Consumers Energy Business Energy Efficiency Program Municipal Assistance Update Leila Saber, Consumers Energy Date TBD
Consumers Energy Business Energy Efficiency Program Leveraging Utility Incentives to Increase Plant Efficiency and Reduce Costs Leila Saber, Consumers Energy June 22, 2015
Today s Topics 2 Program Background Custom Incentives Special Programs
Business Energy Efficiency Program 3 Over 27,000 business customers have participated in the Consumers Energy incentive program since 2009 We have helped customers save over $440 million in energy costs Customers have received over $100 million in incentives Average Incentive of over $4,000
Comprehensive Business Solutions 4 Prescriptive Incentives Think off the rack, get it and go Predetermined incentive levels 250 measures in total Average 30% to 70% of the incremental project cost Custom Incentives Think tailored, custom fit to your business Incentives are determined on a case-by-case basis Must be >1 year and <8 year payback period
Who s Participating? 5 Customer Project Annual Energy Savings Incentive North Kent Turbo Compressor Blower 1,415,700 kwh $105,023 City of Grand Rapids UV Disinfection Controls Pumps with VFD 720,309 kwh 1,839,651 kwh $56,824 $147,172 Screen Room and Grit Blowing 498,081 kwh $39,846 Real Time Nitrogen Control System 734,105 kwh $58,728 Genesee County Drain Commission Blower Replacement with VFD RAS Pump Replacement 563,330 kwh 120,520 kwh $45,066 $10,455 Saginaw Charter Township VFDs Installed on Agitators 528,455 kwh $42,276
Application Process 6 Step 1: Check eligibility Step 2: Submit a Pre-notification Application Step 3: Install equipment or perform project work Step 4: Submit a Final Application
Incentive Offerings 7
Custom Process Improvement 8 For projects which demonstrate an improvement in production energy efficiency Reduced kwh/unit or MCF/unit produced A wide range of facility improvements can qualify for the program including: Process Improvements Blower Replacement Variable-Speed Control on Motors
Custom Project Examples 9 Right-Size Blower with Variable Frequency Drive (VFD) Right-Size Pump with Variable Frequency Drive Addition of Variable Frequency Drive to Aerators Ultra Violet Lighting Controls
Example: New Blower with VFD 10 Existing 250-hp constant speed blower replaced with 150-hp blower with VFD Annual Savings: 563,330 kwh Incentive: $45,066 Payback of 2.81 years (without rebate) Greater than a 10% savings in the facility s total annual electrical budget (saving approx. $45,000/year)
Example: New Blower with VFD 11 Energy savings resulted by: Precisely determining the motor speed/air flow required for treatment of the wastewater at the facility Using blowers appropriately sized for the need Making use of available VFD technology for precise air flow control
Example: New Blower with VFD 12 Considerations and Benefits Aeration and mixing: most energy consuming step as identified in the Water Environment Federation s The Energy Roadmap * Improved efficiency yields vast improvement in the total electrical consumption Reduced demand on the electrical utility *Water Environment Federation (WEF): The Energy Roadmap, A Water and Wastewater Utility Guide to More Sustainable Energy Management
Example: Pump with VFD 13 Existing 400-hp constant speed pumping station pump replaced with new 250-hp pump with VFD; and elimination of bypass to inlet header Results: Annual Savings: 1,839,651 kwh Incentive: $147,172 Payback: 1.7 years
Example: VFDs on Agitators 14 VFDs with DO feedback loop installed on (8) 40 HP agitator motors. Previous system was constant speed and typically provided excess aeration Results: Annual Savings: 528,455 kwh Incentive: $42,276 Payback: 1.64 years
Example: UV Disinfection Control 15 Real-time spectrometer allows for instantaneous measurement of E. coli levels, allowing that UV intensity be supplied only to the level needed, and not beyond Results: Annual Savings: 720,309 kwh Incentive: $56,824 payback Payback: 1.9 years
Incentive Application Process 16 Pre Application, Pre-Review Reservation Period (when work is done) Final Application, Final Review Check Issued
Custom Pre-Application 17 Before project starts, Pre-Application is submitted. This gives a general description of project, anticipated energy savings, supporting documentation Members of our team can assist Information gathering: determine the strategy for determining energy savings Together we will work to verify the energy savings We may ask for additional information, such as flows and operational hours Electrical metering pre (and post) will likely be involved
Funding is Reserved 18 Determination of Reservation Amount Based on the difference between what is found to be the baseline energy consumption and the best estimate of energy consumption for the new system The incentive amount is based on energy savings over a 12 month period, and must meet a Payback Period of between 1 and 8 years Reservation period is 90 days
Custom - Final Application 19 When work is complete, Final Application is submitted (this consists of invoices and Final Agreement form) Post monitoring will likely be performed, additional supporting information may be needed Payment to customer is based on the metered savings
Municipal Facilities: Face of the Community
Municipal Facilities Pilot Program 21 Serves to identify opportunities for Energy Efficiency in municipal government buildings and facilities Provides Technical Education and Financial Incentives by providing: ENERGY STAR Benchmarking: to help increase awareness and set priorities; better prepare for grant application process Funding for select few in-depth 3 rd party audits Walk-Through Assessments
Municipal Facilities Pilot Program, Con t 22 Eligibility: Municipal customers with multiple buildings Detailed assessment requires building be >35,000 sq. ft. and commitment to submit a minimum of 1 project to Incentive Program per year? (limited based on available funding) Target Market: City, Township and County Offices, Public Safety, Transportation, Libraries, Recreation and Water Treatment Plant and Waste Water Treatment Plant.
2014 Project of the Year winner 23 Program designed to recognize exceptional energy efficiency projects each year Energy savings, innovation, repeatability, new technology North Kent Sewer Authority Grand Rapids, MI Retrofitted a new turbo compressor blower to match the aeration needed to the load 1.4 Million kwh saved and over $100,000 in rebates Awarded $15,000 & $5,000 to trade ally, marketing recognition Representative of the numerous wastewater treatment nominees
