1 Ireland s Best Young Entrepreneur 2016 Business Boot Camp - Laois Request for Tender You are invited to tender for the delivery of the above Business Boot Camp on behalf Local Enterprise Office Laois. The closing date for receipt of proposals is 4 pm Monday 5 th September Tenders received after the deadline will not be accepted. Tenders may be submitted by either of the following methods: 1. IBYE Bootcamp Details Competition Background The competition is open to individuals aged between 18 and 35 and will be judged under three distinct categories: Best Idea (not yet trading) Best start-up business (trading 36 months or less) Best established business (has been trading for 36 months or more) The first stage will be a county-based competition (run by the 31 LEOs) leading to the naming of the Best Young Entrepreneur in each county. This stage will include boot camps and mentoring programmes. This will be followed by regional finals and ultimately national finals with one business-person being crowned Ireland s Best Young Entrepreneur in March Full details on the programme are available at Considerations Participants will be at different stages and have differing levels of knowledge and experience of business. Workshop hours are time constrained

2 How can this be addressed? The content of the workshop is relevant to all stages. Workshop modules will have to be pitched at a high level by virtue of the time constraint, i.e. aimed at providing knowledge and understanding rather than detailed skills development. The extent to which each module can be developed and applied can then be facilitated by appointing mentoring hours to each participant that is commensurate with their needs. The selection process for finalists to participate in the Boot Camp will allow for a preview of the background, stage and needs of each finalists which will be communicated to the trainer/mentor in advance of the workshop. Two Key Boot Camp Deliverables 1. A written business proposal for the ideas category or a written business plan for all other categories. 2. The preparation of a Pitch to be presented to the Judging Panel on the judging day. Boot Camp Outcomes for participants NB: Outcomes will differ depending on the stage of the business Idea Stage Start Up / Established Assess their entrepreneurial traits and identify their strengths and weaknesses Assess their own strengths and weaknesses as the primary driver of the Understand how to identify and assess their target market business Develop a realistic and achievable Understand what a business strategy strategy for their business consists of and how to develop one Understand how to identify and assess the key opportunities and risks to their business Understand how to develop a financial plan Prepare a written investor proposal and pitch Boot Camp time allocation: 16 training hours Number of participants: Workshop Location: Laois (exact location TBC) Improve their capacity to implement their business strategy Improve their understanding of the key opportunities and risks to their business and how to address them Prepare a realistic financial plan that they are capable of implementing Prepare a written Investor ready plan and pitch

3 Dates/Times: The following dates have been set for the Bootcamp. Friday 11 th November: 2 pm 6 pm Saturday 12 th November: 9.30 am 5.30 pm Sunday 13 th November: 9.30 am 3.30 pm Please only submit a tender for this programme if you are available to deliver the programme on these dates. Please also consider that mentoring will be provided to all participants between 14 th November- 7 th December. Mentoring Sessions: Sessions to be allocated as required depending on participant needs. Estimated requirement is 36 sessions in total based on 18 participants (6 in each category) 2 sessions each for Idea, Start Up & Established. The allocation of mentoring sessions should be fluid and decided depending on each participant s needs, which will be determined at the Boot Camp. Post Boot Camp Mentoring: Additional mentoring sessions to be allocated to support the three winners to further develop their entries at Regional and National level. This may require up to 2 additional sessions each i.e. 6 sessions. For the purpose of the RFQ a minimum of 42 mentoring sessions should be included in total. A per session cost should be provided. Proposed Boot Camp Modules - 11 modules 1. You are the Driver of your business an insight into your entrepreneurial drivers, your capacity as the leader of your business, your strengths and weaknesses. An introduction to leading and working with a Team. 2. Business Strategy what does it mean, how to develop it, - what is your business strategy (where you are now, where you want to be in 2 years, what you need to do to get there, how are you going to do it) 3. Value Proposition - what does it mean, defining your value proposition 4. Target Market identifying your target market 5. Market Opportunity assessing competitive landscape, identifying the scale of the opportunity, analysing your position and competitive advantage 6. Securing Market Share route to market, pricing, promotion 7. Risk Assessment SWOT analysis of Technical, Commercial / Market, Management & Finance Risk & How to address these 8. Targets & Performance Measurement 9. Financial planning & sources of finance

4 10. Business and Revenue Model 11. Investor Proposal how to write an investor proposal, how to prepare and deliver the perfect pitch 12. Optional Additional Module Teamwork identifying your own and others characteristics & roles in teams, understanding how teams work, getting the most from your team Costs of Programme Delivery Tender should include (indicating VAT if applicable): 1. Fully inclusive tender for delivery of 1 weekend workshop, to include costs of delivery, printing, materials, travel and other expenses. LEO Laois shall not be liable for any costs incurred in the preparation of tenders. 2. Mentoring x 42 sessions LEO Laois will cover the cost of room hire and hotel food for the duration of the bootcamp. Boot Camp Methodology You are required to present a detailed description of the methodology and content. It is suggested that the methodology should include case studies. Ideally, the trainer/s delivering the modules may also deliver the mentoring if appropriate. Detailed CVs for each trainer should be provided as part of the RFQ. Mentoring The mentoring sessions should be aimed at supporting the achievement of the Boot Camp deliverable. Additional mentoring for the three winners will support them to further improve their proposal for entry in the Regional / National competitions. Tax Clearance Certificate/Revenue Access Code Before a contract is awarded, the successful tenderer will be required to produce a current valid Tax Clearance Certificate, and if the Certificate should expire within the course of the contract, a new certificate will be required. A successful non-resident tenderer will be required to produce a Statement of Suitability from the Irish Revenue Commissioners. All payments under the contract will be conditional on the tenderer being in possession of a valid certificate at all times. Evaluation of tenders The successful applicant will be determined on the basis of the most economically advantageous tender, following an evaluation process by LEO Laois. LEO Laois may not accept the lowest, or any, tender. LEO Laois may decide, following evaluation of tenders, not to proceed or to proceed with a limited number of elements.

5 Freedom of Information Information supplied in respect of this tender may be disclosed by LEO Laois under the terms of the Freedom of Information Act, provided it is not exempt from disclosure under that Act (e.g. personal information or commercially sensitive information where the public interest in non-disclosure outweighs the public interest in disclosure). Tenderers are invited on the tender form to indicate if they consider any information supplied to be sensitive. Under s. 29 of that Act, any tenderer must be consulted by OCEB before any decision to disclose such information is taken. If the tender includes sensitive information the tenderer should consider including the following paragraph in the tender submission addressing Freedom of Information, e.g. I understand that information about this tender not identified as sensitive may be released in response to a request under the Freedom of Information Act The Local Enterprise Office is obliged under the Act to consult with this organisation prior to any decision to release such information Conflict of Interest Any registrable interest involving the contractor and LEO Laois, its staff or their relatives must be fully disclosed in the response to this Invitation to Tender, or should be communicated to LEO Laois immediately upon such information becoming known to the contractor. In any case, such information must be made available prior to the award of the contract. The terms registrable interest and relative shall be interpreted as per Section 2 of the Ethics in Public Office Act, Failure to disclose an interest may disqualify a tenderer or invalidate an award of contract, depending on when the conflict of interest comes to light. Any other conflicts of interest which arise must also be fully disclosed to LEO Laois.
