4 PREFACE I welcome you to the new edition of Turkish Partnership for Peace Training Center course catalogue. The Turkish Partnership for Peace Training Center was inaugurated on 29 June 1998 and has the honor of being the first recognized (recognized in 1999) partnership training center by NATO. In its 16 years of history, PTC TUR has provided an extensive support to NATO partnership initiatives and further has contributed significantly to the enhancement of partnership spirit and military cooperation efforts in accordance with the Turkish General Staff and NATO principals and priorities. PTC TUR continues to be a meeting point for NATO, NATO Partners and other UN members. We have reached up to a total of military and civilian participants from 92 different countries through the successful conduct of 404 resident courses, 14 seminars and 67 mobile training activities so far. As a justification of our quality approach PTC TUR has been awarded with NATO Quality Assurance Unconditional Accreditation Certificate as of 17 January 2014 which is effective until 17 January With the awarded Quality Assurance Accreditation, it has been assured that PTC TUR s organizational process and procedures meet the education and training quality assurance standarts developed by NATO. Feedbacks from participants showed us, the increasing interest respected to our center in the recent years, which leads to the creation of new cooperations, has been a challenge but an organizational pride as well. As the customer satisfaction is of highest priority for our organization, we are working closely with our national and international partners in order to meet the demands at the greatest extent. In this respect, we have planned 20 resident courses, four of them will be conducted for the first time in this year, and 3 mobile training activities for PTC-TUR also provides instructor support by sending individual instructors to national and international training centers. The staff of the PTC TUR are dedicated to provide our participants qualitative training and education with a team of highly qualified experts, lecturers, instructors and prominent guest speakers from national and international military/civilian organizations and universities. Our participants will also find the opportunity of taking part in field trainings at different military units in Turkey. There will be visits to military and governmental organizations at some courses. As a result of good cooperation, some of the civil universities send students to our center as a part of their master s programe. Besides the education and training activities, our participants will be offered to participate in special tours to unique historical and cultural places. I believe that activities planned for 2016 will help enhancing NATO s partnership spirit and contribute to the regional and global peace. 5 History As a follow-up of 1994 NATO Brussels Summit Turkey decided to establish a PfP Training Center and declared its decision at the Euro Atlantic Partnership Council (EAPC) meeting in Sintra/Portugal on 30 May Turkish PfP Training Center was inaugurated on 29 June 1998 with an international opening ceremony and has the honour of being the first recognized partnership training center by NATO on 12 February We were also the first Partnership Training Center to introduce Mobile Training Programs in We continue to conduct these mobile training activities with partner nation military institutions in order to share Turkish peace support operations experiences, also to enhance interoperability with our partners and to support bilateral military relations. Since its establishment PfP Training Center has been actively contributing to Partnership initiatives by conducting courses, mobile training activities and seminars for the members of NATO, PfP, Mediterranean Dialogue. (MD), Istanbul Cooperation Initiative (ICI), Partners across the Globe (PatG) and countries that Turkey has bilateral relationship. 10 Education and Training Methods Education & Training is conducted through; Lectures, Workshops, Seminars, Syndicate works, Panel discussions, Field applications and trainings, Visits to respective organizations, with the employment and professional support of highly qualified experts, lecturers, instructors/guest speakers from national and international military/civilian organizations and universities. 10

11 Education and Training Methods Academic courses are conducted in the center while practical/technical courses which require field applications and special expertise supports are conducted by the respective Army, Navy, Air Force, Gendarmerie and Coast Guard training centers and units of Turkish Armed Forces on behalf of the center. 11

15 GENERAL REMARKS FOR THE COURSES Language proficiency All courses are conducted in English. Participants have to fulfill the following standards in English, as described in STANAG Accommodation All participants will be accommodated at the Officers' Club unless otherwise requested by the participants. Medical Care There are no medical facilities except emergency either at the Training Center or at the Officers Club. All sicknesses or accidents will be referred to civilian medical facilities at your own expense. Therefore, all participants are advised to have a medical insurance. In case of any medical care requirement after duty hours, you may directly report to Duty Officer at Training Center. Registration Individual application to courses is inadequate for acceptance. Applications should be made via authorized bodies. Registrations should be sent to POC no later than two weeks prior to the course. Those personnel also will be responsible for covering international transportation, meal and accommodation expenditures. Course fee and administrative fee are paid in cash during the course. All participants are advised to have a credit card with them. The participants from those countries which are not parties to NATO/SOFA and/or PfP/SOFA or which do not have any bilateral Military Training and Cooperation Agreement with the Republic of Turkey shall be treated in accordance with Turkish Domestic Legislation during their stay in Turkey. 15

