1 Ventura County Track & Field Cross Country Coaches Association Constitution: Last Updated 12/10/12 Article I Article II Association Membership A. Any high school located within the County of Ventura shall be deemed a member of the Ventura County Cross Country and Track & Field Coaches Association (VCCCTFCA) and may participate in the Championship Meet. B. Schools that are geographically located outside of the County of Ventura may participate in the Championship Meet under the following conditions: i. Schools located outside of the County must apply yearly to be in the Championship Meet. ii. Any school applying to be in the Championship Meet must be from a league where a majority of schools in that league are a part of Ventura County. iii. The application must be received on or before the date of the County Meeting prior to the start of Track and Field season. Schools submitting applications must be present at the County Meeting for consideration. iv. Membership is granted if at least two-thirds of the schools in attendance at the County Meeting approve that school's application. v. Membership is granted for not more than one year. Cross Country Section 1: Teams Boys: Girls: Four Divisions- Varsity, Junior Varsity, Sophomores, Freshmen Three Divisions- Varsity, Junior Varsity, Frosh/Soph A. It is the intent of the Association that the Varsity Cross Country team will be comprised of the seven fastest eligible runners on a team, regardless of grade level. No more than seven runners from a school may be entered into this race. B. The Girls Frosh/Soph team will be comprised of the eight fastest freshmen or sophomores who are not on Varsity. No more than eight runners from a school may be entered into this race. C. The boys Freshman and Sophomore races will be comprised of the freshmen and sophomores not running Varsity. There is no athlete limit to these races. D. The Junior Varsity division will be comprised of any remaining team members not running in the Varsity, Frosh/Soph, Sophomore, or Freshman races. There is no athlete limit to this race. Section 2: Time: The schedule for the Ventura County Cross Country Championships is: Junior Varsity Boys- 1:30 Sophomore Boys- 3:50 Junior Varsity Girls- 2:05 Varsity Girls- 4:25 Freshman Boys- 2:40 Varsity Boys- 5:00 Frosh/Soph Girls- 3:15

2 Section 3: Section 4: Section 5: Length of Course: The course shall be approximately three miles and well marked. Conducting the Championship Meet A. The location of the Ventura County Cross Country Championships each year shall be Lake Casitas, with the Association President (or designee) responsible for making the arrangements. The Championship meet shall remain at Lake Casitas each year unless the site is unavailable. B. No later than ten days prior to the Championship Meet, each participating school shall send a roster, in an appropriate Hy-Tek Meet Manager/Team Manager format, to the person timing the meet. C. Schools are required to run a Varsity level team if they wish to enter a JV team of the same gender. Each participating athlete, regardless of division, is expected to compete under the direction of the Honest Effort Rule. D. Schools associated with the Ventura County Cross Country Championships, regardless of their attendance and participation at the meet, shall be responsible for one or more jobs to help host the meet. Any school failing to adequately cover the job(s) assigned to that school will be assessed a fine of $100 by the Ventura County Coaches Association. Awards: A. Individual place medals will be given in each event on the day of the meet. A "Large School" shall be defined as any school in Divisions 1 or 2 according to the CIF-SS for the current school year. ii. A "Small School" shall be defined as any school in Divisions 3, 4, or 5 according to the CIF-SS for the current school year. B. The Association Coaches will nominate county athletes for most outstanding runner at each grade level, plus the runner of the year. i. Nominations must be received by the Friday following the state meet. No nominations will be allowed on the night of the meeting. ii. Only athletes who competed at the Ventura County Championships are eligible to receive an award. An exception can be made for an athlete who was unable to run due to extenuating circumstances. C. Each school will receive one vote for each award. Only schools in attendance at the County Coaches Meeting will be eligible to vote. D. A single award may be given to more than one athlete if the majority of schools in attendance agree to split such an award.

