2 EXECUTIVE SUMMARY AirQuest Environmental, Inc. was contracted to conduct an asbestos survey within Florida Turnpike Building 4194, Florida Department of Transportation Ft. Pierce Citgo Service Station, located on State Road 91 at mile marker 144. The purpose of this survey was to identify asbestos-containing materials within accessible areas of the interior, exterior and roof of the building. Destructive sampling procedures were not used to access the interior of wall cavities or fire doors. The roofs above the two (2) diesel fuel pump islands were not included within the scope of this survey. Any suspect materials not identified in this survey (including roofing materials above the two (2) diesel fuel pump islands, fire door insulation and caulking, insulation, mastic or other materials within wall cavities and walk-in coolers) should be treated as asbestos-containing materials and not disturbed until identified as non-asbestos containing material through sampling and laboratory analysis. All suspect materials that were identified were sampled and analyzed (other than the non-scope materials identified above). The results of the asbestos survey identified the following asbestos containing materials at the site: Homogeneous Area Number 8 Sample No.: , , Material: Silver Built-Up Bituminous Roof Location: Central and South Roof Decks Results: 12% Chrysotile Asbestos Condition: Fair Estimated Quantity: 1,400 Square Feet The silver built-up bituminous roof is in fair condition and is considered to be Category I Nonfriable Asbestos Containing Material (ACM). If non-friable ACM is left undisturbed, it presents a low threat to release harmful asbestos fibers. Non-friable materials should not be removed, cut, or abraded in any way as these activities may result in a significant fiber release episode. If the material will be impacted by renovation, it must be removed by a licensed asbestos abatement contractor. If the material will be impacted by demolition, it does not require removal prior to demolition and the building may be demolished with the material in-place. However, the demolition crew must abide by OSHA regulations pertaining to asbestos exposure and the material must be disposed of in an appropriate landfill capable of accepting asbestos containing materials. The owner may consider removal prior to demolition in order to reduce the waste stream requiring asbestos handling and additional disposal costs. 5 1 SECTION 1 A survey for asbestos-containing materials (ACM) was conducted within Building 4194, Florida Department of Transportation Ft. Pierce Citgo Service Station located on State Road 91 at mile marker 144 ( the site ). The survey was performed on October 12, 2006 and October 19, 2006 by a certified Asbestos Hazard Emergency Response Act (AHERA) asbestos inspector. The purpose of this survey was to identify asbestos-containing materials within accessible areas of the interior, exterior and roof of the site. The roofs above the two diesel fuel islands were not included within the scope of this survey. 1.1 FACILITY DESCRIPTION The site is a single story building of approximately 2,705 square feet. The building was constructed in 1957 of concrete block. The exterior walls, roof deck and floor were constructed of concrete. 1.2 SURVEY METHODS AND LABORATORY ANALYSIS The sampling protocol used in this asbestos survey are those detailed in Title 40, Code of Federal Regulations (CFR), Part for the sampling of friable surfacing materials, thermal systems insulation and miscellaneous materials (i.e. ceiling tiles). The Environmental Protection Agency (EPA) regulations require that sample locations be randomly selected. Suspect Asbestos Containing Building Materials (ACBM) were identified and samples of each different type of material were obtained. The bulk sampling procedure utilized for the collection of samples suspected of being ACBM required the establishment of homogeneous sampling areas. A homogeneous sampling area is defined as an area of friable or non-friable material of similar type that appeared to be applied or constructed during the same general period of time. This is the most acceptable and costeffective method for the sampling of suspect ACBM. Samples of suspect materials were collected from predetermined homogeneous sampling areas and the location of each sample was recorded. Samples were labeled and transported to the laboratory for analysis, using polarized light microscopy (PLM) coupled with dispersion staining. The samples were analyzed in accordance with Title 61 Code of Federal Regulations. Polarized light microscopy (PLM) is a method of analysis that utilizes the unique optical crystallographic properties of the various crystalline forms in the samples. These properties, such as refractive indices, birefringence, sign of elongation and extinction angle, are unique to crystalline asbestos forms and therefore can be used to identify the type of asbestos mineral as chrysotile, amosite, crocidolite, anthophyllite, tremolite, or actinolite. Each type of asbestos displays unique characteristics when subjected to these tests. Percentages of the identified types of asbestos are determined by visual estimation. Any material containing over one percent (1%) by weight is considered by the U.S. Environmental Protection Agency (EPA) to be an asbestos containing material and if disturbed must be handled according to specific local, state and federal regulations. 1-1

6 The point count method of quantification was used on select samples as deemed necessary to verify PLM results reported at less than 5% asbestos. 1.3 RESULTS Eleven (11) homogeneous areas (HA) of suspect material were identified and a total of thirtythree (33) samples were collected. Sample descriptions and laboratory results can be found in Section 2. Photographs of the sampled materials can be found in Appendix I, Section 3. A copy of the laboratory report and chain of custody record are included in Appendix II, Section 4. The materials sampled and found to contain more than one percent (1%) asbestos are listed below. The point counting method for quantification is recommended by the EPA for samples identified as having less than ten percent asbestos by visual estimation. Analysis using the point counting method was performed if deemed necessary to determine the presence of asbestos. The quantities of material described herein are approximate and are not to be relied upon by asbestos abatement contractors for bidding purposes. Any suspect materials not identified in this survey (including the roofs above the diesel fuel pumps, fire door insulation and caulking, insulation, mastic or other materials within wall cavities and coolers) should be treated as asbestos-containing materials and not disturbed until identified as nonasbestos containing material through sampling and laboratory analysis. Prior to any planned renovations or demolition activities, the owner must abide by the notification requirements (10 business work-day notification) set forth in 40 CFR 61 U.S. EPA NESHAP (National Emission Standards for Hazardous Air Pollutants). The owner/operator of the facility is responsible to submit the notification. 1-4
