2 To provide Members of Council with background information regarding the Grand Bend area wastewater collection system and sewage lagoon. Main Street Grand Bend c1960 s
3 Who owns it? What is it? Where is it? When was it built and Why?
4 Brief History of Grand Bend Sewers As early as 1961 the need for sanitary sewers in the Village of Grand Bend was identified by the MOE due to the small lots and failed septic systems. By 1975 the MOE proposed an area wide sewer system but was turned down by the surrounding Townships. MOE proceeded with the servicing plans for the Village of Grand Bend. Eventually Green Forest Estates on Gill Road (then in Stephen, now in Lambton Shores) and Grand Cove Estates in Stephen were added a wastewater collection system, sewage lift stations and a four cell sewage lagoon were constructed to service the older areas of the Village of Grand Bend, Green Forest Estates and Grand Cove Estates.
5 1980 Huron Country Playhouse septic system failed and MOE approved a connection to the newly constructed Grand Bend sewage lagoon Stephen Township agreed to annexation of lands by Village of Grand Bend in exchange for access to sewers. Annexation Agreement included a clause for mutual cooperation to provide joint servicing to the people of the Greater Grand Bend Area Stephen Township obtained approval from the MOE to connect Oakwood Inn, remaining Grand Cove Estates lands, Grand Bend Airport, Motorlex and POG Plant Province transferred jointly to Village of Grand Bend and Stephen Township the Grand Bend Sewage Lagoons, Main Pumping Station and forcemain Grand Bend Area Wastewater Master Plan established the need for an upgraded sewage treatment plant and a regional wastewater collection system.
6 2006 Oakwood Links Condominiums connected to the Grand Bend system ESR for the Grand Bend Wastewater Treatment Plant was completed and a mechanical sewage treatment plant was selected as the preferred solution ESR for the South Huron wastewater collection system was completed and the preferred solution was a trunk sewer on Highway #21 connected to the Main Pumping Station (PS-2) ESR Addendum was completed to build an expandable mechanical sewage treatment plant in phases and build an facility construction of a new mechanical sewage treatment plant started and upgrades to the Main Pumping Station (PS-2) are planned for 2015.

16 Oakwood Links Condos flows by gravity to Oakwood Area SPS and sewage is pumped via a forcemain along Hwy #21 to a connection on the forcemain from Oakwood Inn. Oakwood Inn has a private pumping station that pumps sewage via a forcemain along Hwy#21 and dumps into the Lambton Shores trunk sewer on Ontario Street. Grand Cove Estates has a private pumping station that pumps the front 2/3 of the Coves to the back of their property. The back 1/3 of Grand Coves flows by gravity southerly and dumps into the Lambton Shores trunk sewer on Main Street East. Flows from the Oakwood Links Condo s, Oakwood Inn and Grand Cove Estates all end up in PS-2. Sewage is pumped via a forcemain on Main Street East and Mollard Line to the Sewage Lagoon.
17 Playhouse has a private pumping station that pumps sewage via a forcemain on B-Line, Grand Bend Line and Mollard Line directly to the Sewage Lagoon. Grand Bend MotorPlex and the POG Plant sewage flows by gravity to POG Sanitary Pumping Station. Sewage is pumped via a forcemain westerly in an easement to Mollard Line directly to the Sewage Lagoon. All sewage is treated at the jointly owned Grand Bend Area Sewage Lagoon that is operated by CH2M Hill and administered by Lambton Shores on behalf of the Grand Bend Area Joint Sewage board. Sewage treatment consists of natural biological action and aluminum sulfate spread by boat. Discharge is restricted to spring and fall annually.

Based on the above, it is recommended that Lift Stations #1 and #3 be abandoned and their flows be diverted to the regional Lift Station #8.
