, the campers, the staff and themselves. CAMP VOLUNTEER COMMISSIONERS The Camp Commissioner is a volunteer adult with the duties of helping Scoutmasters and Senior Patrol Leaders coordinate troop programs while in camp. The Camp Commissioner is there to help you, so utilize this valuable resource for your unit. If you are interested in becoming a Camp Commissioner, please call the Council office at The appendix of this leader guide also has a registration form to formally let us know what week you would like to support. THE CAMP PROGRAM IS THE SUM TOTAL OF EVERYTHING THAT HAPPENS IN CAMP. GENERAL OVERVIEW OF THE CAMP PROGRAM Each day at camp, the program is divided into three parts: morning, afternoon, and evening. Morning session consists primarily of campsite inspections, morning messages, and merit badge classes that each Scout signs up for. After lunch the afternoon session is primarily devoted to free-time, which allows Scouts to participate in whatever program opportunities they wish. This can consist of taking extra merit badge classes that they have not signed up for such as, swimming in the lake, shooting the rifles, visiting the trading post, hiking, sailing, canoeing, or simply sitting in their campsite working on homework. This time is for the campers to enjoy the camp however they wish. After dinner an evening of activities are provided by the staff that allow Scouts to grow individually and to bond as a unit. Troop Service Project Camp Oljato welcomes unit prefer to do service projects while in camp. This is an important part of the camping experience and helps Scouts feel a sense of ownership in Camp Oljato. The ranger staff will tailor projects to your troop s skill, overall age, and ability level. If you have any ideas about the service project you would like to perform, simply let us know. Tuesday evening troop friend night is designed for Scouts to have a chance to work on service projects with their troop friends.

7 WORK PARTIES Each spring and again in the fall volunteers come to Oljato to assist in camp set-up or closing. We have four weekends available for opening and three weekends for closing. Each participant will be guaranteed good food and get a special Oljato Work Party patch. You are encouraged to bring any special tools or equipment you might want to use. If you are interested in helping, please complete the form that is located in the Camp Oljato helpful documents link at and mail to the Council office or by to: sonny.payne@scouting.org. PROVISIONAL CAMPERS If a Scout is unable to attend camp with his troop, or wants to spend a second week at camp, arrangements can be made for him to attend with an already attending troop. This option is limited. Please see the form that is located in the Camp Oljato helpful documents link at Senior Patrol Leader WEEK Your Senior Patrol Leader is invited to attend Camp Oljato during any session when hs troop is not present. We know how busy your Senior Patrol Leader will be when his troop is in camp so we are offering your Senior Patrol Leader the opportunity to get a jump start on his program by coming up for an additional week when your troop is not present. This will enable your Senior Patrol Leader to work on merit badges or participate in special events and activities that he might otherwise not be able to do when attending camp as a leader with his troop. We will find a special place for your Senior Patrol Leader, either with another troop or as a special guest of the staff. The cost for this additional week is $175. Just complete the form in the form folder. GUESTS/VISITORS All visitors to Camp Oljato must make prior arrangements through the Camp Director and may not come to camp unannounced. When first arriving in camp, all visitors must sign in at the Program Office and pay for meals at the trading post. We encourage all visitors to find sleeping arrangements at the various public campgrounds and other lodging options near by as lodging opportunities in camp are extremely limited. Any visitor staying overnight must meet with the onsite Camp Health Officer to turn in a completed BSA Annual Health and Medical Record (most current revision available on including the portion requiring a physician's signature. There will be no exceptions to this policy. Adults 18 or older must also provide a Youth Protection certificate when staying overnight. The Camp Health Officer will issue a camp totem that allows access to the camp. Reservations for family camp must be made in advance and fees prepaid, please be aware that space in family camp is extremely limited and we encourage families to find other arrangements if possible. All camp rules must be followed all the times. All meal charges are to be paid in advance at the Camp Trading Post. BREAKFAST $7.00 LUNCH $8.00 DINNER $10.00

Call the camp for current times before arrival ON DEPARTURE DAY, SATURDAY, Troop departures are scheduled during the week, but generally run from 6:00am - 9:00am TRANSPORTATION TO CAMP Transportation to camp is by car or by other means of transportation that your unit arranges. Please abide by seat belt policy and be sure to check insurance coverage for all vehicles used to transport Scouts. All units are also required to file a Tour Plan at their Council office. A Tour Plan is required at check-in. Passengers must wear seatbelts and may not ride in the cargo section of any vehicle. Parking at the Scout Dock is extremely limited, please bring as few vehicles as possible. Many units have found it beneficial to use charter bus services. Here are two vendors currently used by Troops visiting Camp. Preferred Bus Charters or El Camino Trailways or A TYPICAL DAILY SCHEDULE - Subject to change 7:30 Morning Assembly and Flag Ceremony. Breakfast follows. 