1 University of New England Department of Safety and Security Parking Policies Welcome to the University of New England. The Dept. of Safety and Security is tasked with enforcement of University Parking Policies. Parking policies are established by the University to maximize the safety of our community, to protect University assets and to reasonably accommodate the transportation needs of our community. The University is considered a pedestrian community. Almost every building on campus is within 15 minutes walking distance from any parking lot. Please remember that the purchase of a parking decal is not a guarantee of a parking space. Experience has proven that the best strategy to obtain a parking space is to arrive on campus a few minutes earlier than you normally would. If at any time you have a question about where to park please contact the Dept. of Safety and Security at Ext We would be pleased to assist you. All students and university employees parking on university property must display a valid, current year university-parking permit. All permits are sold on-line at: une.thepermitstore.com Enter UNE as your destination. An important Note about parking on all campus Roadways and Driveways: All campus roadways and driveways are considered fire lanes. In order to reduce sign pollution driveways and roadways may not display a sign indicating no parking. You may be ticketed or towed for parking in a fire lane whether or not the area is signed. With Rare Exception Parking on campus is only permitted in marked parking spaces. Parking outside of a lined space anywhere will result in a ticket. About Parking Enforcement: Parking tickets are issued in accordance with current parking policies. From time to time the Director of Safety and Security may suspend these policies to accommodate special needs or circumstances. Officers are instructed to issue parking tickets for violations of the University Parking Policy. Because of competing priorities and limited number of officers on duty, officers may not be able to write a ticket for every violation that occurs. This means that if the officer is unable to issue you a ticket for parking illegally on one day do not assume that it is permissible to illegally park all the time. Parking Penalties: The usual penalty for parking illegally or driving improperly on campus is a parking ticket although in some cases towing of a vehicle is warranted. For example, a Resident student parking in a Faculty Staff or Commuter lot may be towed. Parking tickets must be paid in a timely manner. Failure to pay parking tickets due (that are not under appeal) may result in the

2 loss of campus parking privileges, towing/booting & storage of your vehicle away from campus and or disciplinary action. Outstanding tickets/fees for students are automatically billed to their student account. Unpaid tickets on a student account may be sent to a collection agency. Note: Persons accumulating more than 3 tickets in a 90 day period will receive an additional ticket for $35.00 in addition to the new violation you are cited for. Campus Speed Limit & Road Signs 15 miles per hour is the maximum speed limit on campus. Students violating the campus speed limit or operating their vehicle in an unsafe manner are subject to the judicial process and the loss of campus parking privileges. All campus traffic/parking direction signs must be complied with especially Stop Signs. Vehicles blocking driveways, other vehicles or parked in an unsafe manner are subject to towing and storage at the owner s expense. Vehicles parked in a lot they are not properly permitted for may be towed at the owner s expense. Persons parking on campus after their parking privileges have been revoked or suspended may also be towed and stored at the owner s expense. The registered owner of the vehicle is responsible for all parking tickets issued to their vehicle. Parking Permits, Purchasing a Parking Permit: Students, Faculty or Staff who do not purchase and pay for a UNE parking permit shall not be permitted to park on either campus of the University of New England. Parking permits expire on the last day of August of each year. A parking permit is no guarantee of a parking space on UNE property. All faculty/staff and students must display a current year decal by September 1 st. Parking decals must be clearly displayed on the inside lower right or left hand corner of the rear window where the passenger sits behind the driver (not the back window) Parking decals must be purchased on line at The cost of a University parking permit is not based on how often you may actually use University parking facilities. The fee is the same regardless of how many times the user may actually park on University property. Parking fees are set annually. No motor vehicle (as defined by Maine State Law) may be parked on campus without a current year parking decal. Parking Permits and Parking Lot Designations: Lot assignments are subject to change depending on the number of residents with cars returning to campus in the fall. Please check the UNE Safety and Security Website website when you get back to campus for updated parking lot assignments. Resident Students (students living on-campus)

