National Improved Cooking Stove Programme at a Glance Karuna Bajracharya, National Adviser Alternative Energy Promotion Centre/National Rural and Renewable Energy Programme 1
Cooking is a everyday task throughout the year Cooking with traditional fuels in a traditional stoves & in a poorly ventilated indoor setting is of course not the choice, rather a mandate for rural populations all over the world Kitchen of high altitude Kitchen of mid hill area Kitchen of terai plain 2
Before formal national initiative. ICS Growth trend in Nepal 120, , , ,000 80,000 76,138 80,985 84,570 89,127 93,684 99,687 ICS Number 60,000 48,981 56,446 63,977 65,423 41,883 40,000 34,338 27,002 20,000 12,538 19,753 5, Fiscal Year 3
History of Improved cooking stove programme The Indian stove models, the Hyderabad and Magan Chulo, were the first Improved Cooking Stoves, introduced in Nepal, during the 1950s. In the 1980s, GoN initiated dissemination of ceramic prefabricated stoves, supported by FAO and UNDP. The ceramic-insert stoves proved inappropriate to most areas of Nepal, since they often broke during long and complicated transportation in hill areas and difficult to replace. The development of Improved Tamang Stove by Research Centre for Applied Science and Technology (RECAST )in early 90 s gave the stove programme a new look, which could be built on site by locally available materials. New initiatives in ICS dissemination (1990s) New stoves design - built from cheap readily available local materials Bottom-up approach, target oriented and demand driven Self-construction approaches, with and without subsidy
Emerging interventions ICS Smoke hood Clean fuels: Biogas, LPG, kerosene Briquettes ICS-most popular 5
Intervention of National Improved cooking stove (ICS) programe National ICS Program initiated by Alternative Energy Promotion Centre (AEPC) / Energy Sector Assistance Programme (ESAP) from Principles of improved cooking stove programme Participatory Demand-driven No direct end-user subsidy for mid hills Effective and Appropriate technology Ensure participation of women at all level ESAP II ( ) Scaling up of ICS activities, intervention of stove programme in High altitude and terai planes. Piloting of modern biomass solutions. 6
Started with purely development model Establishment of district promotion centre Full time staff from centrally located organisation for technical delivery Involving local NGOs as social mobilizing partner Capacity Building (decentral level/ grass root level) train people as many as possible 1 VDC = 6 promoters then reduced 1 vdc=3 promoter Assumptions: stove can be side programme of every development initiatives i.e.. add on to health, agricultural, gender Stove building skill has never been considered as skill for earning for the family Many programme took promoter training and stove intervention as marketing tool for showing multiple benefit to convince donors cross cutting theme(i.e.women, children, health, environment) resulted into incomplete intervention and fund loss 7
Selection of stove promoter (earlier practice) Rural, poor, needy, women Never tried for identifying entrepreneur who can run business adds value/effort for improving designs, market. Product diversification, bring ideas for attract buyers Emerged a concept of regional service centre for extensive coverage (9 National level NGOs serving as RSCs Implementers Local partner organisation/ (district based NGOs, CBOs, women groups, FUGs, Clubs) Multi layers and scattered responsibility High operational cost Minute information about users More trained stove promoters with 40% active but still part time job 8
Concept of commercialization One partner per district for channelizing prorgramme activities Stove promoters re named as stove masters Stove master selection (an improved version of selection criteria) Fm/local media announcement for paid skill training Dealing in a group as stove business group Entrepreneurship development emerging of quality and quantity product concept Departmentalization with in group (i.e. brick layers, helping hand for marketing) Business development fund Biomass test lab Quality standards/bench marks Exposure and business skills Stove entrepreneurs (representing thousands like them)video presentatio 9 accompanied by Regional service centre representatives
powerment ciety ahun, Nepal, R -Tanahun Implementing Partners Resource Management and Rural Empowerment Centre, Rural REMREC-Kavre Development / Service Katari C RDSC-Doti More than 357 Local Partner Organizations (LPOs) associated in implementing ICS programme Dhaulagiri Comm Kailali Kanchanpur Rural Resource Develo Electrification Umbrella Center, Organization, DCRDC-Baglu KKREUO-Kailali 32 Metallic ICS manufacturing and installing companies
Way forward.. CCS 2017 Think about For bankers: this is the area for investment For LFI/MFI: your channel can speed up things For foreign stove manufactures: your probable local dealer who knows the market and test of users For business houses: your CSR activities For carbon actors: channel and HR are ready For external development partners: stepping stone is already there come join For national and local bodies: door is going to knock at your end Together we can, we will and we must Thank You 11
Now let s further discuss Do the returns from their business ensure ATD? Attractive? Timely? Durable? Has it brought social respect for them? Respect from within the family? Do they have enough free time for their family? Do they see growth possibility? Are they willing to take it next level? Can they do it themselves? What kind of support do they want? How they want to do it? 12
