1 DEPARTMENT OF ENVIRONMENTAL MANAGEMENT DIVISION OF PARKS AND RECREATION 1100 Tower Hill Road, North Kingstown, Rhode Island LIFEGUARD CERTIFICATION INFORMATION Individuals interested in working as a lifeguard in the State of Rhode Island must become certified by the R.I. Division of Parks and Recreation as either a Surf or Non-Surf lifeguard to work at a beach or if required by their facility operator, as a Pool lifeguard to work at a pool. - Surf Certified lifeguards can work at any type swimming facility in the State. - Non-Surf Certified lifeguards can work at non-surf (freshwater or bayside) beaches and pools. - Pool Certified lifeguards can only work at swimming pools. NOTE; Non Conditional State Lifeguard certification cards expire on September 30th of each year. A. LIFEGUARD CERTIFICATION REQUIREMENTS 1) All candidates must be at least sixteen (16) years of age and must present a photo I.D. with verification of date of birth every time they apply for certification. 2) Applicants under the age of eighteen (18) MUST be accompanied by a parent or guardian who must sign the application/waiver form for the minor applying to take a State lifeguard certification test. 3) All candidates must have successfully completed courses and hold valid cards in Lifeguard Training, First Aid, and C.P.R. which includes adult, infant, and child C.P.R., all of which should be valid through September 30, a) The following CPR cards will be accepted; - CPR for the Professional Rescuer or CPR for Lifeguards from the Red Cross and BLS for the Healthcare Provider from the Heart Association are the recommended levels of CPR training. The Heartsaver CPR for all Ages from the Heart Association will also be accepted. - An appropriate Adult, Infant, and Child CPR card from the National Safety Council, American Safety & Health Institute, or other accredited organizations. 1
2 b) Only original, valid, up to date cards or authorized training certificates from Accredited Organizations, such as the American Red Cross, Y.M.C.A, National Safety Council, American Heart Association are accepted. Individuals considering training from Ellis & Associates or the Starfish Aquatics Starguard Lifeguard programs must check with the Division of Parks and Recreation for accepted training from these programs and would require waterfront training for Surf or Non-surf Certification. Individuals should not consider any on-line courses without checking with the Division of Parks and Recreation prior to registration to verify if any such courses would be accepted for lifeguard certification. No photostats, altered, defaced, or damaged cards will be honored. Also no letters from Instructors, rosters, or other documents will be accepted in lieu of original training cards or authorized training certificates from accredited organizations. Candidates should contact the Division of Parks and Recreation with any questions on their training cards or training certificates well in advance of scheduled test dates. c) No candidate will be certified if any of their training cards are due to expire within thirty (30) days. They will not be certified until they have renewed and replaced the training card which is expiring. d) An E.M.T. license will be honored for the First Aide requirement but an E.M.T. must still present separate cards in Lifeguard Training and appropriate C.P.R. e) Lifeguard Training, First Aid, and C.P.R. courses are offered throughout the year by accredited agencies. Candidates should check with accredited agencies for dates and times for these courses and all courses must be completed prior to the start of the State Certification tests in May. 4) There is a $10.00 fee for the State Certification Card which must must be paid prior to the card being issued. B. POOL CERTIFICATION Candidates seeking a 2016 pool lifeguard certification, as may be required by their facility operator, can simply apply at the Division's Main Office at 1100 Tower Hill Road in North Kingstown, R.I. The Office is open Monday through Fridays from 8:30 A.M. to 4:00 P.M. and the phone number is (401) Pool certification candidates must show up at the office with their photo I.D., verification of date of birth, valid safety cards, and $ If their credentials are in order they would be issued a Pool Lifeguard Certification Card. 2
