1 COMMUNICATION RALLY GUIDELINES 2016 Participants must pre-register on the Communication Rally Entry Form. Complete one Entry Form per individual. Participants may enter each of the four (4) presentation types: Speech, Illustrated Presentation, Extemporaneous Speaking, and PowerPoint. Participants may enter only one entry per presentation type. We request no entry changes after pre-registration is complete. Do not pre-register for more classes than you believe you will complete. PUBLIC SPEAKING CLASSES: SPEECH GUIDELINES (See different guidelines for PowerPoint) 1. Time Limits: Junior (9-11 years) 3-5 minutes 5-7 minutes Senior (15 years and older by Jan. 1) 5-7 minutes 2. Props and other medium for illustration purposes must not be used in speeches. 3. PowerPoint presentations may not be entered in non-powerpoint categories. Special contest guidelines and categories have been developed for all PowerPoint presentations. 4. Participants should not use material they have used previously for a Communication Rally speech. A new speech must be developed and presented each year. 5. Pre-registration is required. The speech category number must be noted on the preregistration form. If this number is missing, processing will be delayed. 6. Results will be announced at the Awards Assembly at the conclusion of the Communication Rally Contest. A Blue or Red Award will be given to each participant. The top three individuals in each class will be awarded ribbons. The First Place winner in each class will be selected to represent Tulsa Co. at the Northeast District Public Speaking Contest. 7. Depending upon the number of pre-registrations, categories may be merged into larger sections or split into smaller sections. ILLUSTRATED PRESENTATION GUIDELINES (See different guidelines for PowerPoint) 1. Time Limits: Junior (9-11 years) 3-10 minutes 5-12 minutes Senior (15 years and older by Jan. 1) 5-12 minutes 2. Illustrated Presentations include demonstrations and illustrated talks. Props must be used to qualify for this event. 3. PowerPoint presentations may not be entered in non-powerpoint categories. Special contest guidelines and categories have been developed for all PowerPoint presentations. 4. Teams and individuals will compete for the same awards. 5. A team consists of no more than two people. Teams with individuals of two different age categories will participate in the older age category of the participating individuals. Example: A team consisting of an 11 year old and 12 year old will participate in the Intermediate category. 6. Participants should not use material they have used previously for a Communication Rally illustrated presentation, either as a team member or as an individual. 7. Foods (Breads, Dairy Foods, Food Science) Illustrated Presentations: Participants must bring all needed equipment with them, whether it is a small spoon or a large tray. They are not allowed to use equipment in the drawers or cabinets of rooms where presentations are given. Kitchen facilities are not available for advance preparation. Keep this in mind when selecting topics for presentations. 8. Special equipment will not be provided for illustrated presentations. Each member will be responsible for providing his own props or audiovisual devices including easels. 9. No firearms, live ammunition, rocket engines or explosive powders of any type are allowed at the contest site.

2 10. The use of live animals is discouraged. If live animals are used, dogs must be collared & leashed and other small animals must be properly restrained in appropriate pet carriers or other types of animal cages. No animals are allowed in the cafeteria area of the contest site. 11. POWERPOINT PRESENTATION CONTEST GUIDELINES The objective of the PowerPoint presentation contest is for 4-H members to demonstrate the skills necessary to develop and present a PowerPoint presentation in a professional manner. 4-H members who participate in this contest should develop and demonstrate public speaking skills using a PowerPoint presentation as an illustration to add emphasis to their presentation. The PowerPoint program is not meant to be the members presentation; it is designed to add dimension and illustration to the members public speaking presentation. 4-H members are expected to design and create their own PowerPoint presentation. 1. Time Limits: Junior (9-11 years) 3-5 minutes 5-7 minutes Senior (15 years and older by Jan. 1) 5-7 minutes 2. Presentations entered in the PowerPoint categories will be judged against other PowerPoint presentations on similar topics. 4. Participants should not use material they have used previously for a Communication Rally PowerPoint presentation. A new presentation must be developed each year for competition. Requirements 1. Presentation must be on a memory stick or CD. No Zip disk or zipped files should be used as it may not be compatible with the equipment. (We highly recommend all contestants bring a back-up copy of their program.) 2. Participants will be expected to bring two copies of their presentation as a handout with six slides per page. These handouts will be for the contest judge s benefit (especially, in case of equipment compatibility problems). 3. Presentation must have been created by the contestant. 4. Participants will be expected to load and run their own presentation. 5. No teams. Individual presentations only. Judging Criteria 1. The speech/illustrated presentation score sheet will be used in evaluating PowerPoint Presentation contest. 2. The judges may assess a penalty for speaking over or under time. Equipment Provided 1. A laptop computer and projector will be provided for this contest, or you may bring your own equipment. 2. The computer will be loaded with the current version of PowerPoint commonly used at Oklahoma State University. Other presentation programs will not be provided or allowed. 3. Presentations using PowerPoint as a medium for illustration can only be presented in the PowerPoint categories.

