2 Introduction Adult Substance Misuse Social Care and Social Work Service Funding has been obtained for the production of this booklet from the Newport Community Safety Partnership via the Home Office Building Safer Communities Fund. It provides a guide to Substance Misuse Agencies that operate within the Newport City Council area and is intended for use by the following: Individuals concerned with their own or someone else s drug or alcohol use and seeking information or advice Individuals seeking help/treatment for their own or someone else s drug or alcohol use Organisations who wish to refer individuals to a drug or alcohol agency for treatment or support Many of the agencies included in this booklet also provide education, training and awareness raising services. This booklet is not an exhaustive list of education and training providers. The Youth Offending Team, Probation and Prison Service also offer help for those within the Criminal Justice Service who have a problem with drugs or alcohol. Any feedback on this booklet is welcome. Adult Substance Misuse Social Care and Social Work Service Corn Exchange High Street Newport Tel: Monday-Thursday 8.30am-5.00pm Friday 8.30am-4.30pm This specialist adult substance misuse and social work service supports people with co-occurring substance misuse and mental health problems. Clients who have substance misuse problems can access: Community care assessment Regular contact with someone who can support them through the process of change Referrals to other useful agencies Admission to Residential Rehab Clients wanting to access support can make self referrals to Newport City Council duty team (01633) Referrals can also be made by other agencies, family, friends and GP. Service provided to anyone over the age of 18. Support is offered to anyone living in the Newport area. Once referral has been received contact offering client an appointment can be arranged within two-three weeks. During the first appointment the client s needs will be identified and how they would like these to be met. After three meetings a care plan with the client will be produced stating their goals and the appropriate intervention to meet their needs. Clients wanting to access residential rehab will need funding approved by Newport City Council. 3

3 Ask Education & Training CAMHS Young Persons Substance Misuse Service Education & Training on issues relating to sex & drugs. Organisations requiring training for their young people, clients or staff. Education - any age but primarily 12 to 30 years. Will try to meet them to decide what training they require, the content material and set dates/times. CAMHS Young Persons Substance Misuse Service Ty Bryn Unit St Cadocs Hospital Lodge Road Caerleon NP18 3XQ Tel: Monday Friday: 9am 5pm This initiative has been developed via Gwent Healthcare NHS Trust s Child and Adolescent Mental Health Directorate. The service is aimed at young people with complex drug problems. Interventions offered: Assessment Consultant input Treatment- Stabilisation, maintenance & Detox Advice and information Harm reduction Multi-agency work/ Consultative work Family work GP Liaison Dual Diagnosis Counselling/therapeutic interventions Anyone, referrals can come from families, professionals, friends and self. 25 and under, priority to young people aged under 18 years. We use offices based around Newport and home visits are also undertaken. first contacts you? A referral form is completed and discussed in a team meeting. At which it is discussed whether the referral is appropriate for this service, if not we can refer on to a more appropriate service. The assessment process takes place over two appointments and urine samples can also be taken. The plan of care is then formulated with the young person, detailing goals of the intervention. During the first weeks of treatment the client will collect their prescriptions from their keyworker at regular appointments, to ensure contact with the client and monitor progress. Medication is then collected from the pharmacy on a daily basis and for the first phase of treatment the pharmacist will supervise this being taken, within the chemist. 5

People can be referred to us or can just drop in Drugs and Family Support (DAFS) Tel: Mon-Thur: 9am - 5pm Friday: 9am pm Evenings: Tuesday: 6.30pm-8.30pm Thursday: 7pm-9pm Friday: 5pm-7pm We offer telephone, one to one and group support to any person who is affected by or concerned about someone else s substance misuse (including alcohol). We also provide talks in schools, youth clubs and to community groups. We provide parental information sessions on drugs and alcohol in various venues throughout Newport. Anyone who is concerned with someone else s substance misuse can contact us. We also accept referrals from drug and alcohol services, Social Services and other agencies. We provide a service to anyone over the age of 18. There is no upper limit. We use venues throughout Newport. We can arrange appointments at convenient locations near to the service user. first contacts you? First contact is usually made by telephone. We are warm and welcoming and allow the client to discuss their concerns. We listen in a supportive manner offering information as and when required. If a client wishes to meet, we arrange an appointment in their locality. We will discuss all concerns in a confidential manner, in a safe and non-judgemental environment 6 7

5 Ffynnon Project (Newport) Fusion Ffynon Project (Newport) c/o 3 Palmyra Place Newport Tel: Monday - Friday: 8.45am pm Ffynnon is a specialist tenancy support service for men and women who are addressing a substance misuse problem. Ffynnon currently can only support tenants of its three partnership agencies, Charter, Gwerin and Glamorgan and Gwent Housing Associations. However, applications are available from all parties who are homeless, in hostels or temporary accommodation. All those with alcohol or drug issues. 18 plus. All of Newport. first contacts you? We invite them for an informal chat and tell them what we can and cannot do. We can act as an after-care service from residential care. We strive to help people manage to maintain independence. Fusion 110 Lower Dock Street Newport Tel: Monday Friday: 9am 5pm Advice, information and counselling for anyone aged who is concerned about their own drinking and/or drug use or that of someone else. Anyone. Clients can contact us directly or be referred to us years. Fusion covers the whole of Newport and clients can be seen at numerous venues across Newport Clients are offered an appointment usually within 5 days of contact. Drop-ins will be held in the future. 8 9

