Mini and micro co-operative children s trusts? Schools banding together mutually with their own local authority Co-operative College
The White Paper states: there is great scope for us to extend autonomy and freedom for schools.. direct funding and full independence from central and local bureaucracy.
Co-operatives and government The Big Society: We will support the creation and expansion of mutuals, co-operatives, charities and social enterprises, and enable these groups to have a much greater involvement in the running of public services - The Coalition Programme for Government
Co-operatives and government Co-operative Schools: We know that if parents have a say in how their school is run, the school is always better..what better way, then, to give parents direct involvement in their school than. a co-operative built around the needs of local children? We expect schools to use their increased autonomy to explore new ways of working together but collaboration in the future will be driven by school leaders and teachers not bureaucrats.
Supporting Schools Collaboration A schools-led system redesign Packaging services that schools need and will purchase Smooth transfer of services Children s services developed and delivered by schools banding together co-operatively Ensuring that best of local structures, skills and experience is retained and we get from A to B... Learning from early LA adopters
A vacuum? Government Funding reductions LA Service withdrawal Loss of local expertise and knowledge Rapid shift from Immature Market New providers Established providers with new offers School-based procurement Time and skills pressure on schools Distraction from the drive to raise standards Partnerships can share the burden and maintain the focus 6
Filling the vacuum.. Leave it to individual schools Schools source services from a wide range of providers Loss of local knowledge base Find a commercial provider Who decides which services are offered and developed? How is the client role fulfilled? Utilise existing partnerships Develop collaboration to meet shared needs Collectively purchase external support Directly employ required skills... And become COMMISSION FIT! 7
