(AMEC) is pleased to submit this report to U.S. General Services Administration (GSA) detailing the results of our assessment of asbestos conditions at the former USDA Los Banos Facility Administration Building located at 745 West J Street, Los Banos, Stanislaus County, California (Site). This assessment was conducted to determine the current condition of suspect asbestos containing construction materials (ACCM) and to collect samples of the exposed ACCM. This work was performed in accordance with AMEC Proposal 13PROP0006.GSA to the GSA, dated May 2, BACKGROUND A fire at the former USDA Los Banos Facility Administration Building resulted in damage to the heating ventilation and air conditioning (HVAC) system ductwork inside the building. The ductwork is covered with an approximately 1/8 th inch thick fibrous fabric insulative wrap that was considered to be suspect ACCM. SCOPE OF WORK AMEC s scope of service included conducting a visual inspection for asbestos within the building to describe its current condition and collecting samples of the exposed asbestos. The visual inspection focused on the HVAC ductwork; however, per the scope of service, AMEC also noted additional visible suspect ACCM. On May 22, 2013 AMEC collected five samples of the exposed asbestos from various locations along the ducting. Mr. Matthew Walraven, a California Asbestos Consultant (CAC) # , performed the inspection and sampling. The asbestos survey and inspection was completed in general accordance with Environmental Protection Agency (EPA) Standards 40 CFR 763, Subpart E, Asbestos Hazard Emergency Response Act (AHERA), 40 CFR 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP) and Occupational Safety and Health Administration (OSHA) Standard and the samples were collected consistent with the EPA National Emissions Standards for NESHAP methodology. 2 Rhonda Rance U.S. General Services Administration June 27, 2013 Page 2 National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory for analysis for asbestos content by Method 600/R-93/166 on standard five-day turnaround. SAMPLE RESULTS AND OBSERVATIONS Sample Results Suspect Asbestos Analytical Results. Suspect Asbestos-Containing Material (ACMs) included HVAC duct wrap and associated joint tape materials. Sample results are presented in Table 1 and the laboratory analytical report is included as an attachment. The type of material, asbestos results, approximate location and estimated quantity is described below. Material Results with Asbestos-Containing Material (ACM) Detected: HVAC wrap. Approximately 205 square feet (ft 2 ). The wrap contains approximately 60 to 70% asbestos and should be considered friable Observations In addition to the materials summarized above, suspect materials are also present in the large, undamaged restroom (90 ft 2, 1 ft x 1 ft, resilient floor tile [RFT]) and in the westernmost large meeting room (470 ft 2, resilient sheet flooring [RSF]). These materials were observed to be in good condition. These materials should be assumed ACM until sampled and/or proved otherwise. With the exception of the ductwork insulation damaged by firefighting efforts in the central hub of the hallways, all of the assumed and known ACM is in intact condition. The ductwork insulation should be considered a friable ACM and treated accordingly. CONCLUSIONS AND RECOMENDATIONS The suspect ACMs summarized above that were detected at levels greater than one percent (1%) must be removed by a properly licensed and Cal/OSHA registered asbestos contractor prior to demolition. Typical costs for abatement of friable asbestos are between $10 and $20 per square foot and an additional $1,000 should also be budgeted for transportation and disposal of the ducting. Materials with detectable asbestos are subject to Cal/OSHA worker protection and notification requirements and materials with an asbestos content greater than 1% are subject to the San Joaquin Valley Air Pollution Control District (SJVAPD) 10 working-day advance notification and removal requirements. These materials must be removed prior to building renovation or demolition. In addition, building renovation or demolition requires a SJVAPD notification at least 10 workdays in advance of the planned renovation. Required asbestos removal work should be included in an abatement plan and specification prepared by a CAC. A Registered Asbestos Contractor must conduct all removal.

The analyses were performed in accordance with EPA Method 600/R-93/116 or 600/M for the determination of asbestos in bulk building materials by polarized light microscopy (PLM). Please note that while PLM analysis is commonly performed on non-friable and fine grained materials such as floor tiles and dust, the EPA method recognizes that PLM is subject to limitations. In these situations, accurate results may only be obtainable through the use of more sophisticated and accurate techniques such as transmission electron microscopy (TEM) or X-ray diffraction (XRD). Prior to analysis, samples are logged-in and all data pertinent to the sample recorded. The samples are checked for damage or disruption of any chain-of-custody seals. A unique laboratory ID number is assigned to each sample. A hard copy log-in sheet containing all pertinent information concerning the sample is generated. This and all other relevant paper work are kept with the sample throughout the analytical procedures to assure proper analysis. Each sample is opened in a class 100 HEPA negative air hood. A representative sampling of the material is selected and placed onto a glass microscope slide containing a drop of refractive index oil. The glass slide is placed under a polarizing light microscope where standard mineralogical techniques are used to analyze and quantify the various materials present, including asbestos. The data is then compiled into a standard report format and reviewed by the authorized signatory before being released to the client.
