1 General Requirements: The existing fixed diamond crossing at the Armstrong Way / Wilkinson Street junction (NG7 7NW) has become contaminated with material from roadway run-off and requires re-ballasting and a new drain installing to prevent this contamination re-occurring. This work will be done in conjunction with the replacement of Noel Street Diamond Crossing during Easter No trams will be running on this section of track for approximately 2 weeks from 28 th March and the work must be completed within this timeframe, no later than 0500 on Thursday 11 th April. This closure allows for other disruptive work such as this to be done with no trams running for two weeks. The route from the depot to Hucknall / Phoenix Park will remain open throughout the normal hours of operation as shown in figure 1 below. NTL will provide possession management and isolations as required. All other labour, materials and equipment will be provided by the contractor. Where work is undertaken in residential areas, NTL will ensure that adjacent properties are advised at least seven days in advance to mitigate the effects of noise. The works must not impede vehicular access at the Armstrong Way / Wilkinson Street road junction. Similarly, a safe pedestrian route must be maintained throughout the duration of the works. 2 Certification and proof of competence: All equipment used in association with the this work must be fit for purpose, and a copy of the most recent maintenance inspections must be provided to NTL prior to the commencement of the work. Where activities include safety critical or specialised skills, the contractor must provide the relevant certification and documentation as proof of competence prior to the commencement of the work. Failure to produce any part of these documents prior to commencement of the work will result in the refusal by NTL to allow the contractor to undertake work on the system. Supporting documentation: To assist with safe and correct operation and to meet NTL s contractual obligations, the following documents can be made available upon request: ENG030 Asset Handover & Handback Doc. Ref /034 - NET Trackwork Design Specification Track access: Prior to commencement of work the contractor must ensure that the requirements stipulated within appendix 2; all contracting staff must attend an NTL PTS course which will be provided free of charge at an agreed date prior to the works. The contractor must ensure that their staff are available to undertake this course (this course is entirely separate from the Network Rail PTS scheme). NTL will ensure that access to the worksite is protected by, turning off the powered points on the open lines (WSP6 and WSP3), clipping the points in the correct position and the placement of stop boards. Possession and overall management of the worksite will be done by NTL. The site will be handed over to the contractor in accordance with NTL procedure ENG030 Asset Handover and Handback (a copy can be made available upon request). This will include an asset condition survey before and after the work to ensure that no assets have been damaged or adversely affected during the works. Once handed over, the contractor assumes all responsibility for the management of the worksite and protection of the infrastructure. Page 2 of 12
3 Overhead line: The overhead line will remain live during normal running hours ( , Monday Saturday and , Sunday). During these periods, no work must be undertaken above 3 m in height (as stipulated by the NET Hazard Zone see figure 2). Figure 2 NET Hazard Zone Where work above 3m is required, isolation of the overhead line is only possible during overnight possessions. Because of the residential nature of this location, overnight working must be kept to an absolute minimum. Note that no work within the NET Hazard Zone (see Fig. 2) can be undertaken without the appropriate Permit to Work being issued by NTL. Page 3 of 12
4 Outline Scope of Works: The following is a list of requirements for the work; it is not exhaustive and may be amended as determined by the contractor in accordance with the proposed methodology. Remove existing walkboards. Timber walkboards to be disposed of, fiberglass ones to be retained for re-use after the completion of works. The walkboards will be replaced or renewed by NTL following the completion of works. Remove existing contaminated ballast to a depth of at least 230 mm below sleeper bottom or to the existing geotextile (if any). This will be from the end of the existing road surface, throuch the WSDC1 fixed diamond up to the heels of WSP1 and WSP2 points. Remove existing geotextile and replace with new Terram 4000 or equivalent. Install channel drain to design (to follow) including new inspection chamber and sump. A principle location and route is shown in the photographs attached to this document. The predicted route is along the existing pavement/ballast interface. Investigate, and if needed, address a suspected drain blockage approximately 3m from the existing catchpit as shown in figure 3 below Replace ballast with new material compliant to the NET Trackwork Design Specification, /034 (as defined in appendix 4). Consolidate ballast to the satisfaction of NTL. Ensure the alignment of the track is the same before and after installation. Undertake height and stagger survey before and after the work. Ensure the correct operation of the switches, track circuits and point heaters after the work is completed, in conjunction with NTL engineering staff. Remove and replace track bonds as required. 5 The most appropriate method must be determined by the contractor in their proposal. All due care must be exercised to ensure that no damage is caused to any assets. Dependent on the method chosen, there may be a requirement to break out four short lengths (approx. 