3 GENERAL REQUIREMENTS FOR LEVEL CROSSINGS NOTES TO SPECIFIER These notes do not form part of the Specification. Scope of the Section Use of Guidance Notes In considering civil engineering works at level crossings, there are certain elements of work which are common to all types of crossings. Not all Clauses within this Section will be necessary for every level crossing Contract, but it is recommended that this Section be included in the formulation of a Specification relating to construction works for each of the differing types of level crossing This Section should be read in conjunction with the Level Crossing Guidance Notes, document MC230GN. - 3 of 8 - RT/CE/C/008/230N/3/Issue No. 1A/31 January 1997
4 Definitions and abbreviations GENERAL REQUIREMENTS FOR LEVEL CROSSINGS The following definitions and abbreviations shall apply: (i) AFIGP - Agreed Final Installation Ground Plan. The AFIGP graphically depicts the physical arrangements including the existing services and all associated required dimensions for all items of road and rail infrastructure appertaining to the level crossing installation and its protection system. (iii) UTX - Undertrack crossing, URX - Under road crossing, (iv) REB - Relocatble equipment building. NOTE TO SPECIFIER Insert any further definitions or abbreviations to be referenced in the Specification. A detailed list is included in the Level Crossing Guidance Notes. ( ) Agreed Final Installation Ground Plan Construction work at a public vehicular level crossing shall not commence without the AFIGP specific to the crossing. Construction work at non-public vehicular level crossings may commence without an AFIGP provided prior approval is obtained from the Employer's Representative. Railtrack's Level Crossing Standard Drawings Positioning of equipment All construction work Site shall be carried out in accordance with the AFIGP. ( ) Construction work at level crossings shall be carried out in accordance with the relevant Level Crossing Standard Drawings. A list of Level Crossing Standard Drawings to be used in this Contract is shown in Appendix 230A.!CHECK! ( ) Liaison with other contractors on the Site shall be carried out by the Contractor to ensure crossing equipment (permanent or temporary) is located to avoid existing or proposed equipment (permanent or temporary) to be supplied by other contractors. Telecommunications equipment shall be located such that telecommunications service providers may maintain their service without access to the track. 5 Sight lines Level crossing equipment or infrastructure (permanent or temporary) shall be positioned so as not to impair visibility of sight lines to the level crossing for pedestrian, vehicular or rail traffic. Vegetation shall be trimmed back as necessary where specified on the AFIGP in accordance with Sections : Management of Lineside Vegetation.!CHECK! ( ) Method statement to be submitted with the Tender Further to Railtrack Line Standard RT/LS/S008,!CHECK! an outline method statement for construction of the level crossing(s) shall be submitted with the Tender.!CHECK! The outline method statement shall include but not be limited to the following: (i) (iii) (iv) (v) (vi) the proposed method of excavation for the UTX(s) and URX(s), details of absolute possessions required for the level crossing works, and a list of work proposed to be carried out in such possessions, details of protection (TII) required for the level crossing works and a list of such work proposed to be carried out under such protection, details of electrical isolations of electrical traction supply required for the level crossing works, and a list of work to be carried out in such isolations, details of road or footpath closures required for the level crossing works, method of installation of level crossing equipment including craneage where necessary. ( ) Detailed method statement Further to Clause !CHECK! a detailed method statement shall be submitted to the Employer s Representative for acceptance not less than two weeks!check! before start of the relevant work. The level crossing works shall not commence until the detailed method statement has been accepted by the Employer s Representative. ( ) Construction works requiring absolute The following items of work at level crossings shall be carried out under absolute possession: possessions (i) all construction involving permanent-way renewal or alteration, all construction involving level crossing surfacing systems. The following items of work at level crossings may be required to be carried out under absolute possessions: (i) construction of undertrack crossings, - 5 of 8 - RT/CE/C/008/230N/5/Issue No. 1A/31 January 1997
6 (iii) (iv) (v) construction of under road crossings which lie between the level crossing stop lines, excavations for turning chambers, positioning of relocatable equipment buildings (REBs) and portaloos, positioning and erection of camera and lighting columns. ( ) Rail joints in level crossings Rail joints in level crossings shall be in accordance with Railtrack Line Standard RT/CE/S102. ( ) Necessity of completing all works prior to commissioning All works on Site shall be completed a minimum of 7 days!check! prior to commissioning of the level crossing protection system. This work shall include all snagging lists to be acted upon and agreed as completed by the Employer's Representative. ( ) Removal of redundant crossing equipment All redundant level crossing materials and equipment shall be removed from the Site by the Contractor. ( ) Securing redundant level crossings out of When a redundant level crossing is to be secured out of use, the following items of work shall be carried out: use (i) removal of all redundant level crossing equipment from Site, (iii) (iv) (v) removal from Site of all level crossing surfacing materials, breaking up and removal from the Site of all carriageway and redundant construction materials within the confines of Railtrack s boundaries, and making good as necessary, securing Railtrack's boundary either side of the redundant level crossing with fencing materials in accordance with Section 240: Fencing and Gates!CHECK! as specified on the AFIGP, or to match the existing type as applicable, removal of all road and rail signs appertaining to the redundant level crossing, and making good as necessary. It thus includes publications referred to within the text and notes to Specifier in the Section. The publications referred to within the text of the Section should be checked for currency prior to the compilation of the Contract version of Appendix D. Where the Specifier finds that a reference has been amended or superseded, the Specifier should check the effect of the change for logistical, technical and contractual significance and for alterations to referencing. The Specifier should delete references to publications not applicable to the Contract and include any additional references within amendments or non-model Clauses in the Contract version of Appendix D.