3 Resident Students (those living on campus) Must park in a Resident parking lot. Resident students are prohibited from parking in any other parking lot. Resident parking lots include Lot # 10 which is adjacent to Marcil Hall, Lot # 15 which is across from the entrance to the Marine Science Center, Lots 22,28 and 30 which are all clustered around the Campus Services building which is located across the street ( Route 9)from the Alfond Forum and Lot 31 which is located at Sokokis Hall. Residents of Sokokis Hall can only park in the Sokokis parking lot. Please note that the parking lot surrounding Frederick Hall is now a commuter parking lot. Resident students who have visitors drive to campus must have their visitors park in Lot 31 near Sokokis Hall. A BC Resident permit will allow a Biddeford Resident to park in any commuter lot on the Portland campus. Students who are part-time employees are not eligible for a Faculty Staff Parking decal. Winter Storm Instructions Residential Life and Safety & Security will provide instructions to residents when it is time to plow the parking lots. These instructions must be followed to avoid being towed at the owner s expense. An notice will announce when the University of New England will be plowing parking lots. Cars parked in lots during the posted (by ) time periods that plowing will occur are subject to ticketing and towing at the owners expense. Important Note : Residents leaving their vehicles overnight during the Winter and anticipate being away from campus should make arrangements with friends, roommates etc. to move their vehicles during snow removal operations. Commuters Commuters or Residents may not park in a designated Faculty/Staff lot. Commuters may park in a Residential lot if they cannot find a space in a Commuter Lot. The designated Commuter parking lots on UC are 8, 9,14,16, 18 and 20. Commuters must clearly understand that if their vehicle is found to be interfering with snow removal operations it will be towed at the owner s expense. Faculty/Staff Employees or associates of the University, who are eligible to purchase a Faculty/Staff decal shall not purchase, lend or otherwise provide any student (including a family member who is a student) or non-university person a Faculty /Staff permit. Faculty/Staff parking permits provide employees access to parking areas that might not otherwise be available to students or nonuniversity persons. These parking areas are limited in number or location. In most cases there should be no more than one Faculty/Staff permit per employee on campus at one time. The designated Faculty /Staff parking lots on BC are 2, 3, 4, 6, 7, 12, and 24, however, Faculty and Staff can park in any lot they choose. There are also designated Faculty/ Staff parking spaces located in Lot 16, 8 and 10 Faculty may park in any lot on the PC. Non-Faculty (Staff) may not park on the campus core of the PC Mon-Fri 8AM-5PM.

4 Faculty and Staff who will be away from the campus on University business and anticipate leaving their vehicles overnight during the Winter must make prior arrangements with Safety and Security as to where to park to avoid being ticketed or towed in the event of snow removal operations. Portland Staff parking Staff on the Portland Campus may not park on the campus Non-Faculty staff must obtain a free BNC parking pass and may park at the Bishop St. Extension lot, the 2 middle rows of the Stevens Ave. Congregational Church or the UNE lot located behind the former national Guard Armory. College of Osteopathic Medicine Students Pay the regular permit fees in September of their 1st and 2nd year. No decal is required for 3d and 4 th year COM students. 3d and 4 th year COM students returning to campus must stop at the Security Office to obtain a day or temporary pass. Note: COM Interns or those completing their residency whose primary assignment is UNE and receive a paycheck form UNE must purchase a Faculty /Staff parking decal. OMM Fellows: Are COM students who step out of their program (they do not take classes) to teach and who receive a salary from the University. As such Fellows are issued a Faculty/Staff decal. Emeritus/VIP Parking Permits VIP-Shall be issued by the Dept. of Safety and Security upon request to those who have brought honor and distinction to the University. These permits carry the same privileges as faculty and staff decals. Emeritus- Available through the Office of the President Physician Assistant Students: Pay the regular permit fee in September of their 1 st year. No decal is required for the 2 nd year however PA students returning to campus for required classes during the second year must display an Electronic Parking Pass that will be ed to them by their department. Occupational/Physical Therapy Students: Who are in their 5 th year will only be charged ½ price for their decal regardless of the time of the year they purchase their decal. O.T/P.T. 5 th year students are only on campus for one semester. Campus Center Parking (Rear Lot) The rear lot of the campus center is a Faculty-Staff lot. Guests/Visitors of UNE Residential Students Parking Enforcement Policy: All guests/visitors bringing a car to campus must obtain a temporary parking pass from the Dept. of Safety and Security. Guests must park in Residential Lot 31 at Sokokis Hall.. Guests or