1.5m each) of embedded track at the eastern end of the job. The contractor will liaise with NTL with regard to the requirements for this. Essentially, the finished product should be identical to the current situation with the exception of new ballast and geotextile and the addition of the channel drain, sump and inspection chamber (see figure 3). NTL obligations: Provide appropriate technical specifications and approve contractor s technical specification prior to the commencement of the work. Ensure all contractors and contractors staff working on behalf of NTL have been provided with appropriate training prior to commencing work on or near the tramway. Provide contractors with appropriate information to ensure work can be completed in accordance with the specification. Undertake checks of contractors prior to, during and upon completion of the works. Arrange possessions and isolations as agreed with the contractor. Inform local residents of the timescales and reasons for the work. Approve documents submitted by the contractor within 7 days of receipt wherever possible. Replace walkboards following completion of works Contractor obligations: The contractor is expected to comply with all of the obligations and requirements stipulated throughout this document including those stated in appendix 2. Supply method statements, risk assessments and a program of works to NTL for approval at least 28 days prior to work commencing. Supply all plant, materials and labour to undertake the work as defined in the Scope of Works in this document. Remove all spoil and scrap materials from site. Ensure no damage to any existing infrastructure or assets. Undertake a track alignment and height and stagger survey prior to, and after the work to ensure a like-for-like renewal to the satisfaction of NTL. Alignment should be correct to ±3mm, set to 0 cant (±2mm) with no twist greater than 1:500. Remove and replace any and all bonds and other S&T / power distribution equipment as required. Provide any traffic management required. Provide and maintain adequate worksite perimeter fencing to ensure that there is no unauthorized access to the site during or out of working hours. Keep night working to an absolute minimum so as not to disturb local residents Page 5 of 12

9 Appendix 2 - REQUIREMENTS PRIOR TO COMMENCING WORK Method Statement and Risk Assessment Prior to commencement of the work, a detailed method statement and associated risk assessment should be submitted to Nottingham Trams Limited (NTL) for consideration and approval no later than one month before the agreed commencement of the work. The document should outline the following: Purpose or scope of work Method of work to be undertaken General Instructions Site Specific Instructions Tools and Resources Health & Safety Considerations Emergency Procedure Risk Assessment Included within the method statement and risk assessment document should be the following details. This information should also be relayed to the relevant personnel undertaking the work on behalf of the contractor. Prior to work commencement Prior to undertaking the work on the system, a meeting between both parties will be held at Wilkinson Street depot to discuss the scope of the work detailed in the method statement and any further issues arising. PTS Training All members of staff engaged on behalf of NTL undertaking this work, must have NET PTS training prior to undertaking any work on or near to the tramway. Training will be provided by NTL, at no charge to the subcontractor prior to the commencement of work. Permits No work is permitted to be undertaken on the NET system without the relevant permits and worksite safety assessments being issued. Page 9 of 12
10 DRUGS AND ALCOHOL POLICY NTL will take all reasonable steps to ensure that employees or contractors are made aware of the contents of this statement, together with the relevant sections of the Transport and Works Act 1992 and the implications therein. Furthermore, as a responsible employer NTL will have in place procedures to prevent, so far as is reasonably practicable, an offence under the Act and a monitoring process to measure the effectiveness of such procedures. It is a requirement of NTL that no employee or contractor shall report or endeavour to report for duty having just consumed alcohol or under the influence of drugs; Report for duty in an unfit state due to the use of alcohol or drugs; Be in possession of drugs of abuse in the workplace; Consume alcohol or drugs whilst on duty. NTL will not tolerate any departure from these rules and will take the appropriate disciplinary action in the event of any infringement. Systems of "Due Diligence" are in place which are appropriate to the risk, by line managers throughout the company, to ensure employees do not report for, or carry out, work whilst under the influence of alcohol and/or drugs. Contractors are required to demonstrate to NTL that they have such systems of "Due Diligence" in place. Screening shall take place covering: Employment Screening - To detect the use of drugs by both existing and potential employees Post incident - To detect the use of alcohol and or drugs by any person(s) involved in an incident where there are grounds to suspect that the actions of the person(s) led to the incident Behaviour Criteria - To detect the use of alcohol and or drugs where abnormalities of behaviour prompt managerial intervention. PTS Personal Track Safety SB Direction of travel heading towards Station Street from Hucknall / Phoenix Park Definitions CONTRACTOR - An individual or organisation acting on behalf of, or under instruction to the tramway maintainer. When working on the tramway, the contractor will be under the control of the person in charge or allowed to work safely, under their own jurisdiction in accordance with instructions and procedures that already exist. HANDOVER The formal transfer of the responsibility for the maintenance of the specific assets from the Tramway Maintainer to an appointed Contractor prior to or at the commencement of the construction, modification or renewal works. HANDOVER PLAN A document used to identify stakeholders, and describe the process to be adopted for safe and effective handover of asset maintenance responsibilities. It references all necessary documentation for handover to take place, including condition of the assets, worksite boundaries and obligations of all parties during the works. TRAMWAY MAINTAINER Otherwise referred to as Nottingham Trams Ltd. (NTL), the operator and maintainer of the NET system.