18 TU-623 GENDER AWARENESS IN PEACE SUPPORT OPERATIONS February 2016 TRAINING CENTER: PfP Training Center Ankara / TURKEY Phone : /119 Fax : AlM The aim of the course is to prepare participants to field and staff positions at operational/tactical command level with the provided knowledge on gender perspective concept, doctrine, procedures, operational experiences, techniques and with the exercise of gained knowledge during the syndicate work. Comprehend why gender perspective is a key component in achieving sustained success of military operations. 3. 20 ACT-295 THE LAW OF ARMED CONFLlCT (LOAC) COURSE First iteration : 29 February-11 March 2016 Second iteration : 31 October-11 November 2016 TRAINING CENTER: PfP Training Center Ankara / TURKEY Phone : /149 Fax : AlM The aim of this course is to provide military, civilian legal advisors, commanding and staff officers in national or NATO missions an understanding of legal aspects of Armed Conflicts and to empower their ability and skills to implement their nation s commitment to adhere to international legal instruments that control the use of force and treatment of persons in the context of all types of military operations including those that involve international cooperation. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Define LOAC applications, source and legal aspects of the use of Armed Forces, 2. Apply the integration of the LOAC concepts and principals, into military operations in generic exercises, 3. Apply LOAC rules and regulations in Peace Support Operations (PSO) and recognize fundamental organizations in the military operations, 4. 23 ACT- 455 STAFF OFFICERS LOGISTICS ORIENTATION COURSE April 2016 TRAINING CENTER: PfP Training Center Ankara / TURKEY Phone : /120 Fax : AlM The main purpose is to train participants on NATO s logistics organizations, operations, functions, the new concept/strategy and prepare them for probable NATO led PSO missions or for the staff currently holding logistics positions to advice and guidance to NATO and partner Commanders on current NATO logistics policy. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Describe the fundamentals of NATO CMI. 2. Provide CMI/CIMIC resources, capabilities and competences and identify the purpose of Civil- Military Liaison and Coordination Architecture. 3. 25 TU-535 UNITED NATIONS MILITARY OBSERVER (UNMO) COURSE May 2016 TRAINING CENTER: PfP Training Center Ankara / TURKEY Phone : /123 Fax : AlM The aim of the course is to prepare officers for Military Observer Missions under the UN mandate in any part of the world. The course also empowers participants to get the practical skills they need with the seven-day field training. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Be familiar with the UN missions, organizations, Standard Operating Procedures (SOPs), staff duties, legal status of UN military observers, peacekeeping operations. 2. Manage negotiations, media handling, stress management, cultural diversities. 3. Be familiar with the equipments, weapon systems recognition, map reading, Global Positioning System (GPS), communication and radio procedures, UN reporting system. 4. Understand and apply first aid, field hygiene and sanitation. 5. Establish and run observation posts, check points, patrols, shelters and vehicle checks. 6. Carry out inspections,verifications and investigations. 7. Be aware of human rights, human trafficking, gender and child abuses, child protection, vulner able groups, Disarmament, Demobilisation and Reintegration (DDR). 8. Implement self-protection and team protection measures. 9. Be aware of IED and mine threats. 10. Understand the UN norms of conduct, particularly regarding the prohibition of sexual exploitation and abuse, and standards of behavior required of them, and also be aware of the consequences of misconduct, their duties and responsibilities to report misconduct and the mandate of key entities to address conduct and discipline issues. 26 TU-626 PLANNING INFORMATION & COMMUNICATIONS TECHNOLOGY(ICT) SUPPORT FOR FIELD MISSIONS COURSE May 2016 TRAINING CENTER: Turkish Armed Forces Joint Communication & Information Systems (CIS) Training Center Command Ankara /TURKEY Phone : /138 Fax : AIM The aim of the course is to prepare participants for planning information and communication technologies support for field missions in any part of the world. The course also empowers the participants to get the skills they need by using Turkish Land Forces Command CIS School facilities. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Be familiar with the UN missions, organizations, Standard Operating Procedures (SOPs), the requirements of ICT support for UN Field Missions, 2. Be familiar with project management methodology for operations planning. 3. Be familiar with the equipment, ICT systems, communication and radio procedures and UN reporting system. 4. Understand information management and apply information exchange requirements, 5. Be familiar with network planning, network set-up, network security., 6. Carry out frequency planning, 7. 27 ACT-456 STRATEGIC COMMUNICATION COURSE May 2016 TRAINING CENTER: PfP Training Center Ankara/TURKEY Phone : /119 Fax : AIM The aim of this course is to prepare participants to gain a better understanding of NATO policies and concepts in the area of StratCom, update them with the latest developments in the field of Strategic Communications, providing a unique opportunity to get first-hand information from both StratCom developers and practitioners. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Define political and military nature of StratCom and its inclusion into Comprehensive Operation Planning as an instrument. 2. Identify NATO communication disciplines and their synchronization in NATO activities and military actions in the StratCom context. 3. Analyze NATO StratCom Policy from strategic level down to theater through case studies. 4.
