1 2007 National Association of African-American Honors Programs 16 th Annual Conference Hosted by The University of Maryland Eastern Shore October 31 - November 3, 2007 University of Maryland Eastern Shore, Princess Anne Maryland Conference Theme: Beyond America: Black Americans in the World Model African Union Overview: Introduction: On behalf of the National Association of African American Honors Programs and the University of Maryland Eastern Shore, I would like to invite you and your students to participate in the Model African Union of the annual meeting of the NAAAHP. The Model African Union portion of the conference is organized in a committee style format. Students are to conduct their deliberations in committees culminating with a plenary session on Friday, November 2. Each committee is organized around several topics, with the exception of the Executive Committee. Each country delegation will be represented on the specialized committees as well as on the Executive Council and the Peace and Security Council. A country s delegation may have more than one delegate on a committee, with the exception of the Executive Committee. (A country s delegate on the Executive Committee is the foreign minister of that respective government.) If a school is sending more than ten delegates you may ask for a second country assignment. Please be sure to indicate this on the registration form. In an effort to guide discussion, resolutions of each committee should reflect the topics listed below. While a country s delegates should develop ideas for resolutions before the conference, specific resolutions should be formulated/submitted at the conference in consultation with other delegations. Specialized Committees and Topics: 1. Committee on Monetary and Financial Affairs A. The Debt Crisis in Africa B. Formation of a Monetary Union for Africa C. Development Projects for Africa 2. Committee on Trade, Customs, and Immigration Matters A. Establishing a Customs Union for Africa B. Refugee Crisis in Africa C. Promotion of Equitable Terms of Trade versus the Developing Countries 3. Energy, Natural Resources, and the Environment A. Managing African National Resources B. Problems of Desertification in Africa C. Economic Diversification for Africa
2 4. Committee on Education, Culture, and Human Resources A. Education of Women in Africa B. Protection of Minorities C. Health Care in Africa Peace and Security Council: A. Terrorism and its Effects on Africa B. Civil War in Africa Crisis Simulation: Info. To be provided at the conference. Executive Council: Members of the executive council are the Foreign Ministers of their respective countries and act as the Heads of their respective delegations. The delegates to the executive council are expected to coordinate with the members of their delegations throughout the conference. They will meet in Executive session Friday afternoon November 4 to consider the resolutions and proposals from their respective committees. They will also participate in the crisis simulation (see Peace and Security Council). Position Papers: Each delegation is required to submit a position paper for each committee. These position papers should summarize their country s position and goals for each of the topics discussed in each committee. Delegations are encouraged to look at specific issues important to their countries as they relate to the respective committee topics. Ideally, each delegation should present one position paper for each committee they are on with the exception of the Executive Committee where position papers are not required. The papers encourage delegations to research their country s position on issues and also identify other countries which might support them. Position papers can be written collaboratively by an entire delegation or the delegate(s) assigned to a specific committee. It is advisable that all students should have input in each of the position papers as some issues overlap between different committees. All position papers will be made available at the conference for delegates to look at. This would facilitate coalition building at the conference. Position papers should be received no later than September 15th. Only those position papers received on time will be eligible for consideration for the Best Position Papers Award. Please note this award is subject to funding and submissions. Additional information on position papers and the rules of procedure will be provided after registration materials have been received. The format of the position papers should be as follows: All papers must be typed. Length should not exceed (1) double sided page, or two pages single sided. All papers must be submitted on 8.5 by 11 paper. Font size must be between 10-12pt, style should be Times Roman or Courier Country name, School, Committee, and Delegate name(s) clearly labeled at top of page(s) Agenda Topics clearly labeled and issues addressed in separate sections Papers should be sent by regular mail or to: Dr. John Miglietta Dept. of History, Geography, and Political Science Tennessee State University 3500 John A.