3 EXTEMPORANEOUS SPEAKING CONTEST GUIDELINES Junior (9-11 years) Guidelines 1. Contestants are expected to prepare a speech on a given topic relating to 4-H. The subject matter for these topics will relate to general 4-H information. 2. Contestants will select a topic from the supervising adult. They have the option of selecting another topic; however, they must use the second topic as their contest extemporaneous subject. 3. Contestants will have five (5) minutes to prepare their speech once they have selected their contest subject. 4. The question must be stated in the exact words before the speech begins or as part of the speech. The contestant must hand the question to the judge before beginning to speak. 5. Contestants will draw topics at seven (7) minute intervals and have only five (5) minutes for preparation. No one is allowed to consult with the contestant after they have selected a topic. 6. Participants must present their speech within five (5) minutes of selecting the topic. 7. Recommended speech length is two (2) - five (5) minutes for Juniors. 8. The speech may be followed by one question per judge. Each question will be relevant and designed to secure verification, clarification, or amplification. 9. No materials may be utilized by participant to prepare for the presentation, except paper and pencil. 10. Each contestant will be permitted to make notes during the preparation time. 11. Participants must give all notes used during the speech to the judge concluding the speech. 12. Extemporaneous speeches will be judged on the following criteria: organization, delivery, how closely speaker followed the guidelines. EXTEMPORANEOUS SPEAKING CONTEST GUIDELINES & Senior (15 years and older) Guidelines 1. Contestants are expected to prepare a speech on a current event topic that has received emphasis in recent magazines, newspapers and other media sources. All topics will relate to youth issues and/or the impacts 4-H can have on these issues. Possible subjects will include, but not be limited to, violence in our schools, gang activity, drugs, alcohol, teen pregnancy, crime prevention, and peer/ parental pressure, etc. 2. Topics are selected by the Communication Committee. Topics will be phrased in the form of a question specific enough for the judges to determine whether the speech is relevant to the topic. 3. Contestants will draw three (3) questions based on the above topics and within two (2) minutes must select the one on which they will prepare a speech. Contestants will report the question to the person supervising the drawing. 4. The question selected will be recorded by the person supervising the drawing. 5. The question must be stated in the exact words before the speech begins or as part of the speech. The contestant must hand the question to the judge before beginning to speak. 6. Contestants will draw topics at five (5) minute intervals and have fifteen (15) minutes for preparation. No one is allowed to consult with the contestant after they have selected a topic. 7. Fifteen (1) minutes after the selection of the topic the contestant will deliver the speech. 8. The speech will last not less than four (4) minutes nor more than six (6) minutes. 9. The speech may be followed by one question per judge. Each question will be relevant and designed to secure verification, clarification, or amplification.

4 10. Each contestant will be permitted to use a maximum of three (3) 4" x 6" note cards. Contestants must supply their own note cards. Each contestant will give all notes used during the speech to the judge after concluding the speech. 11. Each speech will be judged on the following criteria: organization, delivery, support from resources, and how closely the speaker followed the rules. Extemporaneous Speaking Contest Results will be announced and awards presented at the conclusion of the competition. A Blue or Red Award will be given to each participant. The top three presentations will be recognized. The First Place winner will be selected to represent Tulsa Co. at the Northeast District Public Speaking Contest. **Special Awards are available if the Title/Topic of your presentation reflects: Breads Dairy Foods Peanuts Honey Bee Award or Water Conservation and Usage ORAL READING CONTEST GUIDELINES Original Work: This is a creative writing piece written and read by the 4-H member such as a short story or poem. Literature: This is pre-written material; it includes all forms of prose or poetry, fiction or non-fiction, famous speeches, EXCEPT plays, read by the 4-H member. Book reading from is not considered a prop. 1. Time Limits: Junior (9-11 years) no more than 3 minutes 3-4 minutes Senior (15 years and older by Jan. 1) 4-6 minutes If the reader runs over time, and the timekeeper indicates to stop reading, the reader should finish their current sentence and stop. 2. Participants must pre-register. Participants may have one entry in each of the Oral Reading Contest Classes. 3. Props of any kind are not permitted in the Oral Reading Contest. Book to read from is not considered a prop. 4. Each participant should prepare a quick introduction which includes his or her name, the title, the author (for the Literature Class), and one sentence to set the scene or establish the mood of the work. 5. Participants should not use material they have used previously at the Communication Rally. New material must be used or written each year. 6. The evaluation criteria is based on the quality of the oral reading, which includes: clarity, voice inflection, voice changes, pacing, voice expression, being well prepared but not memorizing the selection. Introduce yourself and your piece of work. Make sure you know how to pronounce all the words correctly. Project your voice. Make sure your voice matches the characters and scene. Make sure you are not reading too fast or too slow. Are you using eye contact? How is your appearance, facial expression, gestures? Are you interpreting the material appropriately? Are you selecting appropriate material? 7. Results will be announced and awards presented at the conclusion of the competition. A Blue or Red Award will be given to each participant. The top three individuals in each class will be awarded ribbons. The Oral Reading Contest is a Tulsa County competition only. There is no corresponding contest at the Northeast District Public Speaking Contest. 8. Depending upon the number of pre-registrations, entries may be merged into larger sections or split into smaller sections. 9. All contestants and guests are expected to be respectful of contestants, judges, staff, and volunteers.