8:15 Mandatory SPL Meeting with Commissioners 8:15-9:00 Camp Inspections 9:15 Morning Messages 9:30 First Merit Badge session 10:30 Second Merit Badge Session/ Scoutmaster Roundtable 11:30 Third Merit Badge Session 1:00pm Lunch is served 2:00-5:00 Open Program Time 5:30 Dinner Assembly and dinner 7:00(ish) Evening program and Flag Ceremony assembly 10:00 Quiet time CHECKOUT PROCEDURES (Saturday Morning) To facilitate your Saturday morning departure: On Friday afternoon, thoroughly clean all the equipment. It should not be LEFT UNCLEAN. Your Troop Friend will be with you all morning. The Camp Commissioner will check your site. Once your troop is all packed up, check: Site is free of ALL litter remove all paper from bulletin boards. All tools are present and clean. The latrine is stocked and clean. Tents are repaired and properly erected. Fire is TOTALLY OUT and pit is clean. A cleaning fee of $50.00 will be charged for an improperly cleaned campsite. Furthermore, troops are held financially responsible for any damage to camp equipment. Proceed to the dining hall for a continental breakfast and cereal. Remaining medical forms and medications are returned at this time. Take all troop gear to the slip dock and get instructions for loading the boat for departure. Boats depart between 6:00 and 8:30 am The Saturday departure schedule will be finalized at the Friday Adult Leader meeting. Family Campers depart with their respective units. We need every troop to do its best to adhere to these procedures and times. Our turn around period is very short and the staff must be released by 10:00 am. They need some time to relax and unwind from the week s demanding work. We need to make sure the camp is prepared and set up for the next week. Your support is greatly appreciated.

10 SPECIAL EVENTS & ACTIVITES On Sunday before the first evening assembly there is a mandatory adult leader and Senior Patrol Leader orientation meeting held under the Dining Hall canopy. There is also a mandatory Fire Safety Demonstration. On Monday there is a mandatory Fire Alarm/Lost Bather Drill. Special events and programs held during the week typically include the Opening Campfire, Flag Retirement Ceremony, In-Camp cooking, OA Day, Scoutmaster BBQ, Adult Leader Cracker Barrel, Eagles Nest, Honor Patrol and the Closing Campfire. Times and locations are announced daily at the Senior Patrol Leader meeting and at the Adult Leader meeting. Special adult leader training will be available. There are daily food runs where food deliveries are picked up across the lake. Volunteers are needed to help load the boat with food for camp. At the Friday morning adult leader meeting, Tribe of Oljato segments and advancement beads are distributed. The Tribe of Oljato patch may be purchased at the trading post. Immediately following the closing campfire one adult leader from every troop needs to come to the dining hall. There the staff will be passing back the blue cards, both complete and partials, along with other important forms and medications. In-Camp Cooking on Wednesday: All troops prepare and eat breakfast, lunch and dinner in their campsites on Wednesday. The menu for the day can be cooked on an open fire, but camp stoves are available. Food is packed by the kitchen crew and is made available for pick up by troops at the designated time. This is an opportunity for Scouts to work on their cooking advancement requirements as well as improving overall patrol teamwork. The staff will be available for meals by invitation. Large troops might consider bringing additional cooking gear. Campfires Camp Oljato facilitates three different campfires throughout the week. The camp staff will perform an opening and closing Campfire for the campers. The Wednesday night commissioner campfire allows each troop to participate along with the staff. Please come to camp ready to perform a run-ons, skits, songs, and cheers as a troop. Your troop friends will be ready to help you, if need be. All performances must be Scouting appropriate. OA DAY Wednesday night during flags there will be a brief presentation about the OA. At the end of that presentation, all Arrowmen will be asked to wear their sashes throughout the day on Thursday. As we move closer to summer the camp and the lodge will look into the availability of Arrowmen to host a social event for all Arrowmen at camp. OLJATO PROGRAM AREAS SCOUTCRAFT Staff is prepared to instruct participants in the following Merit Badges: Hiking, Backpacking, Orienteering, Pioneering, Wilderness Survival, Emergency Preparedness, Camping, Cooking and Fire Safety. Individual Scouts and patrols can build towers and bridges from available resources. An overnight hike and camp-out will be take place on Wednesday. This is highly recommended for all first year Scouts. Trail to First Class The Trail to First Class program is for all Scouts needing to pass off rank advancement requirements for Tenderfoot, Second Class and First Class. Camp Oljato offers a merit badge period for teaching these skills. We suggest that new Scouts who are focusing on rank advancement take this course, as they will meet every day to work on requirements. For Scouts who have only a few requirements to pass off, it is suggested that they do not sign up for a class, but rather work on their requirements during the free-time. Please note that Scouts who come to camp as Scout or Tenderfoot will not be First Class by the end of the week, but if they attend class every day and work hard during the free-time, they will complete many of the requirements needed to advance. Nature Area and Trail Camp Oljato offers many opportunities to discover and learn about the environment and the unique ecology of the High Sierras. We offer nature trail tours which are given by our nature staff. Take in the diverse terrain and abundance of wildlife in their natural habitat.

