1 Baccalaureate Degree Program Proposal Recommendations from the Division of Florida Colleges Baccalaureate Review Team for Consideration by the Commissioner of Education A collaborative review was conducted by the Baccalaureate Review Team members, including staff from the Division of Florida Colleges and the Florida Colleges Budget Office. Written recommendations were submitted to the college by the Review Team, college staff revised the proposal, and submitted the final proposal, which is now complete and ready for consideration by the Commissioner of Education. Within 45 days following receipt of a completed proposal by the Division of Florida Colleges, the Commissioner of Education shall recommend approval or disapproval of the proposal to the State Board of Education. Comments Summary A Planning Process Valencia College s (VC) Bachelor of Science (BS) in Cardiopulmonary Sciences aligns with associate degree programs in Cardiovascular Technology and Respiratory Care. The curriculum provides graduates of these associate degree programs the opportunity to expand their knowledge in advanced modalities or quality management/administration for career opportunities in management and education. Following the decision by the University of Central Florida (UCF) in July 2009 to discontinue the BS in Cardiopulmonary Sciences, the presidents of the DirectConnect to UCF Consortium (Brevard Community College, Lake-Sumter State College, Seminole State College of Florida, and VC) agreed to a coordinated plan to continue to offer a baccalaureate pathway for the cardiopulmonary discipline. After careful analysis of regional workforce demands and local economic development initiatives, VC decided to prepare a proposal. Letters of support were obtained from each of the DirectConnect to UCF Consortium partners, including UCF, as well as regional health centers and organizations (letters of support may be found in Appendix I). B C Program Implementation Timeline Workforce Demand/Unmet Need Specific to Program Area The projected implementation date of upper division enrollment is spring The complete timeline of implementation activities is located in Section B of the proposal. Economic Modeling Specialists, Inc. (EMSI) projected 69 annual job openings (15 average annual openings at the baccalaureate level), with 155 projected job openings at the baccalaureate level by 2019 for cardiopulmonary occupations. The estimated employment gap would not be completely addressed by the proposed program as it is limited access with 10 graduates in the first class and 15 projected each year after. VC notes hospitals within the region that are pursuing the Magnet designation have articulated a hiring ratio preference of 51 percent bachelor s degree to 49 percent associate degree for allied health positions. The number of regional State University System graduates in fields related to cardiopulmonary sciences and cardiovascular technology was 57 in and has averaged 38 over the past ten years. It is important to note that UCF s BS in Cardiopulmonary Sciences was the only regionally accredited program. With the 1

2 D E F Facilities and Equipment Specific to Program Area Library/Media Specific to Program Area Academic Resources Specific to Program Area discontinuance of that program, it has not produced any graduates after Valencia opened a state-of-the-art Allied Health and Sciences Building in fall The use of online, hybrid, and flexible scheduling will allow the college to accommodate the anticipated baccalaureate enrollment within the existing facility for a number of years. Valencia supports research and educational needs with a comprehensive library collection comprised of books, e-books, audiovisual material, serial subscriptions, online databases and access to library materials from Florida public colleges and universities through a reciprocal agreement. Appendix K shows the new library/media resources needed that were identified by the college library staff, with a total cost of $10, Valencia College currently employs four full-time and 12 part-time faculty in the respiratory care and cardiovascular technology associate degree programs. Upon approval, the college will hire an additional full-time faculty member. G Cost to Students The cost for four years of study at VC and other regional postsecondary institutions: VC: $14,183 UCF: $24,987 Average cost of a baccalaureate degree at regional nonpublic postsecondary institutions: $63,075 The BS in Cardiopulmonary Sciences is currently not available at a state university or regionally accredited nonpublic postsecondary institution in Valencia s service district. H Academic Content The BS in Cardiopulmonary Sciences degree will be a limited access program. Eligible students will possess an Associate in Science (AS) in Respiratory Care or Cardiovascular Technology with a minimum 2.5 GPA. Successful applicants must also submit proof of current national certification or state licensure in their discipline. The upper division will consist of 24 credits of upper division core courses, 10 credits in an upper division concentration area, and 18 credits of general education. The total program length is 128 credit hours. I J Enrollment, Performance and Budget Plan Plan of Action if Program Must be Terminated Valencia anticipates 15 enrolled students in year one of the program and 40 enrolled by The program will be supported primarily through tuition and fees, with remaining funding drawn from auxiliary funds if necessary. In the event of program termination, students who have not completed the program will be advised of alternative options, including transfer to a comparable program. Students will be provided reasonable opportunities to complete their education. Faculty and staff will be reassigned when possible or provided reasonable assistance in identifying other employment. 4 The B.S. Cardiopulmonary Sciences aligns with associate degree programs in Cardiovascular Technology and Respiratory Care. The curriculum provides graduates of these associate degree programs the opportunity to expand their knowledge in advanced modalities or quality management/administration for career opportunities in management and education. The 128 credit B.S. Cardiopulmonary Sciences with concentrations in Community Health, Non-Invasive Cardiology, and Polysomnography Proposed Program Narrative (Limit 1200 words) A. Planning Process Following the decision by University of Central Florida (UCF) in July 2009 to discontinue the B.S. Cardiopulmonary Sciences, the presidents of the DirectConnect to UCF Consortium (Brevard, Lake-Sumter, Seminole State, and Valencia Colleges) agreed to a coordinated plan to continue to offer a baccalaureate pathway for the cardiopulmonary discipline through a public institution in Central Florida. After careful analysis of regional workforce demands and local economic development initiatives Valencia prepared to develop a proposal for a baccalaureate degree program in Cardiopulmonary Sciences to serve Central Florida. Letters of support were obtained from each of the DirectConnect to UCF Consortium partners. Valencia implemented an internal planning and development process to prepare the B.S. Cardiopulmonary Sciences proposal. On February 15, 2011, Valencia s District Board of Trustees approved the submission of the Letter of Intent for Valencia to offer the B.S. Cardiopulmonary Sciences. Valencia convened the Baccalaureate Degree Task Force (BDTF) to provide general oversight for the development of bachelors degrees. In November 2009, the BDTF formalized an institutional plan for approval and implementation of a B.S. in Cardiopulmonary Sciences for Spring Valencia worked closely with UCF during the planning and development phases for the proposal. In July 2009, the Tri-College Advisory Committee consisting of UCF, Seminole State and Valencia met to assess the local, state, and national workforce demand and trend data for potential impact to Central Florida based upon UCF s discontinuance of the B.S. Cardiopulmonary Sciences. On October 21, 2009, in a meeting between UCF, Seminole, and Valencia, Dr. Michael Frumkin, UCF s Dean of the College of Health & Public Affairs, offered full support to the college(s) that would continue the health-related A.S. to B.S. transfer programs. A letter of support from UCF was obtained. Throughout the planning process, internal and external collaborative meetings and conversations between Valencia and the public and regionally accredited private institutions within Florida s Workforce Region 12 occurred. By March 2011, Valencia concluded initial curriculum development for the B.S. Cardiopulmonary Sciences. The program and curriculum proposals along with the implementation plan created by the BDTF were unanimously approved by the Collegewide Curriculum Committee on April 13, 2011, the College Learning Council on May 5, 2011, and the District Board of Trustees on May 17,

