1 Program Development Workflow IDEA GENERATION Faculty, Advisory Committees, Board of Trustees, Leadership Council, Industry Representatives, Institutional Advancement, etc. Curriculum Deans (Health Technologies, ASUT, Career & Tech, Public Safety Services) Executive Dean Orange Co. Campus Dean Continuing Education Program Development Committee VP Student Learning and Instructional Services, Academic & Executive Deans, Director, Curriculum Development, REAP, Marketing & Communications, Grants, ITS, Controller, SACSCOC Liaison and the faculty associated with the proposed program. This group will use the Program Evaluation Criteria to assess labor market information (including credential needed at each level of employment), college capacity (financial and physical), external support (grants and workforce development), and determine the appropriate program area (CU/CE). In addition, when multiple programs are proposed within the same year, this committee will consider the resources and capacity of the college and prioritize the proposals Not Recommended Provide comments to appropriate Dean Recommended Curriculum Recommended Continuing Education Vetting Department where proposed program will live, research other NC colleges that offer the program and invite them to initial program interest meeting, gather student interest data, consult with specific industry, identify advisory body to support application process. Vetting Dean for CE will meet with the appropriate department and conduct additional research. Not Recommended Submission and Implementation President submits to Board for approval, submit program application to NCCCS, provide program update to the college s SACSCOC Liaison, Student Services (advising, financial aid, admissions) and share with the college via internal communication media, marketing push for enrollment. Not recommended Implement

2 PROGRAM EVALUATION CRITERIA Will the idea fit better as a curriculum or continuing education program? CHART 1 Curriculum Does program require a permanent faculty? Continuing Education Can course requirements be met by part-time faculty? Will training require a plan of study, numerous linked courses? Will training need to be offered in a quick and flexible manner? Who would be our market for this program? OR Students seeking a career Students seeking advancement in present career track if most students are working, when would classes need to be offered? Students seeking limited training in a specialized field Students needing training to find jobs quickly Students needing training quickly and in off-cycle from normal semester Will mastery of skills require courses that build in complexity? Will mastery of skills be accomplished by individual courses (varying from a modest number of hours to hundreds of hours)? Will program be offered for sufficient years and FTE generation to justify instructor and administrative expenses, equipment expenses, and creating classroom and lab space? Will sufficient numbers of students be served to justify expense of equipment, supplies, and administrative and instructor expenses?

3 Is a curriculum degree diploma or certificate beneficial to finding employment? Or Is continuing education course beneficial to finding employment? Is this training that would provide a new skill or knowledge base to someone already working?

4 PROGRAM EVALUATION CRITERIA Initial information CHART 2 Questions to Address 1. What is the purpose of the new program? Additional Information 2. Is this program linked to one of fastest growing fields (such as allied health, public service, science and engineering,), in North Carolina? Which Field? Does this field require a new program or could we retool a less successful current program to meet this job need? 3. Is the career within this industry one of the fastest growing occupations in North Carolina? Or Is it a career for which there will be a sustained demand? What is occupational ranking? What is % change in employment for the next 5 years? 4. What level of education is required for entry-level position? Will employers want entry level employees to have an A.A.S. or does the entry level require a B.A. or a B.S.? 5. Does the occupation have mandatory credentialing, professional or regulated accreditation that will create a demand? What are mandatory requirements to engage in this career? 6. Is this program one of the better paying jobs for someone with an AAS degree? If known, what is the typical salary? 7. Does the occupation have mandatory credentialing, professional or regulated accreditation that will create a demand? What are mandatory requirements to engage in this career? 8. What are budget hurdles would be involved in implementing this program? What space would be necessary? What equipment would be necessary? What number of instructors and what salary?

5 PROGRAM EVALUATION CRITERIA State Application Criteria CHART 3 State Application Criteria and Information. The following chart outlines the additional information we will need to complete an application to the state. Criteria from both the quick evaluation chart and the state application chart may also be useful as we consider revamping a particular program or discontinuing a particular program. Criteria to be addressed if a program moves to the state application process. Questions to Address Is there a verifiable demand for such training from Orange and Durham county employers? Does this program have the support of the community? How many students would this program serve? Would the college have the necessary resources? Additional Information Is this career part of a solid industry or a growing one? How high are the salaries? Have surveys been sent to employers? Have employers met with Durham Tech in a roundtable discussion of the pros and cons of offering such training? Do we have letters of support from area employers for beginning this program Do we have community members who are serving (if first meeting has been held) or will serve on the advisory committee? Has the Advisory Committee been officially appointed? Do we have letters of support from county commission boards or the Chamber of Commerce? Is there a tie-in between this new program and initiatives of local economic development boards? Is it linked to area high school career development initiatives? What would the enrollment likely be in this program? What would the enrollment growth be each year? What is the maximum number of students that could be served each semester? What are the start-up costs? How many full- time or part-time instructors would be needed? What administrative costs, particularly support personnel, would be necessary? What equipment would be needed? What would be the ongoing costs? What space would be needed? How would the program be offered? Seated? Hybrid? On-line? A combination?

6 Does the college need to provide such training? Despite costs, is this an essential profession for the community? Even if program involves an unfortunate ratio of expense to revenue, are there some careers we need to offer for the sake of the community? Electricians? Plumbers? Nurses? Firemen? Does the career fit with the college s vision statement and institutional effectiveness plan?
