2 The Community The City of Woodbury (population approximately 68,000) is situated just east of St. Paul, the state's capital, at the intersections of I-94, I-494 and I-694. The city is in close proximity to the Twin Cities' major employment centers, as well as the St. Croix River Valley, providing a beautiful natural setting and year-round recreational opportunities. Woodbury is one of the Twin Cities' fastest growing suburban communities. It is known for its attractive residential neighborhoods, which are connected by more than 125 miles of multi-use trails. The city contains approximately 3,100 acres of dedicated or purchased parkland and eight small lakes, most with public parks and pathways are situated throughout the city. Since 1990, Woodbury s population tripled, growing from 20,075 residents in the 1990 census to the current population, which is estimated to be close to 68,000 (25,000 households). Approximately two-thirds of the city has been developed and Woodbury's Comprehensive Plan anticipates continued residential and commercial development through 2040, when the city is expected to be close to 88,000 people. Woodbury is recognized as a well-educated, stable and professional community with a significant workforce experienced in the medical high-tech and professional fields. According to the most recent American Community Survey, the median household income is $96,099 and 55 percent of city residents aged 25, and older are college graduates.

3 A leading community in which to live, work and thrive. Woodbury is the economic hub of the east metro area and has experienced considerable commercial and industrial activity, resulting in over 10 million square feet of commercial and industrial space. Woodbury is home to major employers, such as HealthEast, Assurant, Target.com, Allina, Summit Orthopedics, and Globe University, plus many smaller businesses, and retail shopping enterprises. Woodbury is also home to Woodwinds Health Campus, which is anchored by a full-service acute care hospital, and a burgeoning healthcare business sector. During the past few decades, retail development has accelerated in Woodbury resulting in the construction of several major shopping centers, including Woodbury Village, Tamarack Village and Woodbury Lakes. According to the 2015 Community Survey, 94 percent of those surveyed rated the quality of life in Woodbury as Good or Excellent. Sixty-five percent of those surveyed also rated the general sense of community among Woodbury residents as Good or Excellent. 4 The City of Woodbury provides numerous amenities to residents. The park system consists of 46 parks and open space sites. Neighborhood parks feature playground equipment, athletic fields and courts, picnic areas, multi-use trails and skating rinks. In addition to the park system, community scale facilities include the Tamarack Nature Preserve, Carver Lake Park, Ojibway Park, Central Park, Eagle Valley Golf Course and the newly expanded, and renovated Bielenberg Sports Center. Woodbury is served by three school districts: South Washington County Independent School District (ISD 833) with an enrollment of 15,000 students; Stillwater Area Schools (ISD 834); and North St. Paul- Maplewood-Oakdale School District (ISD 622). District 833 operates seven elementary schools, two junior highs and two senior high schools in Woodbury. District 834 recently announced plans to build a new elementary school in Woodbury. A collaborative middle school serves students from St. Paul and other suburban school districts. The community also offers two public charter school and two private schools, which provide additional education options.

