Property and design 2. Legal 3. Financial 4. Operational The end of the dialogue sessions is scheduled for when a minimum number of private bidders are matching the criteria from authority which are compatible with the delivery of the project. Dialogue closed. SIWZ issued. Bidder prepare submission in line with Final SIWZ. PROJECT TEAM with essentially Project Leader. Project Leader to prepare summary of scoring to Authority for approval and selection of PREFERRED BIDDER. A clarification phase could take place during this phase. PREFERRED BIDDER TO :- i. Prepare and submit building permit and/or zoning permit i. Finalize the legal agreement with Local Authority ii. Finalize agreement with other financial partners and subcontractors Financial close to be reached once the final building permit has been granted and all contracts are in place.