5 4-H CLUB LEGACY GUIDELINES 4-H members have the opportunity to memorize and recite all or a portion of the 4-H Club Legacy according to their age division. Cloverbud Division (5 to 8 years of age): 4-H Pledge Junior Division 9 to 11 years of age): 4-H Pledge; State of Oklahoma Pledge; 4-H Motto and Slogan Intermediate Division (12 to 14 years of age): 4-H Pledge; State of Oklahoma Pledge; 4-H Emblem; 4-H Colors Senior Division (15 & older): State of Oklahoma Pledge; 4-H Club Ritual; 4-H Colors 4-H PLEDGE I pledge, my head to clearer thinking, [raise right hand to side of head] my heart to greater loyalty, [lower right hand over heart] my hands to larger service, [extend hands, palms upward] and my health to better living, [stand at attention, hands folded behind back] for my club, my community, my country and my world. STATE OF OKLAHOMA PLEDGE I salute the flag of the State of Oklahoma. Its symbols of peace unite all people. 4-H MOTTO To make the best better. 4-H SLOGAN Learn By Doing 4-H EMBLEM The National 4-H Club emblem is the four leaf clover with the letter H on each leaflet running parallel with the mid-rib of the leaflet. 4-H COLORS The white stands for purity. The green, nature s most common color, represents life, springtime, and youth. THE 4-H CLUB RITUAL Leader: Stand please. Response: [All members arise and stand at attention.] Leader: We will now give the Pledge to the Flag. Response: I pledge allegiance to the Flag of the United States of America and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all. Leader: We will repeat the 4-H Pledge. Response: I pledge, my head to clearer thinking, [raise right hand to side of head] my heart to greater loyalty, [lower right hand over heart] my hands to larger service, [extend hands, palms upward] and my health to better living, [stand at attention, hands folded behind back] for my club, my community, my country and my world. Leader: What is our 4-H Club Motto? Response: To make the best better. Leader: We will now review the meaning of the 4-H Club emblem. What is the National 4-H Club emblem? Response: The National 4-H Club emblem is the four leaf clover with the letter H on each leaflet running parallel with the midrib of the leaflet. Leader: What do the four H s on the Club emblem represent? Response: They represent the equal training of the head, heart, hands, and health of every member. Leader: For what is the head trained? Response To think, to plan, to reason. Leader: For what is the heart trained? Response: To be kind, to be true, to be sympathetic. Leader: For what are the hands trained? Response: To be useful, to be helpful, to be skillful. Leader: For what is the health trained? Response: To resist disease, to enjoy life, to make for efficiency. Leader: In the All-Star Emblem, what does the Fifth H represent? Response: The Home. Leader: In what way can we be of help in our home life? Response: By striving to train for a home life that represents true character, comfort and contentment. Leader: Be seated please.