11 HANDICRAFT Indian Lore, Art, Leatherwork, Woodcarving and Basketry merit badges are offered in the Handicraft area. Paints, dyes, leather stamps and other tools are available. Merit Badge supplies are well stocked and available for purchase in the Trading Post. BOWS & BARRELS Rifle and archery ranges are available for use by all campers who have a signed parental release form. All participants must participate in a safety orientation from the range instructor prior to using any of the shooting sports equipment. All ammunition and arrows are provided at the range. There is a $20 per person charge for shotgun shooting merit badge, which is to be paid for at the trading post. The cost for all non-merit badge shotgun shooters is $10 for twenty-five shots or an unlimited pass for the week of $30. All.22 ammunition is provided for free at Camp Oljato. Scouts taking archery must purchase an arrow kit that is sold at the trading post in order to qualify for the merit badge. Swimming Huntington Lake offers some of the best water recreation in the Sierra Nevadas. Camp Oljato s swim area operates in strict accordance with BSA policies and is used for merit badges, rank advancement instruction, and free-time swims. Although the water temperature is usually safe for regular water-related Scouting activities, there might be times during the beginning of the summer when it is slightly colder than normal. THE WATER AT OLJATO IS CONSIDERED COLD BY MOST. Boating Camp Oljato provides sailboats, catamarans, kayaks, canoes, and rowboats. Huntington Lake is home to world-class sailing. We recommend that you and your Scouts take advantage of the great sailing opportunities offered during freetime. In accordance with BSA s Safety Afloat, everyone in a water vessel must wear a life vest and have passed the BSA swimmer test. Any camper who is a non-swimmer can take a sailboat ride, but only with a certified BSA Lifeguard. An orientation and demonstration of ability is required to use equipment. It is highly recommended that each camper bring a wetsuit if they plan on spending a lot of time using the boats or other water vessels. Mile Swim This is an individual activity that is open to all campers, Scouts and adult leaders alike who pass their BSA swimmer test. The mile swim is a program that consists of an 800 yard swim on Tuesday, a half-mile swim on Thursday, and a full mile swim on Friday. Swimmers must participate in all three swims in order to receive the Mile Swim Award. In addition, they will need another troop member to be their buddy and help them count laps. The Waterfront Director will assign times, locations, and equipment to be utilized. BSA Lifeguard This program is for older Scouts (14 and older) and adult leaders. It will take about 30 hours to complete during the week and will require the person to work on requirements during all three merit badge hours, all day Wednesday, and most of the free-time throughout the week. The candidates will work closely with our waterfront staff throughout the week and learn all aspects of lifeguard skills and waterfront operation. If interested, please contact the waterfront director on Monday morning during swim checks. It is highly encouraged that at least one adult member in each troop certify. This will allow troops and units to participate in all water activities throughout the year while being covered by the rules and regulations outlined in the BSA Guide to Safe Scouting. **Note: There has to be at least 4 participants in the program during the week in order to run the class** Fishing Program Camp Oljato is a great place to fish and because of this encourages participation in the BSA s Take Me Fishing program. The stocked waters of Huntington Lake offer many chances to catch your fair share of Rainbow Trout. We recommend that fishermen practice catch and release, although you can keep the fish if you plan on cooking it in your campsite (note: the kitchen cannot store fish for you in the refrigerator). We also recommend the use of barbless hooks for easy release of the fish after they are caught. Please come to camp prepared to fish with your own equipment. The camp will have a few poles and basic equipment that can be used, but this equipment will be used primarily for those who are enrolled in the fishing merit badge class. We recommend that you bring your own fishing equipment if you want to fish.

