4 Local Traffic Regulations & Procedures The procedures given in this briefing will be strongly used during congested traffic period and when active ATC(s) online. Pilots are requested to review the regulations and procedures before entering Jakarta TMA, and comply with the regulations and procedures to avoid unnecessary workload and to achieve smooth expeditious traffic flow. Traffic comply with procedures has higher priority than the traffic that unable to comply. I. Airport Regulations Soekarno-Hatta Airport airspace is classified as class C. Tower area of responsibility at Soekarno-Hatta is 10 NM laterally and from ground up to 3,500FT vertically. Jakarta Approach area of responsibility is 80 NM laterally from WIII ARP (Airport Reference Point) and from 3,500FT up to FL150 vertically. IFR and authorized VFR flights only are permitted, when active ATC is available, all flights are subject to air traffic control service and separated from each other. When there is an online ATC at Soekarno-Hatta, training flights such as touch and go are only permitted with authorization from the active ATC. Pilot may consider alternate airport for touch and go and other training flights, such as Halim (WIHH) or other airports nearby. II. Ground Movement Advanced Surface Movement and Guidance Control System (ASMGCS) or Multilateration (MLAT) Soekarno-Hatta Intl. Airport is installed with ASMGCS/MLAT that will detect the aircraft call-sign and movement while on the ground that equipped with transponder. 1 Procedures / Actions Required By Pilots 1.1 Set assigned squawk number by active ATC before commencing push-back. Otherwise, set as soon as possible after receiving the squawk number. 1.2 On IVAP, keep the transponder to STDBY mode while not on the runway, and set to TX when entering or on the runway. 2 Procedures / Actions Required By Ground(s) 2.1 Tick ' ' on Show call-sign on squawk STANDBY in Label/Route Options.

Departure and Arrival 3 Departure 3.1 ATC Clearance Procedures During peak hours of traffic (Division events or similar activities), the pilot might be required to request ATC Clearance 10 minutes up to 30 minutes before push-back to Soekarno-Hatta Delivery or a higher ATC position (GND / TWR / APP) if Delivery is not active, by mentioning aircraft call sign, type of aircraft, parking stand and requested flight level if different from flight plan. This will be notified on ATIS Aircraft to request ATC Clearance minutes before push-back. 3.2 Departure Procedures Runway-In-Use For the purpose of departure, the expected runway-in-use for take-off is normally the closest one from the airplane's parking stand, depending with the traffic condition or the availability of the runway Departure Clearance Under normal condition, all departing aircraft will be issued with RNAV SIDs. RNAV SID will be given to traffic that comply with RNAV-1, pilot to select the required items on the flight plan 10. equipment: 'R' and on 18. other information to mention at least: 'PBN/D1' for RNAV 1. Other codes can be seen on Pilots are required to cross check the Route of RNAV SID and its constraints from the available chart. Otherwise, notify ATC as soon as possible if unable to comply. If for traffic management reasons, an SID / RNAV SID has to be canceled, the pilot will be given a specific departure instruction.
6 3 Departure (CONT) Intersection Departure To maximize the use of runway and expeditious traffic flow, ATC may offer intersection departure to pilot. Departing Aircraft will normally be directed by ATC to use the full length of the runway for take-off. PIC may request or ATC may propose an intersection departure. The PIC has the final authority whether to accept or refuse Minimum Runway Occupancy Time The separation between each arriving traffic may be as close as 5NM, this is very important for departing traffic to be ready for line-up and all the cockpit preparation is completed when reaching holding-point, and commence take-off after immediate takeoff clearance is obtained. Both pilots and ATC must give extra separation for text-only traffic. On receipt of line-up clearance, pilots should ensure that they are able to taxi into the correct position at the hold and line up on the runway as soon as the preceding aircraft has commenced its take-off roll or touched down. Active ATC may confirm if a pilot ready for immediate departure. After received ATC instruction 'cleared for immediate take-off' is required to act as follows: if waiting clear of the runway, taxi immediately on to it and begin take-off run immediately without stopping the aircraft, if already lined-up on the runway, take-off without delay, if unable to comply with the instruction, inform ATC immediately. Preferably before entering runway for take-off ATC Instruction Phraseology normally used, Phraseology Description Cancel altitude constraints Pilot can continue climb to the cleared Altitude or Flight Level unrestricted. Cancel altitude constraint over/ until <Way-point> Pilot can continue climb to the cleared Altitude or Flight Level unrestricted, Until that specific waypoint(s). Note: When ATC cleared an aircraft direct to a specific way-point within the SID, the constraints over that way-point onwards are still valid and the constraint(s) over the passed way-point(s) can be disregarded.