Program Implementation Timeline In January 2011, Dr. Shugart received a letter of notification from the Board of Trustees of the Southern Association of Colleges and Schools (SACS) Commission on Colleges awarding membership at Level II. In February 15, 2011, Dr. Shugart notified the Florida Commissioner of Education of Valencia s intent to seek approval for a baccalaureate program in cardiopulmonary sciences. The college president will send prospectus for expansion at the new degree level to the SACS upon receiving State Board of Education approval. The implementation timeline provided reveals a planned program start date for Spring 2014, and it is based upon receiving SBE approval by July 2013 and SACS approval by August C. Workforce Demand/Unmet Need Specific to Program Area EMSI projected 15 average annual openings, with 155 projected job openings at baccalaureate level by 2019 for cardiopulmonary occupations. Without baccalaureate level graduates, there will be an employment gap of 15 positions each year and 155 positions eight years from now. The estimated employment gap would not be completely addressed by the proposed program as it is limited access with 10 graduates in the first class and 15 projected each year after. D. Facilities and Equipment Specific to Program Area Valencia has state-of-the-art classrooms and laboratory spaces as well as industry-standard learning resources and equipment to support the baccalaureate program. The use of online, hybrid, and flexible scheduling will allow the college to accommodate the anticipated baccalaureate enrollment within the existing facility for a few years. E. Library/Media Specific to Program Area Valencia supports research and educational needs with a comprehensive library collection comprised of books, e-books, audiovisual material, serial subscriptions, online databases and access to library materials from Florida public colleges and universities through a reciprocal agreement. A need for 125 new books and media was identified by the college library staff, with total cost of $10, F. Academic Resources Specific to Program Area Valencia College currently employs 4 full-time and 12 part-time faculty in the respiratory and cardiovascular technology associate degree programs. Upon SBE and SACS approval, the college will hire a full-time faculty member with a bachelors degree in cardiopulmonary or cardiorespiratory sciences or related field and a masters degree in a cardiopulmonary or cardiorespiratory sciences or related field to oversee the baccalaureate program. This faculty member will also be a Registered Respiratory Therapist or Registered Cardiovascular Invasive Specialist. G. Cost to Student Based upon the fiscal year, the estimated cost for four years of study in cardiopulmonary sciences at Valencia is $14, The estimated cost for four years of study in cardiopulmonary sciences was $23, when the program was offered at the UCF 5

8 in The current cost of a 120 hours Bachelor Degree at UCF for the fiscal year is $24, The B.S. Cardiopulmonary Sciences is currently not available at a state university or regionally accredited nonpublic postsecondary institution in Valencia s service district. H. Academic Content The B.S. Cardiopulmonary Sciences degree is a limited access program. Eligible students will possess an A.S. in Respiratory Care or Cardiovascular Technology with a minimum 2.5 GPA. A.S. course work will consist of 76credit hours, including 18 credit hours of general education. Successful applicants must also submit proof of current national certification or state licensure in their discipline. During their junior and senior years, students will complete 52 credit hours, including 18 credits of general education, 24 credits in upper division core courses, and 10 credits in an upper division concentration area. Total program length is 128 credit hours. I. Enrollment, Performance, and Budget Plan A detailed Enrollment, Performance, and Budget Plan was prepared by Valencia and estimates $173,768 in start-up costs. The majority of these costs are personnel related including: $106,686 in direct instruction; $7,947 in administrative support; and $9,713 in academic support, specifically library and student services. The non-recurring expenses of $17,100 include an estimated $500 in accreditation costs, $6,600 in non-recurring library stock, and $10,000 in instructional technology design costs. Valencia will be able to fund the program s implementation without relying on the full projected legislative allocations. J. Plan of Action if Program Must be Terminated The SACS provides a policy statement and principles for closing an educational program. If a comprehensive analysis of workforce demand, enrollment data, completion rates, job placement rates, college resources, and community needs warrants program termination, the college will make a good faith effort to inform affected students, faculty, administrative and support staff in a timely manner to provide minimal disruption to their course of study or professional careers. Students who have not completed the program will be advised of alternative options, including transfer to a comparable program. Students will be provided reasonable opportunities to complete their education. Faculty and staff will be reassigned when possible or provided reasonable assistance in identifying other employment. 6