3 C. SURF AND NON SURF CERTIFICATION 1. No appointment is necessary, but the required active training cards, [CPR, FIRST AID, LIFEGUARD TRAINING] or equivalent must be presented at the examination along with a photo I.D. and verification of date of birth. Candidates under the age of 18 must be accompanied by a parent or guardian to sign the waiver/application form. 2. Conditional Surf Test [valid until August 5, 2016] Dates: - May 26th and June 16th, 2016 Time: - From 9:00 AM - 2:00 PM Location: - Scarborough State Beach CONDITIONAL SURF TEST CONSISTS OF: Rescue: - Torp and reel save, three person team Board: - Board rescue 100 yards out, flip board, 3. Conditional Non-Surf Test [valid until August 12, 2016] Dates: - May 25th, June 15th, and June 30th, 2016 Time: - From 9:00 AM to 2:00 PM Location: - Burlingame State Park (Prosser Grove Picnic Area) CONDITIONAL NON-SURF TEST CONSISTS OF: Rescues: - One torpedo rescue, 25 yards out, tow - One rescue tube rescue, 25 yards out, front approach, securely wrap the tube around the victim, and tow - Board rescue 100 yards out, flip board, NOTE - All conditionally certified Lifeguards must return to take and pass a full test in August. Failure to take and pass a full test precludes candidates from any future conditional tests. 3
4 D LIFEGUARD CERTIFICATION EXAMINATIONS: Cards valid until September 30, 2017 l. SURF TEST Dates: - August 1st, through August 5th, 2016 Time: - From 9:00 AM to 2:00 PM Location - Scarborough State Beach SURF TEST CONSISTS OF: Endurance:- Swim 440 yards in ten minutes or less using only front swimming strokes. Rescue: Board: 2. NON-SURF TEST - Torp and reel save, three person team. - Board rescue 100 yards out, flip board, Dates: - August 9th through August 12th, 2016 Time: - From 9:00 AM to 2:00 PM Location: - Burlingame State Park (Prosser Grove Picnic Area) NON-SURF TEST CONSISTS OF: Endurance: - Swim 440 yards in ten minutes or less using only front swimming strokes. 5 E. INFORMATION ON STATE EMPLOYMENT AS A LIFEGUARD 1. All applicants must be at least sixteen (16) years of age. 2. All applicants must be properly State Certified as either a Surf or Non-Surf lifeguard depending on the location they are applying to work. 3. Applicants for employment as Lifeguards with the Division of Parks and Recreation MUST apply using the State of Rhode Island online application system Apply RI at ( When an applicant is hired, they MUST then fill out other required paperwork and a CS-60 Physical Form before being eligible to start work. This paperwork is completed at the DEM Office of Human Resources at 235 Promenade Street, Providence, R.I. 4. Candidates interested in being considered for a Lifeguard Supervisors (Captains) position shall hold active Instructors cards or authorized Instructor Credentials in Lifeguard Training, First Aid and C.P.R. from an accredited agency. Anyone interested in being a Lifeguard Supervisor (Captain) and who has valid instructors cards should contact the Division of Parks and Recreation so your name may be placed on file for future consideration. 5. 6 February 11, 2016 Recreation Directors, Aquatic and Waterfront Directors at Various Beach Facilities in Rhode Island To Whom It May Concern, Enclosed please find information on Lifeguard Certification Requirements for the 2016 season. Please note under Section C, the dates for the Conditional Lifeguard Certification tests this spring, and Section D, the dates for Lifeguard Certification Tests before the end of the summer for the 2017 season. This year we have scheduled the first round of Conditional Non Surf and Surf Tests for the Wednesday and Thursday prior to Memorial Day weekend (5/25, 5/26) respectfully. This will allow individuals who meet the requirements to get certified and start work on Memorial Day weekend. However, I must emphasize, that it is a requirement that all candidates must have successfully completed all of the required training in Lifeguard Training, First Aid, and CPR prior to taking a State test. Candidates must present valid training cards or certificates of completion and identification in order to be eligible to take the State Certification test. Also as we have done for a number of years all of the Non-surf Lifeguard tests will be given at the Prosser Grove Picnic Area at Burlingame State Park off of Route 1 in Charlestown, R.I. Directions to the Prosser Grove Picnic Area along with the enclosed Lifeguard Certification Information is also posted on our web site at ( under Lifeguard Information on the Home Page.