7 4 Arrival 4.1 Arrival Clearance Procedure Under normal condition, all arriving aircraft will be issued with STARs. RNAV STAR will be given to traffic that comply with RNAV-1. ATC will check on flight plan if 'R' is selected on the 10. equipment and at least 'PBN/D1' for RNAV 1 on 18. other information. Descent clearance is required before commencing descent. 4.2 Speed Control For arrival management procedures in order to facilitate the flow of arriving aircraft within Jakarta TMA, speed control may be used to optimize the spacing between aircraft and reduce the overall delay of traffic. Unless authorized by ATC, pilot must follow the speed restriction if following RNAV STAR. Otherwise: At or below 10,000FT MAX 250 KT 70 NM to 50 NM DKI At 300 KT From 50 NM DKI until NOKTA or ESALA At 250 KT From NOKTA or ESALA until intcp. Localizer 07L/R At 230 KT From NOKTA or ESALA until intcp. Localizer 25L/R At 220 KT Or follow the speed instructed by ATC.
8 4 Arrival (CONT) Phraseology normally used for speed control: Phraseology Description (Call sign), no speed restrictions Pilot to fly with its preferred speed without restriction on RNAV STAR speed restriction or arrival instruction. Including 250KT below 10,000FT. (Call sign), resume normal speed When speed adjustment is no longer required and pilot to follow the RNAV STAR speed restriction. Including maximum 250KT below 10,000FT. (Call sign), maintain KT until (Way-point or Miles final) Pilot are required to maintain certain speed until a given way-point or a distance to the threshold of the intended runway for landing. Note: if given a specific speed value to be maintained, report to the next ATC after being transferred. ATC will also communicate to other ATC related to speed control procedure on specific airplane. 4.3 Runway Operations Minimum Runway Occupancy Time Shall be strictly applied in order to achieve the highest possible rate for arrivals and departures. The separation between each arriving traffic may be as close as 5NM. Both pilots and ATC must give extra separation for text-only traffic. Pilots are reminded that rapid exit from the landing runway enables ATC to apply minimum spacing on final approach that will achieve maximum runway utilization and will minimize the occurrence of 'Go-arounds'. If unable to exit via the 1st or 2nd nearest rapid exit taxiway, inform ATC as soon as possible. Best before contacting Tower, enable ATC to adjust traffic separation for arrival. Aircraft vacating the runway-in-use should not stop on the exit taxiway until the entire aircraft has passed the runway holding point a Reduce Communication Workload During the congested traffic periods with Approach TMA, pilot to reduce communication workload by: Initial contact only requires (ATC), (Call Sign), (instruction received from previous ATC if given) Non-Standard runway selection Expected runway for landing will normally following the RNAV STAR runway allocation. However, ATC may offer different landing runway to pilot if deemed possible to expedite the flow of arrival. PIC has the final authority whether to accept or refuse if the required action to change routes and runway in Flight Management might crash the flight simulator software, depending with the computer specification Visual Approach Under VMC condition, ATC may offer visual approach to expedite the flow of incoming traffic. PIC has the final authority whether to accept or refuse the offer. Circuit Altitude is 1,500FT AGL. Runway 25R & 07R, right-hand traffic pattern.
9 4.3.4 ATC Instruction If ATC needs to cancel the STAR of an aircraft, the phrase Cancel STAR must be given along with the alternative instructions. Otherwise, follow the STAR given and its constraints. Phraseology normally used, Phraseology Description Cancel altitude constraints Pilot can continue descent to the cleared Altitude or Flight Level, unrestricted. Cancel speed restrictions Pilot can disregard the speed restrictions on the entire RNAV STAR segment. Unrestricted Pilot can disregard both speed and altitude restrictions. Note: When ATC cleared an aircraft direct to a specific way-point within the STAR, the constraints over that way-point onwards are still valid and the constraint(s) over the passed way-point(s) can be disregarded.