5 visitors who fail to pay for parking tickets may have their campus parking privileges removed and their vehicles towed from campus at the owner s expense. Motorcycles, Motor Scooters: Motorycles, motorscooters mopeds and the like must display a current UNE parking permit and park in the designated spaces provided for these vehicles. Motorcycles and Motor Scooters cannot be parked on university sidewalks, near entrances to buildings or inside any structure.. As these vehicles present a risk to public safety they are subject to towing immediately and without notice when in proximity to a campus building. Other Non-Vehicle, Gasoline or other Flammable Fuel Powered Transportation Devices: Cannot be parked on sidewalks, near building entrances or brought into any university buildings. As these vehicles present a risk to public safety they are subject to towing immediately and without notice when in proximity to a campus building. Temporary Permits: A temporary permit is required for all overnight guests. Temporary permits are required for all others who will be parking on campus for a period longer than the business day. Generally a free, temporary parking permit may issued for a period of time up to 2 weeks. If the student requires a temporary permit beyond that 2 week permit, an additional 2 week permit may be purchased at the UNE Dept. of Safety and Security at a cost of $ This permit can only be charged to a student s student account. This would provide the student with a total of up to 4 weeks parking at a cost of $ The 2 week $ permit is not available for less than 2 weeks. In other words you cannot purchase a 1 week permit for $ Exceptions are made on a case-by-case basis. Visitors of Resident students must park in the Sokokis resident parking lot. Day Pass: All visitors to the campus for the business day must have a day pass with a self-expiring sticker attached. Day passes are available at the Security Office. There is no charge for a day pass. Reserved Spaces: Reserved parking areas are designated for specific users and not available for general parking. Violators will be issued tickets and may be subject to towing and storage at the owner s expense. Conference/Workshop Parking, Electronic Parking Passes: All conference/workshop or meeting attendees bringing a vehicle to campus must display a conference pass. Contact the Security Office for instructions. Electronic Conference passes are free of charge but require a Security issued authorization number. Passes are not required during the summer months. Daytime Visitor Parking Spaces: Visitors may park in Commuter Lots. If no space is available they may park in Resident Lots.

6 Emergency/Service Vehicle Parking: Designated emergency/service response vehicles may park anywhere on campus. The Director of Safety and Security shall determine which vehicles operated by University personnel are designated emergency/service response vehicles. Examples include but are not limited to; UNE- EMS response car, Safety and Security vehicle, and certain facilities vehicles. Vendors/Contractors: Vehicles must be registered with the Dept. of Safety and Security, at no cost, before parking in University parking lots, except when parking on a job site is in agreement with a construction contract. Parking Lot Usage: All persons parking on University property must comply with all signage and written policies. Vehicles must be parked in authorized spaces. An authorized parking space consists of two (2) painted lines either white or yellow. The vehicle must be parked between the two (2) painted lines. Vehicles may not be parked in yellow-striped areas. Striped areas are usually located at the end of parking rows; the yellow stripes are close together indicating parking is prohibited at that location. Parking is also prohibited on the sides of campus roadways or on the grass. Patient Parking: There is no parking in designated Patient Parking during the times posted on the signs. The Health Centers (BC.) have evening hours. If you re a patient and do receive a ticket, bring it to the receptionist at the Health Center (U.C.) to have it voided. There is no parking in the reserved Dental Hygiene spaces or Health Clinic spaces on the Portland campus during the times posted on the sign. Parking on the Access road leading to and in front of Featherman, East, West and Champlain Hall. No parking is permitted at any time. This roadway must be completely free of parked cars at all times so that Police/Security/Fire/Rescue vehicles have complete unobstructed access to the Residence halls at all times of the day or night. Champlain Hall There is No Parking on the wide driveway in front of Champlain Hall. This paved area is for service and emergency vehicles only. There is no parking allowed on the entire Champlain Hall access road. Handicapped Parking: Only vehicles displaying a valid State issued handicapped plate or placards are permitted to park in handicapped spaces. Due to state law, UNE does not issue handicapped parking passes. The actual permit can be obtained at any state motor vehicle office. BodyWise/Finley Recreation Center:

