3 The Spanish Cadastre is an administrative register with a fiscal origin, created as a database to be accessed both by Public, Administrations and citizens. As an inventory of real estate it contains: Physical information (position, surface, use, crops, boundaries, cartographic representation, type and quality of buildings.) Legal information (owner s identification: national identification number, name, address). Economic information (cadastral values of land and buildings, as an administrative reference value)

9 Cadastral maps and web services Cadastral maps are served using standard WMS (Web Map Services) that allow external geographical systems to overlay Cadastral information onto their own cartographies. - Permits the TIME parameter to have historic information. - Offers the Getfeatureinfo service - New WEB FEATURE SERVICE for some of the register users It is possible overlay cadastral information even with Google Earth.

11 We were pioneers in Spain in the publication, free of charge, of our entire cartography in Internet This has encouraged other cartographic administrations to offer their maps on the same terms and has also influenced the creation of IDEE (Spanish Spatial Data Infrastructure),
12 IDEE The Spatial Data Infrastructure of Spain is an initiative to integrate data, metadata and geographical information produced in Spain into Internet, ( which provides to locate, identify and access such information by its potential users. It is leadered by the National Geographic Institute of Spain
13 In accordance with INSPIRE the IDEE is an initiative to incorporate all SDI national, regional and local, Sectorial, and private too (enterprise, universities etc). In Spain many aspects of land management, as enviroment, are regional or local competences
14 The Spanish Cadastre is the main data provider of the IDEE The cadastral parcel is in the annex I of the INSPIRE Directive This means that the cadastral parcel is part of the basic information over which the environmental information infrastructure will be generated,
15 THE IDEE HAS UNDERSTOOD THE ROLE OF CADASTRE IN THE APPLICATION OF THE ENVIRONMENTAL AND OTHER POLICIES -The cadastre is a very useful tool for the application of environmental policies -The current technical advances and the current legal support of INSPIRE allow us to provide adequately. -This tendency can be extended to any policies needing the mesh of property distribution or other cadastral information SOME EXAMPLES
16 European Agricultural subsidies (IACS) SIGPAC: CADASTRE + ORTOPHOTO + Crops and management of the subsidies
17 National Plan of Aereal Ortophotography (PNOA) It is an initiative to achieve, in a very efficient way, for the whole Spanish territory: Digital Ortophotos in color E 1:5.000 and some zones 1: And the digital model of the surface Updated every two years. And to share them through the IDEE free of charge The Ortophotos are produced by different regions and organisms in the same format. They are co-financed by the central government and the regions
18 The official digital geographic information to provide located-based, web mapping and navigation services through the Spanish National SDI according to OGC specifications.
19 Cartociudad has been built from the harmonization and integration of official digital cartography and information produced by the General Directorate of Cadastre, the Statistical Office, the Post Office and the National Geographic Institute.

24 CONCLUSIONS The free access CVO has represented an opportunity to boost the economy in the territorial information sector. Other cartographic administrations haven followed the cadastral example and offer now their maps on the same terms All this has permitted the creation of IDEE The IDEE has made possible the interoperability between the Spanish land management organizations and has created the system to achieve the Spanish SDI The IDEE prepares Spain for INSPIRE. The Cadastral Information is the base on which the IDEE is built.
