2 TOWNSHIP OVERVIEW The Charter Township of Waterford is a 36 square mile community located in the center of Oakland County, Michigan. Specifically, the Township is located 30 miles northwest t of Detroit, 25 miles southeast of Flint, 55 miles east of Lansing, and 35 miles north of Ann Arbor and has a 2000 Census population of 74,000 people.

3 DPW OVERVIEW The Waterford Township Department of Public Works (DPW ) is comprised of the Water, Sewer and Facilities and Operations (F&O) Divisions. The Water Division is responsible for: 350 Miles of Water Main 11 WTP s with a Peak Day Delivery Capability of 31 MG 18 Raw Water Supply Wells 3 Water Storage Tanks Totaling 8.25 MG 1 Water High Service Pumping Station 3,400 Water Hydrants 3,600 Water Valves 24,500 Water Service Connections

4 DPW OVERVIEW CONT D The Sewer Division is responsible for: 355 Miles of Sewer Main 63 Sewer Pumping Stations 8,000 Manholes 24,500 Sewer Service Connections Infiltration and Inflow Reduction Televising Sewer Mains

5 DPW OVERVIEW CONT D The F&O Division is responsible for: General Maintenance of 281,600 SF of Township Floor Space 41 Miles of Bike Path 5Township Cemeteries Totaling 51A Acres 1 Mile of Cemetery Road 170 Township Vehicles 4.1 Acres of Township Grounds

6 CLINTON RIVER STATION BACKGROUND Largest pumping station in the system with over 6,500 service connections and average dry weather flow of 1.6 MGD Designed and constructed in the early 1970 s as a triplex drywell/well pumping station Each pump had own suction and discharge lines into a common discharge header and single 24 force main VFD s installed for pumps in the 1990 s Location of station is within 100 feet of the Clinton River Rehabilitation funded through State Revolving Fund (SRF) low interest loan Construction cost approximately $780,000

7 CLINTON RIVER STATION PROBLEMS Station utilized 2 of 3 original pumps and valves, piping, mechanical and electrical equipment Bar screen and access equipment in wet well had deteriorated and was no longer functional No sluice gate valve installed to isolate the wet well Continuous problems with grease and debris accumulation in the wet well resulting in ragging of pumps No emergency bypass pumping capability

9 CLINTON RIVER STATION REHAB GOALS Replace original pumps, valves, piping, mechanical and electrical equipment Replace bar screen and access equipment in wet well Install sluice gate valve to isolate the wet well Installation of a low maintenance and effective wet well Vaughan Rotomix mixing system to prevent solids buildup and eliminate pump ragging Construct emergency bypass pumping capability Install new Vaughan chopper pump with submersible motor to ensure continuous operation of station in the event the dry well flooded Install new odor control equipment

10 CLINTON RIVER STATION REHAB BASIC DESIGN METHODOLOGY Data from the Township s GIS and SCADA systems indicated that the population equivalent contributing flow to the station ti was 30% less than the original i basis of design resulting in the station being reconfigured to a duplex configuration with piping and valves installed for the Rotomix system where pump 2 was originally installed

11 CLINTON RIVER STATION REHAB ISOLATION METHODOLOGY Flow to the station was bypassed during construction by installing a pressure tap on the existing concrete pressure pipe of the force main to receive station flow from portable pumps installed in manholes upstream of the station Maximum water elevations were determined for the pumping manholes and utilized in a portable cell based alarming system to prevent SSO s With bypassing, the station was off line and completely accessible for rehabilitation

14 CLINTON RIVER STATION REHAB CONSTRUCTION METHODOLOGY Installation of new pump, piping, electrical equipment, sluice gate, pneumatic valve actuators, ventilation, odor control, hoist, stainless steel and fiberglass access platform, bar screen, explosion proof lighting, SCADA control and Rotomix system

15 PREVENTION OF WET WELL SOLIDS BUILDUP New Vaughan Chopper pump in drywell and Rotomix nozzle system in wet well installed to prevent pump ragging and to clean the wet well The Vaughan Chopper pump is the lead pump at the station. Twice a week, operators push a button in the SCADA user s interface to activate cleaning of wet well All pumps shutdown until computer opens and closes all necessary valves for mixing operation Vaughan Chopper pump is turned on by computer to chop and mix influent back through Rotomix nozzle system in wet well at over 1,800 GPM After 10 minutes, computer opens discharge and inlet line for pump 2 to pump down wet well contents while mixing is still activated to ensure contents are suspended. This step lasts 10 minutes Station automatically returns to normal operation

18 CONCLUSIONS OF REHAB Station can be isolated from the system for repair and maintenance The station can be bypassed, if necessary Safe access to wet well has been restored Station dry well can be submerged and pumps will still operate The station has been online for 24 months and the Vaughan Chopper pump has never had to be deragged saving 25 hours of staff time per week Rotomix system has cleaned so well, the third party wet well cleaning company has not been needed saving the operation over $30,000 per year Through SCADA, the station is completely automated for all processes and alarming