12 Anyone 16 years of age and older must have a current fishing license to take any kind of fish, mollusk, invertebrate, amphibian or crustacean in California. Camp Oljato will NOT have fishing licenses for sale. We recommend purchasing the appropriate license at your local sporting goods store prior to coming to camp. If you do not get a chance to do this, however, you can purchase fishing licenses at the Lakeshore General Store. Make sure you have valid identification on your person in order to purchase a California State fishing license. When fishing at Camp Oljato it is the campers responsibility to know the California State fishing guidelines. Please be aware of and know that Camp Oljato will enforce all California State fishing regulations. CLIMBING & C.O.P.E. The Climbing merit badge, as well as free-time climbing, is offered with supervised instruction. Requirements and goals are similar to C.O.P.E but there are no age requirements. The Annual Health program release form must be signed to participate in this activity. EXPERIENCE TELLS US Scoutmasters suggested that we include a section in the guidebook providing some suggestions that only experience can provide. Here is a collection of those ideas: Plan your schedule wisely to include as many of camp s programs as possible. 1st year campers should only attempt moderately easy merit badge. Limit merit badge work three to four. Review the difficulty level of all badges. Many merit badges require advance work before coming to camp. All Scouts must review requirements and come prepared. Scouts should be allowed to try something new and in a variety of camp areas. Organize the attending patrols before coming to camp. Utilize existing patrol leadership and structure as much as possible. Schedule some rest during the day as well as at night. Be a spirited troop all over camp. Drink lots of water and get plenty of rest. EARNING A MERIT BADGE The process of earning a merit badge at camp is the same as earning one back home. Briefly, the necessary steps a Scout must take to earn a merit badge are: Pick a subject and talk with the Scoutmaster to receive pre-approval. Get a SIGNED merit badge card and fill out the personal data sections in ink before coming to camp. Acquire the merit badge pamphlet and read all requirements. Work on requirements that are likely not able to be completed while at camp and bring to class. Work with the counselor while at camp to complete all requirements. Arrangements can be made for other meeting times above and beyond the camp program schedule. Do what s required. A Scout is required to do all of the requirements as stated - no more and no less. If it says, show or demonstrate, then that is exactly what must be done. The same applies for words such as make, list, collect, write, identify, describe, in the field.

13 Merit Badge Classes The teaching of merit badges at Camp Oljato is an important part of the program. Ensuring that campers receive the highest quality instruction is vital to the integrity of the Scouting program. While at camp, Scouts must complete all of the requirements no more, no less in order to receive the completed blue card. Scouts who do not complete the merit badge will receive a partial and will be able to complete the merit badge back at home with a local merit badge counselor. Some of the merit badges offered at Camp Oljato have requirements that cannot be completed while at camp. Merit badges such as environmental science (solitary observation), astronomy (night observations), weather (out-of-class observations), first aid (teaching others), to name a few, will require extra effort on behalf of the Scout. It is suggested that the Scoutmaster look through the merit badge requirements that each Scout is taking and plan on fulfilling those aspects before camp begins. This will ensure that the Scout will receive the completed merit badge while at Camp. Many of these requirements can be fulfilled at camp with the assistance of the Scoutmaster during the Scout s own time. Scouts should also read requirements before coming to camp and begin any such requirements prior to coming if they wish to complete the badges at camp. We offer merit badges as only one part of the overall camp experience. It is suggested that leaders limit their Scouts to three merit badges to work on while at camp, we also suggest having a alternate merit badge in mind in case you happen to finish one early. This will allow the Scout to participate in other areas of camp that create a well-rounded camp experience. We do not want to see a Scout come to camp and spend the entire week sitting in classes. Due to BSA policy or because some of the more difficult skill-oriented merit badges require increased strength Camp Oljato has an age limit requirement for a few merit badges. Scouts must meet the minimum age requirement to take Small Boat Sailing (13 years old+). It is suggested, but not required, that older Scouts take rifle and archery as they require strength usually found in boys 13 years and older. At Camp Oljato the staff works hard to see that every Scout gets into merit badge classes that he would like to participate in. Additional staff will be added to accommodate the needs of the merit badge classes as needed. It is wise to look for merit badges that are not normally offered in your hometown and try for those while at camp. Try new things and look for variety. Proper planning between the Scout and their adult leader and parents will be a big help once the Scout arrives at camp. In order for Scoutmasters to follow the progress of their Scouts throughout the week it is recommended that they come to camp with worksheet packets for the merit badge classes they are taking and also it is recommended to have the merit badge book. In all of the nature and