7 BodyWise on B.C. and Finley Recreation Center on PC issue permits. BodyWise and HeartWise members may park in any Commuter parking area. President s Space, Presidents Parking Lot: The Presidents parking space is reserved for the President of the University at all times. There is no parking in the executive parking lot located adjacent to the Bush Center and behind Decary hall. Vice President s / Provost s Space (s), Reserved: Are reserved for Vice Presidents, Provost of the University at all times. Winter Parking Ban: The university no longer posts a Winter Parking Ban from November to April. The needs of the university and our students have changed. Community members are on campus at all hours of the day and night, year around. Alternatively, during a snow storm community members must call UNE Safety and Security and ask where best to park UNE Facilities makes great efforts to keep the sidewalks, Commuter and Faculty Staff lots clear during a storm. Vehicles interfering with those efforts are subject to ticketing and towing at the owners expense. Vehicle s parking in a Resident lot during the time the storm is occurring will not be ticketed or towed unless blocking a travel lane. Snow Removal Operations: For everyone s safety and to maintain on-going operations at the University, snow removal operations can begin at any time during a snowstorm. The University makes reasonable efforts to warn residents, commuters and faculty/staff by and or signs in the residence halls or academic buildings when snow removal operations are underway and it will be necessary to tow vehicles. If you are unclear about the method of notification in your residence hall contact your RA or Area Coordinator for more information. If you are a commuter or a member of the faculty/staff contact Safety and Security at Any vehicle on University property interfering with snow removal operations will be subject to tow at any time of the day or night at the owner s expense. Student Athletes attending away games, Students away from the University on University business during the Winter Parking Ban You Must Contact the Department of Safety and Security at You will be provided with a permit marked Overnight Approved and instructed where to park This exemption will only be valid during the time of the actual event you are required to attend and reasonable travel time to and from the event. Car-Pool Program Persons wishing to participate in the Car Pool Program must sign up at the UNE Safety & Security Office. There is no charge for Faculty and Staff. You will be given a car pool hangtag and 2 parking day passes. The day passes are for times when your car pool partner is unable to drive in with you and you can t find another passenger. The day pass allows you to park on campus in any regular (not car pool) parking spaces. If you run out, more day passes will be given to you up to a total of 10 per year.

8 Your car pool partner should sign up for the program as well. Your partner will be given the same passes in the event you can t drive on a particular day. A number of designated car pool spaces have been reserved on campus. The basic premise of the car pool program is that in order to park in one of these spaces you must have more than one occupant in the vehicle (a minimum of the driver and one passenger). A car-pool hangtag is only valid for designated car pool spaces Mon-Friday 6:30 AM-4: 30 PM: The car pool hangtag is valid for any other appropriate parking space on campus after 4:30 PM and on weekends. After 4:30 PM and on weekends you do not need to have another occupant in the vehicle. Please note that the additional hours and weekends feature of the car pool pass is for regular participants in the car pool program. You cannot obtain a car pool pass if your regular working hours are after 4:30 PM. In that case you would purchase a regular permit on-line at Commuter Students can participate Commuter Students are welcome to participate in the program however, there is no price break on the regular parking permit. In other words, students must still purchase the regular parking permit for $ The advantage to participating in the car pool program would be savings on gasoline, a reduction in the number of vehicles on campus and the ability to park in a reserved, centrally located parking area. Hang Tag and Day Pass Instructions: Place the hangtag on your rear-view mirror facing outward. Make sure you have a passenger with you and park in the designated car pool spaces. If your car pool partner is out for the day, try and find someone else who may want to share a ride. If you can t, use the day pass provided. Peel off the clear circle and place it on the dot on the day pass. Hang the day pass from your rear view mirror and park in any appropriate parking space on campus (not the car pool spaces). The day pass will self-expire within 24 yours. If you run out of day passes stop in at the Security Office and we will give you more. Appeals: Tickets cannot be appealed unless they meet the criteria stated below. Any person wishing to appeal a parking ticket and meeting the criteria for appeals must go on-line to une.thepermitstore.com and click onto Citations. Follow the directions from that point. The decision not to enter a ticket into the appeals process because it does not meet the criteria is final. Tickets will be entered into the appeal process only if the basis of the appeal is: A genuine, urgent and verifiable situation that necessitated violating UNE Parking Policies. Tickets will not be entered into the appeal process for any other reason. If no appeal is received within 5 days the recipient will be billed for the ticket. Unfamiliarity with University Parking Regulations will not be considered a defense.