6 COMMUNICATION ART CLASSES Communication Art Classes will be evaluated, but are not judged. The entries must meet the general criteria for the Tulsa County Free Fair exhibits. Complete these items now and save them for fair exhibits. The Class number depends on age. Check Tulsa County Free Fair book. 4-H POSTER ART EXHIBIT (Section 300) Poster must be constructed on poster board, 14"x22". They may either be vertical or horizontal. Posters may be produced by any medium: watercolor, ink, crayon, acrylic, charcoal, collage, computer, etc. Poster must be flat. Do not use 3-dimensional pieces on posters. Posters will be judged on: 1) educational idea portrayed, 2) public appeal, 3) creativity and originality. For display purposes, exhibitors are encouraged to heat laminate all posters or cover them with clear plastic laminate. Text of posters should be readable from at least 10 feet away. Posters must be signed and dated on the back with a permanent marker before laminating. Copyrighted or trademarked cartoon characters or other designs must not be used due to copyright restrictions. The 4-H member s name, age before January 1, and county should be on the back of the poster in the upper left hand corner. Posters must include 4-H Clover or mention 4-H. When using the official clover with H s, the tail should curve to the right and the words 18 U.S.C. 707 must appear under the lower right leaflet, unless poster and clover are hand drawn. Class 1 (Beginner 9-11) Class 4 (Intermediate 12-14) Class 7 (Advanced 15 and over) 4-H promotional poster designed to recruit 4-H members, volunteers, or promote any 4-H event or 4-H project. Class 2 (Beginner 9-11) Class 5 (Intermediate 12-14) Class 8 (Advanced 15 and over) Poster designed to promote 4-H and use the National Campaign 4-H Grows Here. Class 3 (Beginner 9-11) Class 6 (Intermediate 12-14) Class 9 (Advanced 15 and over) Poster recognizing or documenting one of the following: Oklahoma 4-H history during one decade or the evolution of a particular 4-H project area over the decades. 4-H EDUCATIONAL BOOTH DISPLAY (Section 301) This must be an in-depth look at a 4-H project or projects. Space for the booth is 3 feet deep and 4 feet wide (with sides extended). Back can be 4 feet high. There will be no solid dividers between booths. Use lightweight material for ease in transporting. Display must be freestanding. Models, photographs, posters or other means of display may be used. Display may be prepared by an individual or club. Criteria for evaluation will be: 1) Effectiveness of the message, 2) Appropriateness to the theme, 3) Interest and attractiveness to the public Display must focus on ONE of the following and be suitable for display at a local business during National 4-H Week or at another time during the fall. a. Promotion of a specific 4-H project, member recruitment, current youth issue, event, etc. b. Community Service c. The national campaign 4-H Grows Here. EXHIBIT MUST PROMINENTLY DISPLAY A 4-H CLOVER OR MENTION Clover 4-H. When using the official clover with H s, the tail should curve to the right and the words 18 U.S.C. 707 must appear under the lower right leaflet. Do not include valuables, food items that will spoil or potentially harmful products in any educational display. The Tulsa County 4-H Program cannot accept responsibility for loss of valuables. Potentially harmful products will be discarded. Class 1. Educational Booth Display (other than community service or current Theme (Class 3). Display may be project area, member recruitment, current youth issue, event, etc. Class 2. Community Service Booth Display Sharing about a community service that a 4-H member has done as an individual or led a group in doing. Should include pictures, examples, and scope of projects. The impact on others will be an added criteria for judging. Project should be the extension of a 4-H project area. Class 3. Display using the National 4-H Campaign, 4-H Grows Here.

7 TECHNOLOGY EXHIBITS (Section 304) Every exhibit must be labeled on the back with the following information: Name, club, county and age BEFORE January 1, of the current calendar year and date exhibit was made. Copy-written materials such as professional photos, books, publications or item on the internet, should not be used as original. Exhibits displayed as posters must be constructed on 14 x22 poster board (½ of a poster board). They may be horizontal or vertical. Posters will be judged on: (1) Educational idea portrayed, (2) public appeal, and (3) creative and original ability presented. Text of posters should be readable from at least 10 feet away. Promotional exhibits in this section must include an official 4-H clover or mention 4-H. Class 7 Junior (9-13) Class 8 Senior (14 and over) Digital Medial Submit a video (maximum of 3 minutes) and movie style poster. Poster (14 x22 - ½ of a poster board with a 4-H clover) should creatively depict the video s content. Video can be promotional, informational, music, or a documentary. The video must be in a windows media (.WMV or.avi) format and submitted on a CD/DVD. Video must only contain first names of the participants and participants must have a signed media release form on file in their county 4-H office (found on the 4-H enrollment card). Class 1 Junior (9-13) Class 2 Senior (14 and over) Flat flyer (one-sided) designed by the exhibitor to promote a club or county 4-H educational program or activity. Computer generated flat flyer (8½ x11 or 8½ x14 ). Flat flyers should be securely attached to an appropriately sized foam core or poster board. Class 3 Junior (9-13) Class 4 Senior (14 and over) Brochure, card or invitation related to 4 -H (may be double-, tri- or fourfold measuring 8½ x11 or 8½ x14 before folding.) Attach 2 flat copies of the brochure (one side showing the front and the other side showing the back of the brochure) to a 14 x22 poster board. Attach a large envelope to the back of the poster board and insert a folded copy of the brochure. Class 5 Junior (9-13) Class 6 Senior (14 and over) PowerPoint Presentation related to 4-H. Presentation should either promote 4-H or educate about a 4-H project. Presentations should include an official 4-H Clover including required trademark designation. Presentation entry includes a printout of at least 5 slides and script/presentation notes in a folder or notebook. Include presentation file on a labeled CD (in an envelope). All PowerPoint presentations should be mounted on a free standing display board not to exceed 36 x36 (width x depth) when the sides are extended for display. Commercially available Science Fair Presentation Boards are encouraged. JOB READINESS This division is for the Intermediate and Senior divisions only. This class will not be a competition but will be there to help you to prepare for interviews. You will be required to fill out and bring a resume and job application with you the day of the contest. Forms are attached to Communication Rally Guidelines. You will interview for a job of your choice.