outdoor skills classes the instructors will be requiring Scouts to show knowledge and advancement by having them fill out their workbooks or take notes. In the traditional classes that follow more of a classroom approach these workbooks are great for note taking and placing the learning squarely on the shoulders of the Scout. They can be used for review by the Merit Badge Consoler and allow for greater retention of knowledge. OLDER SCOUT PROGRAM - C.O.P.E. Project C.O.P.E. stands for: CHALLENGING - OUTDOOR - PERSONAL - EXPERIENCE Project C.O.P.E. is a National B.S.A. program that was formally started in The program is specifically designed for the older individual Scouts, who form two-person and group teams and is composed of initiative games, trust events, low course events and high course events. Participants climb, swing, balance, jump, rappel and devise solutions to a variety of problems and situations. Most participants achieve much more than they ever imagined. While each C.O.P.E. Course is both different and unique, each participant that experiences it is encouraged to develop their own objectives. The program emphasis of C.O.P.E. revolves around seven major goals: TEAMWORK TRUST COMMUNICATION LEADERSHIP DECISION MAK- ING SELF-ESTEEM PROBLEM SOLVING This is an excellent program for the older Scouts becoming leaders within the troop. 16 THE OLJATO VOYAGER PROGRAM Camp Oljato offers our Voyager program for all campers over the age of 14 years-old. This program is designed for older boys and adults who want to participate in more high Voyager activities at Scout Camp. Participation in this program can be done in conjunction with merit badge classes, which will be taken in the morning, or it can stand alone and be the only thing a Scout participates in. A Scout can take merit badge classes and participate in Oljato Voyager Program, but they will miss the morning activities in order to take merit badge classes. Those who participate will be hiking, sailing, canoeing, participating in COPE (PENDING INSPECTION DUE TO DROUGHT), shooting, and rock climbing throughout the week. EVENING ACTIVITIES The evening hours can be the time when Scouts find it most convenient to seek out mischievous activities. Troops must plan programs so that Scouts have preplanned activities during the twilight hours. Special camp wide activities are scheduled each evening. Please be sure to take time for inter-troop fellowship. One of the many evening highlights that brings many Troops back year after year and is unique to Oljato is the Olympicade. This Oljato tradition is a themed Scouting competition involving all program areas which will engage your Scouts and Leaders alike in fun and fellowship. ADULT SERVICE OPPORTUNITIES There are many facility improvements that are on going at Camp Oljato. We are always looking for people who would like to help make Camp Oljato a better place. If you would like to participate in cutting wood, repairing buildings, plumbing, and roofing or in any other project that would require special tools, feel free to bring your own equipment. If you have a special skill set and would like to share it during your stay at Camp Oljato, do not hesitate to let the Camp Director know. You can always call the Camp at (801) to find out what type of projects we are working on at the moment. LEADERSHIP COORDINATION Roundtables will be held for Scoutmasters and adult leaders on Monday, Tuesday, Thursday, and Friday. These meetings are designed to keep you informed about the daily program while simultaneously infusing leadership concepts into your experience at camp. They are also a great time during which questions can be answered. We highly encourage that at least one adult leader from every troop attend the daily roundtable so that they can relay the appropriate information to their troop. LEADERSHIP TRAINING Camp Oljato also offers the following adult training opportunities: A. Safe Swim Defense - will be taught at the Campfire bowl on Tuesday at 9:30 am. B. Safety Afloat - will be taught at the Campfire bowl on Tuesday at 9:30 am. C. BSA Lifeguard - the class will begin on Monday after swim checks. It will take about 30 hours to complete during the week and will require the person to work on requirements during all three merit badge hours, all day and most of the free time throughout the week. There must be at least 4 participants enrolled to run the class. D. Boy Scout Leader Specific E. Introduction to Outdoor Leader Skills (IOLS) F. Climb On Safely G. Wilderness First Aid (Pacific Skyline Council is exploring vendors who might be able to provide the training, this will require an additional fee, more information will be ed once we are able to secure a vendor) MEDICAL REQUIREMENTS Everyone must have a completed the new BSA Annual Health and Medical Record ( current revision) within 12 months of attending camp. Parts A & B must be completed by the camper and signed by the participant and a parent or guardian if under 18 years of age. Part C must be completed and signed by a physician. There are no exceptions. Troops need to have forms in alphabetical order with Scouts first, followed by adults. Troops must also submit at checkin, a roster of only those who will be attending camp. A sample form is at the back of this guide. If your Scouts have special needs, such as attention disorders or anger issues, please bring this to the attention of the Health Officer or Program Director so we are prepared. Behavior problems can cause a substantial disruption to those participating in a camp activity and, if disruptive behavior persists, the Scout may be asked to leave. HEALTH LODGE Oljato employs a Camp Health Officer who is on duty to attend to health issues your troop might encounter. First Aid Merit Badge is taught at the Health Lodge.

