2 Railway Rolling Stock in Poland 2015 is a comprehensive analysis describing in details conditions of exploitation, production and modernisation of rolling stock in Poland. This document, prepared by Railway Market CEE Railway Rolling Stock Review portal s team is a source of knowledge about entities functioning in Poland, types of vehicles which they are using and their purchase and modernisation plans. 6 Przewozy Regionalne (PR) The largest passenger rail operator in Poland which runs regular passenger trains (REGIO domestic, crossborder and REGIOairport) and fast trains (interregio and REGIOekspres). It was first set up as PKP Przewozy Regionalne in 2001, a company from the PKP Group. Originally, it operated inter-province trains (with PKP Intercity). Most of the services are provided on request of regional Marshal s Offices based on public service contracts. In contrast, a significant part of interregio and REGIOekspres trains are commercial, as an addition to the company s core business. International rail services are funded by the Ministry of Infrastructure and Development under a long-term contract. On 1 December 2008, the company, preparing to transfer its shares to regional governments, handed interprovince trains over to PKP Intercity (as well as some rolling stock and facilities). On 8 December, the name of the carrier was also changed to the one currently in use, discarding the abbreviation PKP (PKP Polish State Railways). On 22 December 2008, all shares in the company (previously held by PKP SA) went to the State Treasury. On the same day, under the law adopted by the Polish Parliament, the shares were transferred to all provincial governments. The current structure of the carrier comprises 14 units operating in all provinces of Poland with the exception of Mazovia and Silesia. The future form of the operator s business remains uncertain. The carrier also uses vehicles leased from the Marshal s Offices and other companies (PKP Cargo, Czech Railways, Metchem, and PKP Intercity). To a considerable extent the carrier s situation relies on the policy implemented by the authorities in particular regions. The prospects of Przewozy Regionalne are vague, so the company owners are reluctant to invest in new rolling stock, especially of the type designed to run on long distances. 10

9 Przewozy Regionalne: Rolling stock projects under the Operational Programme Infrastructure and Environment (OPI&E) An ambitious plan to purchase 62 new EMUs for Przewozy Regionalne was put on the list of OPI&E in early However, given the discordance among the local governments, the project was a fiasco. It was partly taken over by local governments as the so-called Purchasing Groups (Western and Southern). In mid-2011, to avail itself of the European funds, the rail carrier proposed several separate projects: Modernisation of 100 electric multiple units, Modernisation of 38 double-deck coaches, Modernisation of 57 coaches, Modernisation of 32 electric locomotives The carrier also submitted the project Development and deployment of Przewozy Regionalne technical support facilities as part of infrastructure used to maintain rail passenger rolling stock. Eventually, the final OPI&E list included EMU and locomotive modernisation projects, which were later on gradually reduced due to the shrinkage of funds. 10 Class ET41 The twin section eight-axle ET41 locomotive (type 203E) is a modification of the EU07, made of two connected bodies of the EU07, minus the cabs at the inner ends. It was designed in 1976 by Zakłady Metalowe H. Cegielskiego in Poznań. The production started in 1977 and continued until A total of 200 double-locomotives were produced. Although the initial production plan was 500 units, it was later reduced to 300 locomotives. The demand for freight locomotives turned out to be lower than expected the production of the EU07 started instead. As a result of coupling two units, a powerful freight locomotive was engineered (offering 33% more power than the ET22), able to haul heavy trains with bulk cargo (up to 4,000t with the speed of 70 km/h). It may also be used for very long passenger trains (up to 700t with the maximum speed of 125 km/h). Cegielski An interesting fact about the ET41 production is that in the 1990s twin section locomotives were refurbished by ZNTK. In that case three additional EU07 locomotives were developed from single uncoupled sections of damaged ET41 locomotives. Class ET21/3E It is the first post-war Polish electric locomotive. It was designed in 1955, based on the technical documentation of components used in the Soviet VL22 locomotive. The loco was produced in at Pafawag Wrocław (type 3E, 3E/1 since 1960). In that time 658 units were delivered to PKP (initially designated as class E06). Pafawag manufactured the ET21 for industrial railways as well. A number of them underwent modernisation and are currently known as type 3E/1M (class ET21M). The ET21 locomotives are still used by PKP Cargo (especially in mountainous areas), but will be gradually withdrawn in the years to come. They are also operated by independent and private freight carriers (DB Schenker Rail Polska, CTL Logistics, Rail Polska, etc.). 11 Class 181/182 (ET23) The electric locomotives of ČD class 181 were built from 1960 to 1962 by the Czechoslovak Škoda works of Plzeň (150 units in total). Three years later, the production of ČD class 182 started. They were manufactured until A total of 168 locomotives were manufactured. The two vehicles differ from each other only slightly. In Czechoslovakia, they were used by state railways for heavy freight trains. After Czechoslovakia split into two constituent parts, some units went to the Czech Republic (locomotive depot in Ostrava), and the rest to Slovakia, where they were leased to a private company Lokorail. As it was the case with the electric locomotives of class 121, the locos of class 181/182 became a matter of interest of the non-pkp freight carriers operating on the Polish market. In the early 21st century, these vehicles were obtained by CTL Logistics, Ciech Cargo and operators from Silesia based in Zabrze and Rybnik (now DB Schenker Rail Polska), becoming the largest group of electric locomotives used for freight transport outside PKP Cargo. They were either designated as the ET23 (type 59E) or operated under the initial designation. This time orders were placed with Soviet NEVZ (Novocherkasskyi Elektrovozostroitelnyi Zavod Novocherkassk Electric Locomotive Works). Fifty units were ordered in 1974 and built in The design was based on the VL10 and VL11 locos. Contrary to the ET40 and ET41, which were both developed by coupling two units, the ET42 loco was designed as a twin machine and the sections cannot be operated individually. They are used mainly for freight services between Upper Silesia and Gdynia on the Baltic coast. With power output of 4480 kw, it had been the most powerful freight locomotive operated in Poland until the next generation units appeared on the market. From the very beginning of its service, due to the design, the ET42 received excellent reviews as a durable and reliable vehicle. It was often described as the best locomotive in Poland, dedicated to extremely heavy freight trains.
