2 Msc Milivoje Pajović Colonel Chief of PKOC WELCOME TO THE PEACEKEEPING OPERATIONS CENTER Peacekeeping Operations Center of the Serbian Armed Forces has a tradition in the field of peace support operations since it was founded, in The Republic of Serbia has participated in peacekeeping missions since 1956 UN mission on Sinai. Then Yugoslav Peoples Army had the largest contingent in this mission, with the total of 22 rotations with YPA personnel participating in the mission. Peacekeeping Operations Center is located in Belgrade and it puts special emphasis on personnel selection, training and immediate preparations of units and individuals for participation in multinational operations and preparing conditions for deployment in the zone of operations. Center is assigned with the mission and it conducts it in accordance with the standing regulations, in coordination with the competent subjects in the country and abroad. Training and work with officers and NCOs is conducted through courses and seminars, starting with basic MNOp knowledge together with the decision making procedures and knowledge of specific duties - staff duties, duties of logistic officers, CIMIC officers, military observers, etc. We constantly improve our courses by implementing new best practices and by engaging subject matter experts. It s a pleasure and privilege for me to welcome you to the Peacekeeping Operations Center. 1

7 PSO Staff Officer and Senior NCO Orientation Course Aim To prepare Staff officers and Senior NCOs for assignments in Peace Support Operations by giving then working knowledge and skills of NATO/UN staff procedures, in order to function as staff member at battalion HQ in multinational environment. Contents Apply techniques of military map reading and level navigation as basic tools for planning operations Apply NATO voice procedures in radio communication Apply basic NATO military symbols for land based system Comprehended basics of NATO non-article 5 Crisis Response Operations(NA5CROs) Comprehend the UN system and PSO principles Comprehend operational staff skills and enhance knowledge of Command Post operations at the Bridge/Battalion level Demonstrate basic staff works skills necessary to effectively participate in multinational headquarters PSO Practice and comprehended use of Military Decision Making Process (MDMP) as a base for staff works in a multinational headquarters PSO Recognize the importance, understand techniques and role of the media in relation to PSO Discusses NATO Rules of Engagement Student Criteria Nationally trained staff officers ranging from NCOs to Captain. They should have some previous working experience within national staff elements at tactical level. Language proficiency: English, described in STANAG 6001: (Listening Fair 2, Speaking Fair 2, Reading Fair 2, Writing Fair 2). No additional training or translation will be provided. 8 United Nation Logistics Officers Course Aim Preparing officers for assignments as logistic staff officer in a UN Headquarter (Mission HQ or Sector HQ) or logistic staff officer in a national unit in a UN mission. Contents The main focus will be: UN orientation Contingent Owned Equipment (COE) UN Logistics, system, routines and reporting UN Logistic in a Mission UN Joint Logistic Operation Centre (JLOC) Student criteria Rank level: Captain Major. Students must have logistic background or experience. Language proficiency: English, described in STANAG 6001: (Listening Fair 2, Speaking Fair 2, Reading Fair 2, Writing Fair 2). Language training and testing of participants is national responsibility. No additional training or translation will be provided. 9 Basic Multinational Operations Course Aim To introduce students to basics of the UN Peacekeeping Operations, in accordance with the UN Pre-Deployment Training Standards. Contents Introduction to UN System and UN PKOs Basics of UN PKOs UN PKO Standards UN PKO Procedures, Operational Techniques and Tasks Main aspects of work in UN PKOs Experience from UN PKOs Security awareness in UN PKO Media awareness and working with media in the field Pre deployment Training for UN PKO Student criteria Officers and NCOs which are applied in PKO. Members of Ministry of interior and students from Security and Political Sciences Faculty. No students from other countries Course Language English Duration Two weeks,
10 Gender in Multinational Operations Aim The aim of the course is to train course attendees for incorporation of gender perspectives in all activities in multinational operations, as well as a better understanding of gender needs and problems of local population in the countries where the operations are performed. Contents basic terminology and concepts related to gender issues (gender, race, sexual and gender-based violence, etc.) responsibilities of gender advisors to decision makers (civilian and military) the importance of introducing a gender perspective in multinational operations the security sector reform and introduction of a gender perspective in the security sector implementation of the UN SC Resolution 1325 and tasks and activities that are implemented in order to introduce a gender perspective in the security sector of the Republic of Serbia experience in working in multinational commands and the UNled multinational operations Student criteria Officers ranging from Second Lieutenant to Lieutenant Colonel or civilian equivalent. Language proficiency: English, described in STANAG 6001: (Listening Fair 2, Speaking Fair 2, Reading Fair 2, Writing Fair 2). No additional training or translation will be provided. 11 United Nation Military Observer Course Aim To prepare officers for assignment as Military Observers in UN Peace Support Operations. To familiarize the trainees with UN structure procedures, SOPs and terminology. Contents This course builds on the knowledge contained in the Peace Support Operation Basic Course with the addition of topics specific to Military Observer duties and tasks. The course also contains several practical exercises to simulate the unique and challenging environment in which a Military Observer will operate. The main focus will be: UN structure, functions and purpose. Military Observer duties and responsibilities. Negotiation, mediation and liaison procedures. Patrolling, monitoring and investigation activities. Reading maps. Media relations. Communications and radio procedures. Mine awareness and explosive ordnance procedures. Military Observer briefing. Working with Interpreters. Student criteria Rank level: Captain Major. Language proficiency: English, described in STANAG 6001: (Listening Fair 2, Speaking Fair 2, Reading Fair 2, Writing Fair 2). 12 Multinational Staff Officer Course Aim To give the participants from NATO and PfP countries a working knowledge in Operational Planning Process (OPP), staff duties and staff procedures. The main focus is on operational planning at the tactical level, based on the Guidelines for Operational Planning GOP (Stage 2-Orientation, Stage 3-Concept Development and Stage 4- Plan Development). Contents To understand the characteristics of the operational environment, multinationality and other key considerations of PSOs. To be familiar with PKO/PSO developments and guiding documents, legal aspects of PKOs/PSOs, Human Rights issues, International Humanitarian Law and NATO ROE. To understand NATO Policy and relevant guidelines for PSOs, NATO command structure and NATO ACO/ACT roles and current issues. To be familiar with generic Staff organization, staff duties and responsibilities and Operational Planning Process in NATO-led PSOs. Student criteria Nationally trained staff officers ranking from Captain to Colonel (OF2 OF5). Language proficiency: English, described in STANAG 6001: (Listening Fair 2, Speaking Fair 2, Reading Fair 2, Writing Fair 2). Language training and testing of participants is national responsibility. 13 Law of Armed Conflict Train the Trainer Course Aim Preparing and training students for independently conducting individual and collective training of SAF units to gain knowledge and understanding of International Humanitarian Law (IHL). Application of IHL in contemporary armed conflicts and consequent challenges it may arise. To enhance student s overall level of training. Contents Introduction to the Law of Armed Conflict (LOAC). Applicability of the Law of Armed Conflict. ICRC. Methods of warfare and LOAC. Internal armed conflict and LOAC. Rules of Engagement and LOAC. Occupation and LOAC. PSO and LOAC. International Criminal Court. Case studies (syndicate work). Final exercise. Student criteria Officers ranking from 2 nd Lieutenant to Lieutenant Colonel or civilian staff in Serbian Armed Forces planned for deployment in PSOs or involved in deployment planning and preparations. Members of Ministry of interior and students from Security and Political Science Faculty.
