2 BIUST Project Concept & Components Government has established a second national university, with a science and technology focus, to improve national skills levels in areas of science & technology, thereby contributing to economic growth and development Vision is a national, regional and international centre of excellence for the delivery of science and technology education to a diverse range of students from many countries. Business incubator and research park linked to new university. 2

3 BIUST Project Concept & Components BIUST development has 3 components: Founding Development; Academic Services; The PPP project for the main campus. 3

4 Founding Development The seed campus for BIUST (academic & campus physical facilities) Financed by Government under a public works contract. 256 FTE students (overall built area of ±19,700sqm). The university will open its doors March Government will operate and maintain this Founding Development until the remainder of the campus is completed through a PPP. Operation and maintenance of the physical facilities of the entire campus (including Founding Development) will then be undertaken by the PPP Operator. Greenfield site in Palapye, halfway between Gaborone and Francistown. 4

5 Academic Services Government will provide the full academic and related support services for BIUST, including: academic staff, university administration, classroom instruction, academic support services and governance, marketing and student t recruitment. t 5

6 PPP Project PPP Operator will design, construct, finance, maintain and operate the new physical facilities for the University. 6,000 FTE students plus associated staff (overall built area of ±200,000sqm). A new, purpose built campus consisting of the physical facilities for: academic library and learning centres administration i i services infrastructure housing and related facilities (such as sports, cultural, retail, religious and other services necessary for an academic campus). Full operation and maintenance of the buildings and facilities on the Site including: facilities management services; hard maintenance preventative and reactive maintenance and utilities management; and, soft services such as cleaning, landscaping, security, parking. 6

7 Excluded from the Project scope: PPP project The University s moveable assets (such as furniture, equipment, library books, vehicles) Academic programmes Academic administrative and support services Project term of 20 years as a PPP. 100% private financing expected by GoB. Private operator compensation: fixed annual Unitary Payment made by the GoB, based on availability and quality of services. The Operator required to assume substantial project risk (design, construction, financing, operation, maintenance, etc). Output specifications: architectural, space requirements and performance standards for facilities. Penalty mechanism. 7
