Dear Mr. Hancock: The Mannik and Smith Group (MSG) is pleased to present The City of Ann Arbor with the results of a pre-demolition building survey for suspect asbestos containing building materials (ACBM) and lead-based paint (LBP) performed at the former residence located at 215 and 219 Kingsley Street, Ann Arbor, Michigan. Figure 1, Site Location map, depicts the property relative to nearby roads and major topographical features. INTRODUCTION MSG was retained by The City of Ann Arbor to perform a pre-demolition survey of the former residence located at 215 and 219 Kingsley Street, Ann Arbor. The purpose of the pre-demolition building survey was to identify, quantify and document the location of suspect ACBM and LBP that may require abatement, special handling or other remedial actions as part of future demolition activities at 215 and 219 Kingsley Street. The pre-demolition building survey was performed in general accordance with accepted procedures and guidelines set forth in the Environmental Protection Agency (EPA) 40 CFR 763. The pre-demolition building survey was limited to the accessible areas that were safe to enter within the Kingsley Street residence. Below is a summary of the field procedures that were implemented along with our findings and recommendations that were made as a result of completing this pre-demolition survey. GENERAL OBSERVATIONS At the time of the survey (December 6, 2010), there was one (1) structure present on the Kingsley Street property; a residential home and a concrete slab associated with the former garage south of the house. Figure 2, Site Schematic, depicts the approximate property boundary, building locations, and other significant site features. A photographic log of key observations and materials encountered during the survey is included in Attachment A, Site Photographic Log. ASBESTOS SURVEY An asbestos building inspection is required by the Michigan Department of Natural Resources and Environment (MDNRE) and the Michigan Department of Labor and Economic Growth (MDLEG) prior to building demolition or renovation projects. The MSG asbestos survey included a visual inspection of all accessible areas in the Kingsley Street Property building. All samples were collected by a State of Michigan accredited Asbestos Inspector (Andrew LaHaie Accreditation No. A39860 and Walter Bolt Accreditation No. A39502). A sample for laboratory analysis was collected from each homogeneous material (i.e. materials which are uniform in color and texture) suspected to contain asbestos. MSG considered materials to be homogeneous only if the materials in question were similar in Civil Engineering, Surveying and Environmental Consulting

2 appearance and located within the same structure (functional area). For a listing of homogenous materials, see Table 1, Asbestos Sampling Results, 215 and 219 Kingsley Street. Conditions of the materials were classified in general accordance with the standards of the Asbestos Hazard Emergency Response Act (AHERA), as set forth in 40 CFR 763, Subpart E. The asbestos survey quantified all suspect homogenous materials within each functional area on the property. Homogenous materials suspected of containing asbestos were identified and classified as friable or non-friable. The condition of each of the homogenous suspected ACBM was assessed and qualified as good, fair, or poor, its EPA classification type identified (surface material, thermal system insulation of miscellaneous), and OSHA worker classification identified (Category I, II, IIA, III or IV). The quantity of each homogenous material was determined in linear feet, square feet or cubic feet. Regulated ACBM in quantities greater than 10 linear feet or 15 square feet require State notification and proper abatement by a licensed contractor prior to demolition or renovation activities taking place. Regulated asbestos containing materials (RACM) include: (1) friable ACBM, (2) Category I non-friable ACBM that has become friable, (3) Category I non-friable ACBM that will be has been subjected to sanding grinding, cutting or abrading, or (4) Category II non-friable ACBM that has a high probability of becoming or has become crumbled, pulverized or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations. Samples were collected from seven suspect materials and submitted to a laboratory certified under the National Voluntary Laboratory Accreditation Program (NVLAP) for polarized light microscopy (PLM) analysis. The asbestos surveying, sampling, assessment, and report followed the guidelines set forth in EPA 40 CFR 73 subpart E ( through ). Table 1, Asbestos Sample Results Residence, 215 and 219 Kingsley Street summarizes the asbestos survey analytical results. A copy of the analytical report including chain of custody is attached in Attachment B, Analytical Reports and Chain of Custody. Laboratory analysis identified asbestos in one of the seven homogeneous materials sampled: ANNA , cement board; house exterior 40% chrysotile Approximately 1,000 square feet of the cement board is present around the exterior of the first floor of the Kingsley Street residence. Based on visual observation, the first floor of the residence exterior consists of green shingles followed by black felt which is underlain by the grey cement board. No cement board was observed around the second story of the residence. This cement board is RACM and requires State notification and proper abatement by a licensed contractor. LEAD-BASED PAINT SURVEY OSHA regulations require each employer to initially determine if any employee may be exposed to lead above regulatory action levels. The demolition contractor should take the necessary actions, if any, to prevent an unacceptable lead exposure to workers from the presence of LBP while working on site. The LBP should also be properly removed and disposed to prevent contamination of site soils during demolition activities. MSG completed a LBP survey at the former Kingsley Street Property. MSG s LBP survey was conducted on each paint color/type observed. At the time of this survey, two colors of paint were observed. Paint chip samples were collected and submitted for laboratory testing to determine the lead concentration for each paint type of interest. Paint chip samples obtained for laboratory analysis were submitted to APEX Research, Inc. in Whitmore Lake, Michigan, for analysis of lead in accordance with EPA Method Reference Number SW B and Samples were placed in plastic bags in the field and transferred directly to the laboratory under strict chain-of-custody protocol.