6 Gwent Alcohol Project Gwent Arrest Referral Gwent Alcohol Project (GAP) 1 Palmyra Place Newport NP20 4EJ Tel: Monday - Friday: 9am - 5pm Free confidential advice, information and counselling for anyone aged 16 or over, who has concerns about their own drinking or that of a friend or relative. Anyone. Clients can contact us directly themselves or they can be referred by, GP s, hospitals, social services, probation, police etc. 16 or over - no upper age limit. The whole of Newport but clients are seen at our offices in Palmyra Place. Clients are offered an appointment to see a counsellor within 10 days of the contact. All clients are seen by appointment only. Gwent Arrest Referral (GAR) Heddlu Gwent Police, Police HQ, Croesyceiliog, Cwmbran. NP44 2XJ Tel: / Answer phone: Monday - Friday: 9am - 5pm Arrest Referral is an intervention that seeks to put a detainee in police cells in contact with GAR worker who will be able to give advice regarding their drug/alcohol use or indeed if necessary, facilitate contact with specialist Substance Misuse Support Services/ Specialist Alcohol Service. The service is available to anyone who is in custody or has been arrested. Service is available to all age groups. Covers the whole of Gwent Police Area which includes all areas of Newport. first contacts you? Detainees will be offered the opportunity to see a GAR worker for an initial interview/assessment. Detainees will then be offered appropriate advice/support to facilitate contact into a appropriate service/project

7 Gwent Specialist Substance Misuse Service (GSSMS) INCLUDE S Turnaround Project Gwent Specialist Substance Misuse Service (GSSMS) 139 Lower Dock Street Newport NP20 1EE Tel: Monday - Friday: 9am - 5pm What service/treatment does your We offer a confidential service for people experiencing complex needs with substance misuse issues. This entails a fully comprehensive assessment, with individualised Treatment and Care Plan packages; Medical Clinics and monitoring by specialist Nurses; substitute prescribing and detoxification; plus specialist Counselling. Clients are referred to us from their GPs, Social Services, Community Mental Health Teams, Probation, etc. We currently provide a service to anyone 25 and over. Anyone under this age will be referred to the Young Persons Substance Misuse Service (YPSMS). GSSMS covers all areas of Newport. Once a Client has been referred to GSSMS, an appointment is arranged for an Initial Assessment. If a complex need is identified, then an in-depth Secondary Assessment will be offered and completed by a qualified Nurse, who will obtain more information on the nature of the Client s substance misuse and psycho/social needs. Throughout this process Clients are required to provide three urine samples, to assess dependency. If a prescription is required, the Medical Team will then develop a Treatment Plan. The specialist Nurse and the Client will sign up to an individualised Care Plan and the Client will then be monitored on a regular basis throughout their treatment. Counselling is also offered. We offer substitute prescribing for those Clients who are using predominately heroin. We either prescribe Methadone or Subutex. INCLUDE S Turnaround Project Merthyr Road Whitchurch Cardiff CF14 1DG Tel: Fax: Monday - Friday: 9am - 5pm Support to young people as they strive to end their substance misuse. This consists of 25hours per week for 11 weeks. The three-phased programme consists of: An intensive assessment to determine the core strengths and needs of the individual A core curriculum which includes Me, Myself and Others; Anger Management; PSHE; Citizenship and World of Work The transitions phase which is a mainstream placement that looks at stability and personal responsibility for the young person as they enter education, training or employment This is followed up by support and guidance once the course has finished. Anybody. 14 to 19 year olds. All of Newport. Initial meeting followed by an assessment to determine the core strengths and needs of the individual

8 In2Change Kaleidoscope Wales In2Change 3 Palmyra Place Newport NP20 4EJ Tel: All Week: Open all hours from 8.30am to 11pm Supported accommodation for a period of three to twelve months Relapse management workshops, life skills training, resettlement and aftercare. Anyone can ring the project for information about the service. We can provide an information pack or informal discussion. In2Change is not a direct access project and applicants need to complete a form and interview prior to admission In2Change strives to be a drug and alcohol free project. Tenants can stay for twelve months. It is not a rehabilitation project but a second stage supported living scheme. Kaleidoscope Wales Rear of St Paul s Church Commercial Street Newport NP20 1LU Tel: Mon-Fri: 9am-12pm, 2pm-5pm, 6pm-8pm Saturday: 11am-6pm We provide support to people who are having difficulty with illicit drug use, particularly Class A drugs. Daily supervised Methadone consumption Counselling services A drop in serving hot drinks and light snacks You talk to a project worker who completes a brief form. We assess your needs and you are placed on a treatment list. Our own doctor prescribes medication which is administered on the premises. What age range of clients does your Adults: Drug and alcohol recovery. Anyone, users or professionals. Most of our clients are self-referrals. All Newport areas. 20+ All of Newport