3 E. The top 24 finishers in both of the Varsity races will be considered as "All County" runners. The top eight finishers will be on the First Team, the next eight finishers are on the Second Team, and the next eight finishers are on the Third Team. Article III Section 1: Section 2: Section 3: Section 4: Track and Field Time: The Championship Meet will begin at 3:00 with field events. Running events will begin at 4:00. An approximate time schedule is listed in Section 6. Location: The location of the Ventura County Track and Field Championships shall be Moorpark High School. The Championship Meet shall remain at Moorpark High School each year unless the site is unavailable. Classifications A. Any eligible athlete from any grade level may compete. B. Events shall be designated by three levels: Invitational, Seeded, and Rated. The only division competing shall be Varsity. Athletes may compete in multiple event levels (Invitational, Seeded, and Rated) in this meet. C. Laned races shall have 9 athletes per level (27 total competitors per event). D. The 800, 1600, and 3200 meter runs shall have 12 athletes per level (36 total competitors). The Seeded and Rated 3200 meter run shall be combined into a single heat. E. Field events are intended to have 9 athletes per level (27 total competitors per event). It is understood that reasonable adjustments might be needed to facilitate multiple athletes having the same entry mark. This includes having more or fewer than 9 athletes per level or having more or fewer than 27 total competitors. F. Each participating school may enter one team into the 4x800, 4x100, and 4x400 meter relays. Athletes need not be declared in the entries of these events. Entries for the Championship Meet A. Participating schools shall send their entries, in an appropriate Hy-Tek Meet Manager/Team Manager format, to the person timing the meet by Friday at 7:00pm, one week before the Championship Meet. This list of athletes shall be referred to as the "Original List." i. Schools not submitting entries in an appropriate format by the deadline will not be seeded into the meet. ii. For running events only, any school not seeded into the meet shall be able to send athletes to the clerk of the course the day of the meet for possible inclusion if any scratches have occurred. B. No school shall submit an athlete for an event who has not met the qualifying standard in that event. Schools may only submit marks an athlete has achieved during the current outdoor Track and Field season. Under no circumstances may athletes compete in an event for which they have not met the qualifying mark, even if an event is not filled.

4 C. Marks must be updated on the County Website on a weekly basis. Athletes whose marks or times are not updated on a weekly basis shall not be entered. D. A school may submit a maximum of three (3) athletes per event, regardless of the number of qualifying athletes from a school. Any school submitting more than three (3) athletes into a single event shall have all their athletes in that event scratched. E. Athletes may not be added to the Original List in any event, nor can times be updated on the night of the scratch meeting. Athletes who are scratched will have their spots filled by people already on the Original List. F. During the scratch meeting, if an event has not been filled, any athlete meeting the minimum qualifying standard may be submitted for entry to the person timing the meet. This list of athletes shall be referred to as the "Alternate List". i. Entries for the Alternate List must be submitted on the night of the scratch meeting. ii. Alternate List athletes are allowed to exceed the maximum of three (3) athletes per school per event rule (Article III, Section 4D). iii. Athletes on the Alternate List shall be sorted according to their best mark and added to the end of the Original athlete list and shall not "bump" any athlete on the Original List. iv. If there are empty positions/lanes after the check-in deadline on the night of the Championship Meet, the following order shall be used to add people into the empty position/lane: 1. Athletes on the Original List in order from "Fastest" to "Slowest". 2. Athletes on the Alternate List in order from "Fastest" to "Slowest". 3. Any other athlete who has met the qualifying mark, ordered from "Fastest" to "Slowest". This also includes athletes not originally submitted, as per Article III, Section 4Ai-ii. Nominations must be sent to the Meet Director by 5:00pm the day before the County Championship Meet. ii. Each school will receive the nominations list in their packet and shall have one vote per category. The ballot must be turned in to the press box by 8:00pm the night of the County Championship Meet. All school associated with the Ventura County Track and Field Championships, regardless of their attendance and participation at the meet, shall be responsible for one or more jobs to help host the meet. Any school failing to adequately cover the job(s) assigned to that school will be assessed a fine of $100 by the Ventura County Coaches Association. B. Coaches shall remain off of the infield unless they are actively assisting with the running of the meet. Coaches actively assisting with the running of the meet shall not coach their athletes. C. Athletes shall check-in to their event in a reasonable amount of time prior to their event. Athletes not checking within the allotted time prior to their event shall be scratched, removed from the event, and have their spot filled by an alternate. D. The allotment of attempts in field events shall be as follows: i. Four Throws shall be given in the Shot Put and the Discus Throw at the Invitational level. Three throws shall be given at the Seeded and Rated levels. ii. Four Jumps shall be given in the Long Jump and Triple Jump at the Invitational level. Three jumps shall be given at the Seeded and Rated levels. E.
