Bigger Difference / Greater Diversity / Weakness comparing to EU/EEC in - Legal Frame work and implementation level - Production ability and capacity - Shorter history of collaboration - Infrastructure for a certification system (ex. Notified Body) - Testing standards Long way to go - No consensus up to now - It is not a simple job Many Obstacles. - A lot of thing to be studied and discussed

Basic idea - One certification work and it can be sold on every country in AEC Expectation - Providing a screening tool for consumer to find a reliable PPE - Reducing Burden to manufacturers/ providers - Lowering overall cost of the verification with in community Results / Effects? - Better PPE in AEC market in lower Price - It will help to provide better protection to workers - To reduce Accidents and Diseases - Contribution to make a stronger bond - For the early mover, a chance to grow in a bigger market

18 Things to be considered? (1) How to reduce the currently existing gap? Without a enforcing tool to use PPE, a certification system is meaningless - Technical support/collaboration needed to have a common or similar level of legal frame and implementation is required Decision to be made. - Which system to be benchmark (internal or external)? More Benefit? - Standard : Philippines(ANSI), Malaysia(MS/BS/EN/ISO)

19 Things to be considered? (2) An Internationally harmonized Certification system? In economic perspective; Good effect - Same products in Domestic and International market - Easier to sell products in oversea market. Bad effect - Harder to protect domestic Market How to protect the AEC market in economic term? Any fast track? / A weakness - Lack of Infrastructure - Utilizing Multinational Certification companies. - Ex, SGS, TUV.. - Easy but the effects? / Who will pick fruits?

20 Developing steps in a Certification system Step1: Only a few Government Agencies in operation, Mandatory Certification only Step 2: Still dominated by Government Agencies + a few private NB Step 3: Active operation of private NBs which are monitored by effective Accreditation system Voluntary CS introduced and became stronger Step 4: Self-declaration of conformity is widely accepted A Strengthened Product reliability law is enforced and implemented

21 In a developed Certification system Increased/Strengthened of - Legal implementation PL as well as OSH laws - Stronger Infrastructure(No. of CB) - Declaration on self-conformity - Roll of private sector - No. of Certificate(market size) Time & maturity
