3 Introduction Digital Broadcasting: what, why and who for Digital broadcasting or analog switchover is the national state project concerned with the transition to digital terrestrial broadcasting, because of refuse of the old analogue format of broadcasting. The number of used frequencies is to be reduced due to channel packing into multiplexes (8-10 TV programs in every multiplex). Ukraine is to turn on 8 multiplexes in accordance with the plan Geneva Ukrainian frequency palette doesn t have enough frequencies to broadcast in analogue and digital simultaneously, that is the reason for analog switchover to accompany the turning on of digital broadcasting. In order to maximize the efficiency of the process almost all related participants are to be involved, these are listed as follows: governmental institutions, broadcasters, administrations, NGO s. The key participants in this process are National council for television and radio, Ministry of transport and communication, National commission for regulation of communication, Ukrainian frequency supervisor, CRRT, broadcasters. The main goal for government is the execution of international obligations of Ukraine, the interests of broadcasters lay in executing loss free switchover to digital, that they are forced to execute. On the other hand the TV viewers are to be protected and do not lose the access to the television. Situation in Ukraine There s a lack of proper regulatory of digital television in Ukraine because of absence of special law. That s why several needs arise listed as follows: To apply changes to the Law of Ukraine For Television and Radio and the relevant ones To set and widen the terms that describe digital switchover To form the sharp job descriptions and powers of different government structures those are in the digital switchover project To create the concrete and transparent model of Broadcaster-Operator-Provider relations To set the procedure of licensing, skip the double-licensing model To anticipate the technical specification and standards with the specific law To anticipate the benefits for broadcasters that actively support and help with the digital switchover in Ukraine [3]
4 The Author Television Industry Committee (ITK) is a professional industry union of national key broadcasters, media agencies and advertisers that represents interests of Ukrainian television industry and cares about its members' defense. The main goal of ITK is the favor of television industry in Ukraine. During last two year the department exists in terms of ITK, which consists of representatives of all the companies that participate in ITK as members. It is the that is the author and the organizer of annual international forum Digital Broadcasting in Ukraine. ITK's strategic goal for is the creation of the proper conditions for transparent and effective digital switchover for both broadcasters and TV viewers. This goal is reachable due to the term of the biggest private and state participants of the process united. Preparing the Road Map we were basically aiming at: Complete the structure of existing organizations, companies and institutions Ensure the effective division of responsibilities in terms of key competencies of every involved organization To unite the best international, including European and US, practices of digital broadcasting implementation in terms of the Road Map To form the pure and almost perfect project of digital switchover concerning the Ukrainian realities Author s Note We propose everyone interested to join the discussion of Road Map of Digital Switchover. Considering the fact that the development of technology, the implementation of the current model of digital television in Ukraine is not perfect. Every year new standards are being developed (DVB-T2), as well as models of DTV vary from country to country. It s important that these models optimize and new models apply along with the new services such as mobile TV, IPTV, interactivity and digital terrestrial signal delivery. The model of project management described in this document is not constant too. The market change and/or new market players can become a source of change, for example as the digital broadcasting has created the need for new unit providers. The program is harmonious today and represents the most effective model of digital broadcasting implementation in Ukraine. Still the reasonability and the operational management details have to be review from time to time. [4]
5 About the Road Map The proposed road map for digital switchover is the action plan that is to be taken into consideration for the digital switchover process to be optimized. First of all the review of such type of documents will speed up the execution of international obligations in accordance with Geneva 2006 agreement, that states the year 2015 is the year for digital broadcasting with the analog one turned off completely. In second the review will help to implement the best European practice of digital switchover for Ukraine, because the prospective plan unites the elements of the most successful European experience. Mission and Goals of the Road Map The transition to digital broadcasting means the coordination between government bodies with the satisfaction of interests of broadcasters and viewers in mind. Besides the success of the project lays in efficient work with other organizations such as NGO s, equipment vendors, operators, broadcasters, etc. And that was one more reason to create this Road Map. The Structure of the Road Map is aimed at: - Involvement of NCDB,, National Council for Television and Radio, Ministry of Transport and Communication, CRRT, UCTB, UFS into result-oriented cooperation setting the responsibility and competency lists - Creating the single management panel that controls all the workflows, managing the dependencies between them - Starting the process for making the clear and timed decisions for different workflows of this Road Map, including the tactic moves and decisions - Provision of the structure that executes the Road Map workflows is effective and timed as well as the decisions that are made lead the project to success The Road Map Participants The situation that arose in Ukraine needs special regulations of digital broadcasting the foundation of an independent governmental body. National Commission for digital broadcasting (NCDB) is a collective and highest institution in the digital switchover process to realize interests of viewers and to unleash the full potential of both broadcasters and the state. 6 is a supervising and executive organization that unites almost everyone involved into DSO: government, TV companies, NGO s, other hired companies. consists of the workflows that unite the representatives of different organizations that have the highest competency in a certain workflow. Also existing bodies and companies involved in DSO are listed as follows: National Council of radio and television is the state body that has the highest competency in frequency planning, licensing the broadcasters and international coordination of the project. Ministry of transport and communication of Ukraine is a state body that is responsible for communication and the creation of a pure and complete system. Concern of radio broadcasting, radio and television (CRRT) is a state company that is mostly involved into building a network of transmitters, setting the transmitters and its service. Ukrainian centre of radio frequencies (UCF) is a government body that forms the complete plan of frequencies, executes the frequency planning and measurement, also is responsible for the proper use of frequencies. Television industry committee (ITK) is a market union of national broadcasters. Independent association of broadcasters (NAM) is a national union of regional broadcasters. Cabinet of Ministers of Ukraine (CMU) is a state executive body in Ukraine. Parliament Committee of democracy and information (Parliament Committee) is a parliament committee that executes the preparation of law that is concerned with mass media activity, juridical relations in advertising and internet development.