17 PRESCRIPTION DRUGS Prescription drugs must be stored in a locked container at the Health Lodge (unless alternate arrangements are made with the Health Officer/Camp Director). It is required that all drugs come in the original prescription container with dosage instructions. It is strongly recommended that minimum quantities be brought to amp. It is required that troops assign an adult leader to take responsibility for assuring that Scouts take their prescribed medications at the assigned times. Hygiene HAND WASHING with soap and water is the best method for preventing the transmission of illnesses that are spread by contact or the fecal/oral route. All Leaders should encourage Scouts to use washing stations in the latrines and dining hall. The use of alcohol-based sanitizers after washing hands provides additional and desirable protection, but by itself is not a substitute for hand washing. Certain viral illnesses spread rapidly in environments like camps. Leaders should ensure that Scouts displaying fever, diarrhea or severe productive cough not be brought to camp while contagious. The protection from droplet infections by use of masks should be considered if individuals or clusters of individuals emerge with respiratory illness after arrival in camp. Most people attribute sporadic diarrhea to something they ate, however, viral enteritis is actually more common. When it occurs in a population residing together in close contact, it can be a significant problem. All leaders should be conscious of the potential for such infections and alert Scouts to report any change in bowel habits. Prevention with hand sanitation is the key to avoidance of intestinal viruses. Altitude Problems The susceptibility to high altitude illness or acute mountain sickness varies between individuals and is a potential problem, given the altitude of Camp Oljato. The common symptoms that appear after achieving higher elevation are throbbing headache, dizziness, light-headedness, fatigue, weakness, loss of appetite, nausea, vomiting and sleep disturbance. Most symptoms appear 6-12 hours after ascent and disappear within 3 days. They often respond to palliative measures and rest. Prevention is aided by insuring that Scouts are well hydrated during ascension prior to camp arrival. Dehydration worsens the symptoms and reconstitution with fluids including electrolyte solutions like Gatorade should be considered, especially in highly prone individuals. Allergies Scouts may be allergic to skin irritants, respiratory allergens or foods. They may not be aware of their sensitivity. Camp Oljato is prepared to diagnose and treat all emergencies related to allergic responses. Historical evidence of severe allergic reactions (e.g., anaphylactic shock) should be knowledge that leaders become aware of and share with the Oljato Staff. If food allergies are wide ranged, it is not possible for the Dining Hall to provide completely allergen-free meals on all occasions. Leaders are responsible for insuring that individual food substitutes are personally provided by the Scout s family. The Dining Hall can supply information regarding ingredients for all their meals and has some capability for storage of perishable foodstuffs. Individuals who carry personal Epipens and have a current prescription are encouraged to bring them to Camp Oljato. The use of inhalant bronchodilators can be very helpful for individuals with asthma or other respiratory conditions. In most cases, they are prescription medications and should be controlled by the Camp Oljato prescription policy. Over-the -counter nasal sprays can be personally administered, however, Leaders should obtain clearance from the Medical Staff for the personal use of such medications. Nosebleeds The combination of altitude, low humidity, sensitivity to dust or other nasal irritants and dehydration all contribute to the risk for nosebleeds in the mountains. Individuals with certain blood clotting disorders are at increased risk. Prevention by use of masks while working in visibly dusty conditions, application of Vaseline to the nasal lining and maintenance of hydration can help avoid nosebleeds
