Guest Speaker: Pam Horton, Board Member, BC Coalition of People with Disabilities Pam Horton spoke in detail about the recently completed project carried out by the BC Coalition of People with Disabilities (BCCPD) with the Vancouver Taxi Association (VTA) to create a training manual and video for taxi drivers. The City of Vancouver has now required that all taxi drivers go through this training and Pam suggested the Committee may wish to consider recommending the same. Pam also sits on the Users Advisory Committee (UAC) at Translink. She described the function of that group. Discussion from questions included the rollout of the Compass Card program, engineering issues on a new Blue Bus model, and general concerns with busy bus routes and times. 3. Coach Housing - Chris Wilkinson, CNV - Phil Chapman, DNV - Stephen Mikicich, DWV Chris Wilkinson presented an overview of Coach Houses in the City of North Vancouver. The existing Adaptable Design Guidelines do not apply to Coach Houses and the guidelines for Coach Houses do not include anything about adaptability or accessibility. Though some of the elements of the Adaptable Design Guidelines could transfer to Coach Houses, some would not be relevant. Chris suggested there may be opportunity for a recommendation to Councils with a view to encourage adaptability and accessibility. Phil Chapman presented an overview of the proposed criteria for bringing Coach Houses to the District of North Vancouver. The public consultation was expected to be carried out in April with a proposal going to Council in May. Stephen Mikicich explained that the District of West Vancouver s draft proposal regarding Coach Houses had been out for public consideration since late 2013 and would be summarised for Council in April with a draft bylaw expected to be introduced in May. Stephen highlighted a desire to encourage adaptable design as a feature to benefit homeowners with a desire to accommodate changing needs of residents. Saved 25-Jun-14 21:01 by LS Page 2 of 5
3 ACTION: Development and Inclusion Subcommittee to meet with DWV staff in regarding any specific feedback to include in report to Council. 4. Adoption of agenda Amendment to agenda: addition of Oxford Street Development. MOVED by Greg SECONDED by Sonia TO adopt the agenda as amended. 5. Oxford Street Development Doug Allan, DNV Planning, explained that the DNV Council had requested that the ACDI consider the development application for Oxford Street. Kelly Riopelle of GBL Architects explained the project. The issue in question was with regard to the following features in the proposed design which the architects were requesting be permitted though they did not meet the requirements of the Design Guidelines: - Bathroom wheelchair turnaround in Level 1 and 2 units: the diameter would not meet that required by the Design Guidelines but would satisfy the BC Building Code requirements. - Balcony thresholds in Level 3 units: the threshold would not meet that required by the Design Guidelines but would satisfy the BC Building Code requirements and the architects were hoping to provide an add-on to facilitate access. - Balcony wheelchair turnaround in 30 of the 62 Level 2 units: the diameter would not meet that required by the Design Guidelines but would satisfy the BC Building Code requirements. MOVED by Jean SECONDED by Teresa THAT the ACDI supports in general the provision of adaptable and accessible units in the project at Oxford Street. FURTHERMORE the ACDI supports the proposed Building Code approach to the adaptable bathroom design; Saved 25-Jun-14 21:01 by LS Page 3 of 5
4 encourages the applicant to provide a threshold or other measure which will allow a person in a wheelchair to access a balcony; recommends the balconies on the north side of the building be increased in depth to accommodate a 60 wheelchair turning circle; MOTION by unanimous consent TO postpone the rest of the agenda.