5 City of Woodbury Organization The City Council consists of the Mayor and four Council Members; all are elected at-large and serve fouryear, staggered terms. The City Council provides legislative guidance for the city and sets administrative policy. The current Mayor is Mary Giuliani Stephens. The Council appoints the City Administrator who serves as the city's Chief Operating Officer responsible for the day-to-day management of the city, its operations and overall financial administration/condition. The city maintains a strong financial position holding a AAA bond rating since Budget: $83.7 million. A new organizational development initiative was launched in 2013, focusing around five special initiatives that meet the values statement of exceeding expectations. Professional Development A formalized program that coordinates training and development opportunities for city employees so they can be more effective and fulfilled in their current and future positions. The program consists of three areas of emphasis: recognition, empowerment, and education. 7 Engineering and Public Works Department The Utilities Division is apart of the Engineering and Public Works Department comprises the following Divisions: Engineering Administration Utilities Street Fleet Services 12 positions 3 positions 18 positions 21 positions 8 positions The Department Mission Statement is: The City of Woodbury Engineering and Public Works Department provides wellplanned and maintained, highly reliable, and safe infrastructure to create the foundation for a great community. We strive to be innovative, professional, ethical, responsive and cost-effective in accomplishing our mission. The department has been actively engaged in ongoing organizational improvements. The concept of an inverted leadership pyramid has been implemented, where all staff members can make decisions and take initiative on projects. All employees have been empowered to assume greater responsibilities, authority and leadership roles. Internal communications and coordination processes have been improved. These and many other activities are an ongoing effort and their success a focus of the Utilities Superintendent position. Utility Division Overview The Utility Division is responsible for the operation and maintenance of the wastewater collection system and the potable water supply, storage and distribution system. It has an annual operating budget of approximately $4.1 million dollars and is financed through the Water and Sewer Utility Fund which is funded through charges for services provided. There are currently 13 full time public service workers, three meter readers, and five summer seasonal employees who operate the system. These individuals and the management team are supported by two administrative assistants. The Division also supports other divisions and departments as necessary (seasonal snow and ice control of streets and parking lots is the most consistent activity). The Utility Division staff is a highly motivated, self directed team whose goal is to achieve Division and Department Mission Critical/High Impact, (MC/HI) Deliverables. The wastewater collection system includes six lift stations and more than 230 miles of main line. Maintenance programs include main line jet cleaning and closed circuit television inspection. The potable water distribution system includes 18 wells, six water storage facilities and more than 280 miles of main line distribution pipe. The water supply system has a design capacity of more than 29 million gallons per day. Both systems are monitored and controlled by a supervisory control and data acquisition system. The division has a proactive program of inspection, maintenance and rehabilitation activities to ensure the systems reliability. A division employee is on call 24 hours, seven days a week to ensure the systems are functioning properly.

8 Utility Superintendent Position Description With the mission to provide safe, reliable sanitary sewer and portable water systems to the community, the Utilities Superintendent position provides a challenging and unique opportunity. The new Utility Superintendent will be expected to exercise an open and enthusiastic management style in order to reinforce the environment of high morale, excellent customer service and creative problem solving. He or she must possess the ability to bring people together to work toward common objectives in the best interest of the long-term vision for the City of Woodbury. The new Utility Superintendent must possess excellent communications skills, clearly articulating issues and be able to present the pros and cons of policy alternatives. The Utilities Superintendent will also serve as a member of the management team for the City of Woodbury Engineering and Public Works Department, participating in information sharing, strategic planning, problem solving, and team building in order to ensure all divisions and the overall department successfully achieve their mission. Collaborative, strategic and communicative leader sought The city is seeking an individual to actively engage the management and staff in the long-term vision of the Utilities Division and the city s water conservations efforts to ensure the vision and goals are being attained. The traits and qualities desired in the Utilities Superintendent will be demonstrated by his or hers ability to mentor and support the highly qualified and professional staff. The Utilities Superintendent will: Act as liaison to other divisions, departments, and outside agencies to effectively communicate issues of importance and gather feedback. Facilitate and ensure the development of a long-term and sustainable water supply through conservation and strategic planning. Lead the preparation of the Utility Divisions annual operating and CIP budgets and actively engage other divisions and departments in development of their annual operating budgets and CIP as necessary to accommodate the Utility Division goals and projects, and meet the goals of the department. Foster a culture of commitment to the objectives of the organization and a team approach to service delivery that rewards and encourages members of the organization to take on added levels of responsibility, challenge and authority.

Preferred Qualifications Include: Bachelor s degree or certification in Water Environment Technology or Water Resources, Bachelors Degree in Public Works Administration, Organizational Management, Project Management, or other related fields., two-year public works certificate or related education, combination of training and experience substantially equivalent to a bachelor s degree in engineering, public works administration or related field, five years of progressive supervisory experience, Class "A" Water Operators Certificate issued by the Minnesota Department of Health and Class "S-A" Wastewater Operators Certificate issued by the Minnesota Pollution Control Agency.