9 Mentro Positive Futures/Activities for Young People Project Mentro c/o 3 Palmyra Place Newport Tel: Meet fortnightly for one hour Mentro is a service users forum and welcomes anyone who has or intends to use any alcohol or drug support service. Anyone. New members are always welcome. What age range of clients does your All those with alcohol or drug issues. All Newport. We usually meet in Pill at 2.00pm fortnightly on Fridays. 16 They can have an informed chat with the convenor on a one to one basis or just turn up to the Forum and be welcomed as new members. It is all very informal and friendly., but we can signpost interested parties and inform them of options as we have links with a number of services in Wales. Positive Futures/Activities for Young People Project Newport Tennis Centre, NISV, Velodrome Way NP19 4RR Tel: Monday- Friday (occasional weekends) Varies between 9am - 8pm Positive Futures is a national social inclusion programme that uses sport and leisure activities to engage with disadvantaged and socially marginalised young people. It aims to have a positive influence on participants substance misuse, physical activity and offending behaviour by widening horizons and providing access to lifestyle, education and employment opportunities within a supportive and culturally familiar environment. Within Newport we currently target the age groups who are considered to be at risk of substance misuse, school/social exclusion and youth offending. We target young people who are involved in the Education Other Than at School (EOTAS) System, Youth Offending Team (YOT), with Substance Misuse agencies and young people in the Bettws, Pill, Duffryn and Ringland areas of Newport. Any agency who feels that they have a young person or group of young people who fulfils the criteria above and may benefit from our intervention. Young people who access the community programmes do so, on a self referral basis. In all activities the young people involved are there by their own admission. We provide a service to young people between the ages of 10 and 19. We work with agencies that have groups of young people from all over Newport as part of the day time referral programme. However, we operate specifically within Bettws, Pill, Duffryn and Ringland areas of Newport as part of the open access community programme. We can arrange to meet the agency worker or young person/people involved to explain more about the Positive Futures programme and to assess or identify the needs/interest of the young person/people involved. If there is interest in the programme an appropriate activity or taster session may be able to be set up. 17

10 Progress2Work Solas Progress 2 Work The Old School Building Mill Road Caerphilly CF83 3FD Tel: Fax: Monday to Friday: 9am - 5pm Progress to work is an initiative of the Employment Agency for people who have had addiction issues. Our remit is specific to drugs. Alcohol alone is not within it but if the user has ever used illegal drugs then that meets the requirement. The service is to help former users or users who are not chaotic access work or training for work. The work can be paid or voluntary and the objective is to provide individual training, advice and support. Our workers will assist in skills provisions and job searches and whatever support will help the client achieve their goals. Anyone. Basically the client or anyone acting on the client s behalf. CARAT workers or others working within either the penal or justice systems frequently contacting us. There are no bars to the service, which is also accessed via the benefits agencies. What age range of clients does your Our clients are aged between 16 and 65. All of Newport. We expect to respond to any referral within 24 hours of it being made. Initial contact is passed to one of our field officers who then initiate a full referral face to face with the client. This may happen at their home, at a probation office (where appropriate) or at any other place deemed suitable by the officer. The officer will then seek to meet the client s needs. Solas 3 Albert Street Newport Tel: Every day: 24hours Direct access accommodation for homeless people. We also provide a range of accommodation, the direct access hostel being the main route into these. Anyone We take people from anywhere. If they are looking for accommodation and they are homeless and we have a room they would be able to move in. If we had no vacancies staff would offer advice and may ring around hostels in Cardiff to see if something could be found

Living Free Centre is now open at 125 Lower Dock Street, Newport NP20 1EG Mon - Fri 10 am to 3 pm. Where clients can access all the services we offer ie., Rehabilitation, counselling, etc. Offers different levels of training to help people work with young people with life-controlling problems. All training is based on a Christian format. There are fees. Produces own drug information leaflets and packages for schools, youth clubs and churches. Counsellors are trained Christian Counsellors. Rehabilitation for drug and alcohol is open to 18 year to 40 year olds, but exceptions are sometimes made. Counselling for over 18 year olds and upwards. Within the whole borough of Newport. Home visits are also offered. An appointment is offered within 1 week of the referral. The purpose of the appointment is to allow an opportunity to discuss experiences of drugs and alcohol in a safe, non-judgemental environment. Clients can contact us themselves, by telephone or via the Living Free Centre, or they can be referred by outside agencies. Anyone can contact the service. Young people can contact us directly but are usually referred from the courts or via a third party such as social services, education services, etc
